Role Descriptions* Information Technology Specialist I This role is for entry-level positions applying basic skills in the areas of Applications/Programming, Systems Engineering, Network Analysis, IT Analysis and Equipment and Applications Specialty. Requires knowledge or equivalent experience in the field. This role also includes positions in the areas of Equipment and Applications that work independently on smaller projects or segments of larger projects. Requires education and some experience in the field. Information Technology Specialist I

COMPLEXITY

Knows and applies fundamental concepts, practices, procedures and existing policies and guidelines in specialized area of information technology. Tasks range from having some variation and difficulty to having moderate variation and difficulty.

RESULTS

Impact the quality and availability of service. Affect the timely completion of projects and services.

ACCOUNTABILITY

Refers questions and problems to higher levels. Entry level positions work under immediate supervision and with detailed instructions. Work is often checked for accuracy. Equipment and Applications Specialist solves routine problems and the work is performed independently.

Information Technology Specialist II This role has a broad range of positions from analyst to senior level positions in the areas of Applications Programming/Analysis, Network Analysis, and IT Analysis and specialist level positions in Systems Engineering. Requires knowledge and some to substantial experience in the field. This role also contains a dual track for Equipment and Applications Senior and Expert levels. The first track is for positions that serve as a Consultant and provide technical advice to address problems encountered. The second track is for positions that have Lead level responsibilities to include instructing, directing and monitoring the work of staff. Requires knowledge and experience ranging from extensive to significant breadth and depth of experience in the function. Information Technology Specialist II Systems Engineering, Applications Programming Analysis, Network Analysis, IT Analysis, Database and Security COMPLEXITY

Work ranges from moderately complex and varied to working on multiple, complex projects independently. Background ranges from knowing and applying fundamental concepts, practices and procedures of particular function through possessing and applying a broad knowledge of principles, practices and procedures of particular function to the completion of difficult assignments.

RESULTS

Impacts the initiation of a project. Affects the analysis of data and methodologies used. Affects the reliability and utilization of systems and applications.

ACCOUNTABILITY

At the highest levels in this role provides guidance and training to less experienced staff. At the highest level, refers only the most complex problems to higher level staff.

Information Technology Specialist II Equipment and Applications Specialty

COMPLEXITY

Tasks include the range of activities from working on multiple, complex projects independently to functioning at a high level of technical variation and difficulty. Possesses and applies a broad range of expertise of principles, practices and procedures of particular function to the completion of difficult and complex assignments. The highest level positions in this role provide consultation and advice on major implementation ensuring services are not compromised and provide technical leadership on integration of various related systems. May perform any of the following: participate in development of strategic planning activities; review and analyze data to predict future needs and recommend enhancements; prepare budgeting and cost analysis; develop technical standards and policies; plan work of others to meet project deadlines; set priorities based on user needs.

RESULTS

Major systems implementation efforts do not compromise systems or services. Impacts the initiation of a project. May initiate projects and determine methodology. Affects the analysis of data and methodologies used. Affects the reliability and utilization of systems or services.

ACCOUNTABILITY

Information Technology Specialist III This role contains dual tracks for Expert positions in the areas of Applications Programming/Analysis, Network Analysis, IT Analysis. The first track is as a technical Consultant. The second track has Lead level responsibilities for instructing, directing, and monitoring the work of staff. These tracks can lead to supervisory responsibilities. Requires knowledge and extensive experience in the function. Supervisory levels also require leadership experience in the function. The same dual track exists for the Senior and Expert in Systems engineering. Requires knowledge and substantial to extensive experience in systems engineering. Information Technology Specialist III Applications Programming Analysis, Network Analysis, IT Analysis, Systems Engineering, Database, and Security

COMPLEXITY

Tasks include a high level of technical variation and difficulty, performed and with deadlines and heavy workloads. Possesses and applies a broad range of expertise of principles, practices and procedures of particular function to the completion of difficult and complex assignments. May perform work in multiple functional areas. The highest level positions in this role provide consultation and advice on major implementation ensuring services are not compromised and provide technical leadership on integration of various related systems. May perform any of the following: participate in development of strategic planning activities; review and analyze data to predict future needs and recommend enhancements; prepare budgeting and cost analysis; develop technical standards and policies; plan work of others to meet project deadlines; set priorities based on user needs.

