Introduction  

 

Carved out of the state of Punjab in 1966. Bordered by Punjab and Himachal Pradesh to the north, and Rajasthan to the west and south. The capital of Haryana is Chandigarh . State wise Haryana have the third highest per capita income in the country at Rs 29,887(year 2006) after capital Delhi and state of Goa .

Economic Facts 

Gross State Domestic Product at constant Prices recorded a growth of 8.25% during 2004-2005.



Gross State Domestic Product at current Prices recorded a growth of 12.2% during 2004-2005.



Foreign Direct Investment (FDI) in the state is to the tune of INR 25.00 billion.



Large and medium units have gone up in the state from162 in 1966 to 1260 (by Dec. 2005). Similarly, the number of small-scale units has increased form 4500 in the 1960’s to 80,000 today.



Approval granted to 921FDI projects of INR 64.98 billion, out of these 584 FDI approvals have been implemented of worth INR 45.92 billion upto December 2005.



Exports from Haryana have increased from INR 45.00 million in 1967-68 to more than INR 200.00 billion in the year 2004-2005.



Small Scale Units meet 20% of the country’s total exports of scientific instruments, 60% of the country’s demand for ignition boxes for defense forces, 75 % of the total needs of woolen blankets of the Indian Army.



Since July 1991 up to December 2005 a total of 3405 Industrial Entrepreneur Memoranda (IEMs) and 247 letter of intent have been filed for setting up industrial units in Haryana, bringing together an investment of INR 422.17 billion and INR 47.87 billion respectively. Out of these 1899 IEMs and 159 LOI`s have been implemented with an investment of INR 159.05 billion and INR 37.67 respectively.

Investment Opportunities 

Haryana is basically an agrarian economy, producing variety of food and cash crops, alongwith dairy products and fisheries.



There are several places of tourist interests in the State.

Agriculture 

 







Agriculture is the mainstay of more than 75 per cent population. Contribution : 28.2 per cent in GDP of the State. Major crops: Rice, wheat, jowar, bajra , maize, barley and pulses . New & encouraged crops:castor, groundnut, soyabean and horticulture crops (vegetables and fruits) . Called the land of milk, with having one of the highest production of dairy products in the country . Ranks second in fish productivity in India.

Infromation Technology 







The State Government has formulated an IT policy which provides several incentives for IT and ITES/BPO Industry. Announced a policy for Technology Parks, which gives considerable flexibility for setting up Technology Parks and IT Corridors. Gurgaon has been developed as a preferred investment destination for both IT and ITES/BPO companies. The State Government is planning to set up Hi-Tech Habitat Centre in the Electronic City, Gurgaon for IT/ITES/BPO companies, which would provide worldclass facilities

The Government also intends to develop other areas in NCR region, such as those falling alongside KundliManesar-Palwal Express Highway and Faridabad, as satellites of Gurgaon-Manesar Mega IT Hub. Haryana is an aspiring leader in E-Governance, as per the E-Governance readiness index of the country . Is going ahead with e-Governance initiatives by establishing State Wide Area Network (SWAN). The SWAN is being set up connecting the State Headquarters and District Headquarters (HQs) as well as all Block HQs to respective District HQs.

 





It also envisages village connectivity through wireless. This shall enable transparency, efficiency and accountable governance, providing several opportunities and access to the citizens-centric services. E-Disha, a single point multi-service delivery system for providing citizen-centric services has been launched in 5 districts and is being launched in other districts of the State. The Local Area Networks (LAN) have been established at major buildings and number of departments at State and District level.

Has a large industrial base having more than 1,271 large and medium and 80,000 small scale units in the State . Is the largest producer of passenger cars, tractors, motorcycles, bicycles, refrigerators, scientific instruments, etc. Most important industries: Automotive industry Handaloom Hoisery Textile

Garments manufacturing industry. IMT Manesar is fast coming up as a prominent cluster of automobiles and auto components. Growth center, Bawal is another area where a number of projects for the manufacturing of auto components are in the pipeline. The State Government has been making all efforts for establishing National Automotive Testing, Research and Development infrastructure Project in Haryana with assistance from Government of India.

International Trade and Conventional centers are being set up at Panipat to promote handloom products and at Gurgaon for promotion of garments. Panipat handlooms and carpets are known all over the world. However, new investments in textile sector particularly the readymade garment is coming up in the State. Besides, the Government is developing industrial model township at Faridabad, Rohtak and Jagadhari. Many proposals for setting up new industrial estates at different locations particularly in Ambala, Saha, Yamuna Nagar, Barwala, Karnal, Rohtak and Kaithal are under consideration with the State Government .

