WWF (WORLD WILDLIFE FUND) Decentralized Cooperation Mission Terms of reference Mission in Libya Participants: Alessandra Pomè (consultant, WWF Mediterranean Programme Office) Carlo Franzosini (consultant, Miramare Marine Reserve) Period: 16 - 21 April 2005 Objective: To plan and start the organization of a National Conference on “Sustainable human development Natural and Cultural Resources Conservation in the Cyrenaica Coastline, to be held in Tripoli Libya on September-October 2005). Procedures: The consultants will be working in close cooperation with the representatives of UNOPS/UNDP, namely, Gianluca Nocera, ART GOLD MAGHREB Libya, and Sauro Gori – UN Coordinator of International Secretariat for Decentralized Cooperation. Activities: - Set the basis for future activities and cooperation between WWF Mediterranean Programme Office and UNOPS/UNDP ART GOLD MAGHREB PROGRAM (draft a Memorandum of Understating) - Define a first common action plan for the Sha’abiyat along the Cyrenaica Coast, which combines sustainable human development and environmental conservation measures, e.g. network of Marine Protected Areas; - Meet national authorities and institutions and set the basis for future cooperation; - Meet local authorities (i.e. governors of the interested Sha’abiyat) and set the basis for future cooperation; - Define the objectives of the national conference, compile a list of participants, draft the invitation, and define a work plan for its organization (May-September) and budget, given that the conference will be held most likely in September/October - Define the conference venue - Compile all information/documents produced during the Decentralized Cooperation Committees (DCC) to Libya on needs and priorities of Libyan Local Administrations for the set up of common projects of intervention Outputs: − Memorandum of Understating between UNDP and WWF Mediterranean Programme Office drafted − Letters of understanding or other agreement shared and signed between UNDP, WWF and national & local authorities and national institutions − work plan for national conference − list of participants compiled − invitation to the conference drafted − conference venue defined
