Scope The Surgical Care Complex (SCC) is the brainchild of the current administration of Ospital ng Makati under Dr. Vergel P. Binay MD. It falls under the jurisdiction of the Division for Clinical Services. The SCC shall have the rank equivalent to that of a Clinical Department with the following sections: 1. 2. 3. 4.

General Operating Room Section (Surgery, Ophthalmology, ORL-HNS and Gynecology) Surgical Obstetrics Section (Delivery room and Labor Room) Post Anesthesia Care Section Minimally Invasive Surgery (MIS)/Endoscopy Section Structure
The overall head of the SCC shall have the designation as Chairman. Each section shall have a head with the designation as Chief of Section. Non-medical heads shall be designated as Unit Managers. III.
Objectives: 1. Rationalize procurement, utilization and maintenance of resources. 2. Exercise proper scheduling of procedures equitably. 3. Monitor regular implementation of preventive maintenance and upgrading of medical equipment as necessary. 4. Maintain and monitor safety compliance protocols and standards of surgical and obstetric patients including sterility of the physical structure. 5. Provide necessary training of personnel for maintenance and care of special instruments and equipment. 6. Provide venue for skills training in MIS/Endoscopy for residents and consultants.

SURGICAL CARE COMPLEX A. Chairman: 1. Appointed by the Director for Clinical Services and approved by the Hospital Director. 2. Co-terminus with the Director for Clinical Division. 3. Serves as the Chief of General Operating Room Section. 4. Serves as the overall coordinator of all the activities within the complex. 5. Ensures compliance of each section with the policies and guidelines. 6. Approves the need for acquisition of new equipment in the SCC. 7. Resolves conflict that may arise in the SCC. 8. Conducts staff development programs for all members of the staff within the SCC. 9. Conducts regular inspection of all sections in the SCC. 10. Organizes and conducts regular meetings with the different Section Chiefs and Unit Managers. 11. Ensures the attainment of the SCC objectives. B. Section Chief: 1. Appointed by the Director for Clinical Services and approved by the Hospital Director. 2. Co-terminus with the Director for Clinical Division. 3. Formulates policies and guidelines of the Section/Unit in coordination with the SCC Chairman. 4. Coordinates with the Unit managers in the day-to-day activities of the section. 5. Reports to the SCC Chairman. 6. Ensures compliance with the policies and guidelines of the section.

7. Conducts regular rounds of the section. 8. Conducts regular meetings with members and personnel of the section. 9. Ensures the attainment of the SCC objectives. C. Unit Manager: 1. Appointed by the Director of Nursing Service. 2. Co-terminus with the Director of Nursing Service. 3. Supervises non-medical personnel in the unit. 4. Responsible for personnel assignment and scheduling of duties to different areas of the unit. 5. Identify and assign personnel for training in the use and maintenance of special equipment. 6. Ensures compliance with the policies and guidelines of the unit. 7. Ensures implementation of proper and effective work flow in the unit. 8. Ensures the implementation of sterility in the unit. 9. Ensures care and maintenance of instruments and equipment in the unit. 10. Ensures the attainment of the SCC objectives. D. Committees: 1. Each unit shall have a committee headed by the Section Chief. 2. Medical members shall be selected by the Section Chief. 3. Paramedical (nurses/aides) members shall be appointed by the Nursing service 4. Shall include representative from the Property Management, General Services and Information and Technology Section. 5. Assist in the formulation of the guidelines of the section. 6. Assists in the formulation of guidelines of the section. 7. Monitors the needs and functionality of the section. 8. Resolves conflict when arises. 9. Recommends in the improvement of services in the SCC. 10. Conducts regular meetings.
