I. INTRODUCTION Status of Philippine Agricultural Engineering Standards (PAES) • Development of agricultural engineering standards has not been given due attention. The practice of agricultural engineering is based on standards from the US and other countries. • Locally, there are existing Philippine Standards for selected machines such as power tillers, rice threshers, rice mills, corn shellers and rice dryers. Standards for irrigation, structures and alternative energy are non-existent. • Standard for rural electrification, domestic water supply, farm roads and bridges are lodged in other engineering fields and not with agricultural engineering.

I. INTRODUCTION •

In 1992, the Consumer Act of the Philippines (Republic Act No. 7394) was enacted identifying standards development to three agencies. ™Department of Agriculture - agricultural products ™ Department of Health - drugs, cosmetics, devices and substances ™ Department of Trade and Industry - other designated products not covered by the two agencies

I. INTRODUCTION •

In 1998, the Philippine Agricultural Engineering Act empowered the Board of Agricultural Engineers of the Professional Regulation Commission (BOAE-PRC) in collaboration with concerned agencies to develop a code of technical standards for Agricultural Engineering.



In 2001, DA issued AO 11 on the subject “Implementation of the National Agriculture and Fisheries Mechanization Program” which stated, among others: ¾

AMTEC in partnership with PSAE and other concerned agencies, shall be charged with the formulation and development of the official agriculture and fisheries machinery standards.

Such standards shall be subjected to public hearings by the NAFC prior to its approval by the Secretary of Agriculture.

I. INTRODUCTION •

BOAE-PRC-PSAE-PCARRD-UPLB proposed a joint project for the development of the Philippine agricultural engineering standards.



BPRE and BAR funded the project with AMTEC as the Implementing Agency.



NAFC took charge of coordinating the public hearings.

V. DA ADOPTION ‰ Require all offices of the DA to adopt and comply with the standards as Philippine Agricultural Engineering Standards. ‰ Direct the CAFMech under BPRE to promulgate the Implementing Guidelines and submit the same to the office of the Secretary.

VI. PRC ADOPTION ‰ Adopt the Philippine Agricultural Engineering Standards as a Code of Technical Standards of Agricultural Engineering, and shall serve as technical reference by all agricultural engineers in the signing and sealing of plans, designs and specifications, and other related works in the practice of their profession. ‰ Recommend to the Secretaries of the DPWH and DILG to adopt the said standards as technical reference in the implementation of the National Building Code pertaining to the design, construction and repair of agricultural buildings and structures.

VII. PROPOSED IMPLEMENTING GUIDELINES •

Proposed Implementing Guidelines include, among others, the following: a. Coverage ¾

DA - All offices of DA, including its regional field units, service units, research and extension (R&E) units, bureaus, attached agencies, corporations, and various programs and projects, shall comply with PAES in the design, manufacture, testing, extension, monitoring and utilization of agricultural engineering technologies, systems and services.

¾

Financial Institutions -All financial institutions, private and public, participating in the various credit programs of DA shall require their clients seeking financial assistance on agricultural engineering activities to comply with PAES.

VII. PROPOSED IMPLEMENTING GUIDELINES •

Proposed Implementing Guidelines include, among others, the following: a. Coverage ¾

All Others. - All entities, private and public, wishing to transact business with DA related to the conduct of projects and supply of agricultural engineering technologies, systems and services shall be required to comply with PAES.

b. Compliance ¾

All plans, proposals, designs, hardware, studies, and reports on agricultural engineering technologies, systems and services submitted to DA shall be signed and sealed by duly registered professional agricultural engineers signifying compliance to PAES.

VII. PROPOSED IMPLEMENTING GUIDELINES •

Proposed Implementing Guidelines include, among others, the following: c. Non-compliance ¾

Any plan, proposal, design, hardware, study, and report on agricultural engineering technology, system and service found not complying with PAES shall be rejected by DA. DA shall not be held liable for any consequence such as, but not limited to, loss of income, loss of capital, loss of time, and loss of credibility as a result of the rejection.

VIII. BUILDING CODE •

Twenty one (21) standards for agricultural structures was submitted to DPWH to be included in the National Building Code as technical reference in the implementation of the National Building Code pertaining to the design, construction and repair of agricultural buildings and structures.