Information Technology Specialist III Equipment and Applications Specialty COMPLEXITY

Coordinates all activities of unit with multiple projects to meet project deadlines and budgets. Resolves conflicting demands of users. Knows and applies concepts, practices and procedures of supervision and leadership. Possesses and applies comprehensive knowledge of particular function to the oversight of significant assignments. At the highest level in this role, prioritizes and assigns work to subordinate supervisors. Evaluates effectiveness of services provided and recommends changes in procedures to meet users’ needs.

RESULTS

Impacts the time, resources and quality of major projects. Work is monitored on the results of the unit. Impacts the delivery of improvements of services, staffing and resources.

ACCOUNTABILITY

Uses strong technical skills to direct and assist staff. Measures employees’ results and initiates personnel actions. At the highest level in this role, supervises two or more functional areas or operations. Decision-making requires sound judgment based on expertise and experience.

Information Technology Specialist IV This role is for positions that range from the highest level technical expert in a specialized area such as systems

engineering, applications analysis, network analysis, and operating systems analysis, to supervisory level positions in systems engineering. Supervisory positions coordinate all activities of unit with multiple projects to meet project deadlines and budgets. They require knowledge and leadership experience in the functional area. Technical experts require comprehensive knowledge and extensive specialized experience. Information Technology Specialist IV COMPLEXITY

Possesses and applies comprehensive knowledge in a specialized area to oversee significant assignments or provides technical expertise for significant assignments. Supervisory positions know and apply fundamental concepts, practices and procedures of supervision and leadership.

Considerable impact on the final results and completion of projects.

ACCOUNTABILITY

May use strong technical skills to direct and assist staff. Provides technical expertise to other staff. May measure employees’ results and initiate personnel actions.

Information Technology Manager I This role is for management level positions in the equipment and applications specialty. They require knowledge and considerable leadership experience in the functional area. Information Technology Manager I COMPLEXITY

Assigns the planning and implementing of new or revised programs. Plans and implements the delivery and improvement of service, staffing and resources. Knows and applies concepts, practices and procedures of supervision and leadership.

RESULTS

Impact time, finances, resources and quality of services or projects. Work is monitored on results of projects.

ACCOUNTABILITY

Seeks guidance on unusual matters. Relies on expertise and judgment to determine, plan and monitor work or a unit. Significant management responsibilities in assigned area. Uses strong technical skills to direct and assist staff. Measures employees’ results and initiates personnel actions.

Information Technology Manager II This role is for management level positions in the field of Information Technology. Requires knowledge and substantial leadership experience in the functional area. Information Technology Manager II

COMPLEXITY

Directs, through subordinate supervisors, all program, operations, and staff in assigned area. Budgetary or fiscal responsibility. Responsible for planning, organizing, staffing, and coordinating. Plans and implements the delivery and improvement of service. Reviews the area accomplishments toward agency objectives in order to determine operational effectiveness. Possesses and applies comprehensive knowledge of management principles and practices. Possesses and applies comprehensive knowledge of particular function to the oversight of significant assignments.

RESULTS

Contributes to the organization through strategy definition and implementation. Work is monitored on the results of projects.

ACCOUNTABILITY

Program direction with several units or sections. Relies on experience and judgment to plan and accomplish goals. Supervises critical functional area or operation.

Information Technology Manager III This role is for executive director level positions in the field of Information Technology providing services to multiple state agencies in a multi-technology environment. Requires knowledge and extensive leadership experience in the functional area. Information Technology Manager III COMPLEXITY

Performs work of unusual difficulty in the executive level management of major functional areas. Responsible for major programmatic areas of agency’s operations. Possesses and applies advanced knowledge of management principles and practices. Possesses and applies comprehensive knowledge of particular function to the oversight of significant assignments.

RESULTS

Defines business strategies and contributes to organization through vision. Work is accomplished through multiple business units.

ACCOUNTABILITY

Significant executive management responsibilities. Relies on expertise and judgment to determine, plan and accomplish goals.