Tourism 



Haryana offers excellent investment opportunities in the tourism sector. Has a network of around 44 tourist complexes in the State. Some of them are:- Blue Jay (Samalkha), Skylark (Panipat), Chakravarty Lake and Oasis (Uchana), Parakeet (Pipli), Kingfisher (Ambala), Magpie (Faridabad), Dabchick (Hodel), Shama (Gurgaon), Jungle Babbler (Dharuhere), Gauriyya (Bahadurgarh), Myna (Rohtak), Blue Bird (Hisar), Red Bishop (Panchkula) and Pinjore Gardens (Pinjore). Surajkund and Badkhal Lake near Delhi; Sultanpur bird sanctuary (Sultanpur, Gurgaon); Damdama in Gurgaon and

fascinating pocket of pines at Morni Hills are other attractions of tourist interest. The Surajkund Crafts Mela of international fame is held every year in the month of February. The State Government has been undertaking several new projects, in joint venture/collaboration with private sector, in the following areas:- setting up of hotels/motels; health resort/spa and beauty parlours; amusement parks including water rides; multiplex complexes; golf courses; shopping arcades; etc.

Thrust Sectors 

The following sectors, after being analysed on the basis of their growth potential and long-term sustainability are the thrust industry sectors: Agro-based and Food Processing Industry. Special incentives have been provided in the Industrial Policy, 2005 for the promotion of agro-based and food processing industry . Electronics and Information & Communications Technology . The State Government aims to facilitate private sector investment by developing Special Economic Zones exclusively for the electronics and information and communications industry .

A State Wide Area Network (ADHAR) is proposed to be set up in public-private partnership to provide high speed connectivity for delivery of services in the public and private domain. This will also give a boost to growth in IT/ITES and e-commerce. Facility for IT education is to be improved and the capacity of ongoing courses are to be expanded. Software industry is to be permitted without locational restriction.

Automobiles & Automotive Components:  IMT Manesar is fast coming up as a prominent cluster for automobiles and auto components  Maruti Udyog Ltd is implementing an expansion project at IMT Manesar. Other MNCs have also set up their units in this complex. Bawal is another area where a number of projects for the manufacturing of auto components are in the pipe line.  The State Government proposes to establish a national automotive testing, research & development infrastructure project at Haryana, with assistance from the Government of India .

4. Handloom, Hosiery, Textile and Garments 

Manufacturing. An apparel park is to be developed within the Special Economic Zone at Gurgaon and one at Barhi under the 'Apparel Park for Exports' scheme of the Government of India. An international trade and convention centre is proposed to be set up at Panipat to promote handloom products .

An international trade centre is to be set up at Gurgaon for promotion of garments. These trade centres will have global market information data and design centre for handloom and garment industries .

5. Export Oriented Units (EOUs)  The Government endeavours to set up Inland Container Depots in the private or joint sector.  The infrastructure facilities in the existing Inland Container Depots are to be strengthened.  Freight subsidy is proposed to be provided to exporters .

Petrochemicals  There is a proposal to develop an industrial park in and around Panipat for the development of dowstream industries.  This petrochemical hub would be developed with all basic amenities like fully developed roads, drains, sewerage, street lights, electricity, common effluent treatment plant, fire fighting station, commercial and housing facilities including development of social infrastructure like schools, hospitals, parks etc.

The State Government in collaboration with the Central Government aims to set up a 'Central Institute of Plastic and Engineering Technology' to undertake R&D and create skilled manpower for the development of petrochemicals industry.  Special incentives and concessions are to be provided to the industrial units to attract investment into the hub. 7. Property Development and Retailing  Gurgaon is one of the fastest developing property and retailing markets in the country. Proximity to Delhi and presence of a large services economy has given rise to large-scale opportunities in the property development and retailing sectors . 

Gurgaon is projected to develop over 1.4 million sq ft of commercial building space by the end of this year. Similar pace of activity is evident in the residential category. Gurgaon accounts for more than 70 per cent of the new commercial space coming up in the NCR. The prominent Indian company, DLF has invested US$ 67 million in developing 2.4 million sq ft of commercial space, to be commissioned over the next one year. DLF, Dabur India and Delhi based Aashlok Hospital have entered into a joint venture to set up a 350 bed tertiary care hospital at Gurgaon with an initial investment of US$ 50 million.
