FAA Hearing/Briefing Activity Prior to September 11,2001: March 10,1999 - House Appropriation Transportation and Related Agencies Subcommittee - Executive Session - Aviation Security; Purchase of EDS Equipment. March 22, 2000 - House Appropriation Transportation and Related Agencies Subcommittee - Executive Session - Aviation Security; Screening of Passengers, Bags. EDS Equipment. April 6,2000 - Senate Commerce, Science and Transportation Committee Aviation Security. November-December 2000 - Series of discussions with House Transportation and Related Agencies Subcommittee staff on EDS/L-3 issues. March 20,2001 - The Associate Administrator for Civil Aviation Security provided a classified briefing to the Chairman of the House Aviation Subcommittee, Representative John Mica, on a variety of aviation security issues, including current threat assessment against US air carriers.
Distribution of Information Circulars, Security Directives and Emergency Amendments based on current threat information. The Transportation Security Intelligence Service (TSIS) [formerly the FAA Office of Civil Aviation Security Intelligence] assesses incoming threat information for relevance to civil aviation security. TSIS works with the agencies that produced classified or law enforcement sensitive information, to obtain an unclassified version. This allows distribution of the information to employees of airlines and airports who need to know the information but cannot receive it at a classified level. If the information does not require changes to existing security countermeasures it is distributed as an Information Circular (1C) to U.S. airlines and airports and to FAA and TSA elements concerned. The release of the 1C is coordinated with the agency that provided the original information, and depending on circumstances, provided to other federal agencies. A Security Directive (SD) or an Emergency Amendment (EA) disseminates information that requires an adjustment hi current countermeasures. These documents also direct new countermeasures. SB's have been used since 1990 to direct US ah* carriers. EA's were used to change security programs of foreign air carriers operating to or from the United States and for all domestic airports. IC's, SB's and EA's are sent by the most expeditious means available to the airlines, airports or other regulated parties that must act on them and to others in the industry for information. For example a SD with new requirements for U.S. air carriers would be posted on a secure web board for all carriers hi addition to being distributed directly to them by the Principal Security Inspector for that air carrier. It would also be sent via email to all TSA/FAA elements inspecting or otherwise concerned with U.S. air carriers and delivered or transmitted to U.S. airports with an interest in the matter. SD's, EA's and IC's contain Sensitive Security Information (SSI) protected by 49CFR1520.

On May 15, 2001, Pat Me Donnell Director of FAA1 s Office of intelligence, traveled to Boston where he gave a classified briefing to Boston Logan Airport personnel and Mass. State Police - he was accompanied by an intelligence analyst from his staff. This briefing included, (U) AL Qaida, and it's method of operation. (U) UBL, his terrorist activities, and the fact that he had made specific threats against aviation. (U) The hijacking threat (not sucide) was also covered, and it was pointed out (U) that there seemed to be a renewed interest in hijacking (for political purposes and released of imprisoned individuals) among terrorist groups. Also, McDonnell gave the identical briefing to Joe Lawless of Massport a few weeks earlier when Lawless was
visiting the FAA in Washington. Further, an unclassified but security sensitive CD was given to Lawless in June or July of 2001. This CD covered the terrorist threat to aviation and included the hijacking threat. As mentioned earlier Logan Airport was provided FAA Security Information Circulars and Security Directives when they were issued. These documents were faxed to the Airport Security Coordinator for Logan.

Briefings Provided by the FAA to Logan In March 2001, the FAA began a series of intelligence briefings for all category X airports. As part of that effort, Pat McDonnell, Director of FAA's Office of Civil Aviation Security Intelligence, and one analyst, traveled to Boston on May 15,2001, where they gave a classified briefing at Boston Logan Airport. Major John Kelly and Captain Martha Catalone of the Massachusetts State Police attended. Massport Aviation Director, Tom Kinton, and Alternate Airport Security Coordinator, Delcine Gibbs, were invited but did not attend. A few weeks earlier, McDonnell and staff presented the same briefing to Airport Security Coordinator, Joe Lawless, during his visit to the FAA in Washington. This briefing included an overview—a portion of which was unclassified—of Al-Qaida and its method of operation, as well as Usama Bin Laden, his terrorist activities, and the fact that he had made specific threats against aviation. The hijacking threat (not suicide) was also covered, and it was pointed out that there appeared to be a renewed interest in hijacking for political purposes or to effect 1he release of members of terrorist groups who were imprisoned. Furthermore, an unclassified but security sensitive threat briefing on CD ROM, which was widely circulated in the aviation community, including airports and air carriers, was given to Lawless in June or July of 2001. The subject matter covered on this CD ROM included the terrorist threat to aviation as well as the hijacking threat. As mentioned earlier, Logan Airport was provided FAA Security Information Circulars and Security Directives when they were issued. These documents were faxed to the Airport Security Coordinator for Logan.
Threat Overview Briefings for Category X Airports, Spring 2001 Classified threat overview briefings were presented to cleared officials at Category X airports between March and May 2001. The information presented in the briefings was current as of March 2001 and updated as developments warranted. MENTIONED COMMUNITY STILL HAS DOUBTS ABOUT INFO. (U) PROVIDED UPDATE ON POSSIBLE THREAT TO A U.S. AIRLINER IN PARAGUAY. WE HAVE RECEIVED NEW INFORMATION FROM SOURCE THAT THREAT TIME FRAME IS APRIL 29APR-5MAY IN ASUNCION. MENTIONED THAT SOURCE INDICATES THE OPERATION CONSISTS OF PLASTIQUE AGAINST AN AIRLINER. AMERICAN ASKED IF AMERICAN AIRLINE WAS SPECIFICALLY MENTIONED. TOLD HTM NO, BUT THAT ACCORDING TO OAG THEY ARE THE ONLY U.S. PASSENGER CARRIER WITH SCHEDULED SERVICE TO ASUNCION. CAVEAT THE INFORMATION THAT SOURCE IS A FABRICATOR WHO HAS PREVIOUSLY PROVIDED BOGUS INFO. ALTHOUGH SOURCE IS NOT GOOD, WE ARE UNABLE TO DISCOUNT THE THREAT INFORMATION HE IS PROVIDED AT THIS TIME. (u) iN RESPONSE TO CALL FROM DELTA REGARDING SCUD MISSILES LAUNCHED BY IRAN INTO IRAQ. INFORMED DELTA THAT WATCH THAT THIS IS A FAIRLY ROUTINE OCCURRENCE BETWEEN IRAN AND IRAQ-BASED MEK, AND DOES NOT AFFECT INTERNATIONAL OVER FLIGHTS. (U) FSM AGOR RECEIVED A CALL FROM UNITED AIRLINES WEST COAST CORPORATE SECURITY REP WHO REPORTED TO HIM THAT EIGHT TERRORIST HAD BEEN ARRESTED IN CANADA ON THEIR WAY TO THE SUMMIT OF THE AMERICAS. AS A RESULT OF THE ARREST UNITED WAS LOOKING AT INCREASING SOME SECURITY MEASURES.
