STARFLEET Region 15 Bylaws

ARTICLE I Name

The name of the region shall be STARFLEET Region 15.

ARTICLE II Members

The membership of STARFLEET Region 15 shall be made up of those members of STARFLEET within Region 15 as delineated in the Membership Handbook of STARFLEET The International Star Trek Fan Association, which encompasses the New England states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont.

ARTICLE III Regional Staff

Section 1. Regional Coordinator: The Regional Coordinator is the individual responsible for the administration of STARFLEET Region 15 as set forth in the STARFLEET CONSTITUTION. A. Campaigning Timetable: The time period for active campaigning for the position of Regional Coordinator will begin no earlier than four (4) months prior to the end of the existing Term of Office. B. Oath of Office: Upon election by the Region and confirmation by the Commander, STARFLEET, the Regional Coordinator shall take the Oath of Office. Section 2. Vice Regional Coordinator: At least one Vice Regional Coordinator shall be appointed by the Regional Coordinator, as set forth in the STARFLEET CONSTITUTION. Section 3. Other Regional Staff: Other Regional Staff positions may be appointed by the Regional Coordinator as set forth in the STARFLEET CONSTITUTION. These positions must be documented in separate regional publications, which delineate the titles and job responsibilities.

ARTICLE IV Captains Board

Section 1. A Captains Board shall be established to represent the individual chapter membership at the regional level. Section 2. A Vice Regional Coordinator shall be the Chairman of the Captains Board. Section 3. Rules for the Captains Board shall be established under separate documentation. These rules shall include:



The constituency of the Captains Board. As a minimum, the Captains Board shall include the Commanding Officer of each chapter, or an individual appointed by the Commanding Officer to represent him/her. • The conduct of business of the Captains Board. • Provisions for the amendment of the Captains Board rules. The Captains Board rules shall require at least a 2/3rds majority vote to amend. Section 4. The Captains Board shall determine the details regarding the administration of the Regional Coordinator's Oath of Office.

ARTICLE V

Parliamentary Authority The parliamentary authority of Region 15 shall be the most current edition of Robert's Rules of Order Newly Revised for all matters of procedure not specifically covered by these Bylaws, or any other operational manuals as may be adopted by the Region.

ARTICLE VI

Amendment of Bylaws These Bylaws may be amended by a two-thirds vote of a quorum of the membership of the region. For the purposes of these bylaws, a quorum of the membership is defined as those members submitting ballots when a vote for amendment is called for. Cosmetic, grammatical or non-intent corrective amendments may be made by a two-thirds vote of the Captains Board.
