Dear Mr. Thomas, We received your letter on March 31, 2009, requesting records relating to the municipal jail project. As the lead for the City on the jail project, The Fleets and Facilities Department (FFD) will be coordinating your request for the following departments: the Mayor's Office, Office of Policy and Management (0 PM), Department of Finance (DOF), Department ofPJanning and Development (DPD), and City Council. We are not aware of other City departments who may have responsive records. Following is a summary of your request in italics with our response for each item. I.

The City does not have or maintain a list of staff working on the jail project. For your convenience, we have compiled the following list of the staffwho are working on the project on a regular basis, and have included their titles, their departmental affiliation and a brief description of their respective roles in the project. Deputy Mayor Tim Ceis, Chief of Departmental Operations Ken Nakatsu, Finance Director Dwight Dively, and Fleets and Facilities Director Brenda Bauer provide policy direction to OPM, FFD and DOF staff working on this project. Primary staff • Catherine Cornwall, OPM, Policy Advisor - represents Seattle on North/East Cities (NEC) Committee, responsible for determining and recommending how to address Seattle's municipal jail needs - including development of budget options, participates in the Jail Capacity Study Project Team. • Andy Ishizaki, FFD, Project Manager - responsible for managing the NEC municipal jail design and construction, and EIS process. $ Ma.x Jacobs, FFD, Real Estate Advisor -- provides real estate support for potential jail sites in Seattle.

Secondary staff • Dove Alberg, FFD, Capital Programs Division Director - responsible for directing the NEC municipaljail design and construction and EIS process. • Doug Carey, DOF, Public Safety Policy Lead - responsible for oversight of policy development regarding determining and addressing Seattle's municipal jail needs. • Dan Eder, Council Central Staff, Legislative AnaJyst - responsible for staffing Jail Capacity Study. • Ketil Freeman, Council Central Staff, Legislative Analyst - responsible for monitoring and advising on the jail EIS process. • Peter Harris, Council Central Staff, Legislative Analyst - responsible for staffing Jail Capacity Study. • Ted Maslin, FFD, Real Estate Services Division Director - responsible for directing real estate analysis for potential jail sites Seattle. • Mary Pearson, FFD, Deputy Director - responsible for addressing policy level issues related to siting, design and construction ofNEC jail. • Katherine Schubert-Knapp, DOF, Public Information Officer - responsible for NEe Municipal Jail Project communications and media relations. • John Shaw, DPD, Land Use Planner - responsible for land use planning for potential municipal jail sites located in Seattle. We have also attached a list ofmemhers of the Advisory Group and Project Team for the Jail Capacity Study. (Resolutions 31113 and 31115 call for that study.) In addition, the Mayor and City Councilmembers, primarily the Council's Public Safety Committee, periodically receive information from staff regarding the municipal jail planning project and jail capacity study. There are also other City staffwho have a minor, infrequent or administrative role in the jail project. We hope that these lists provide the information you are seeking. 2.

The most current ver.~ion of the Corrections Capacity Planning Schedule. We are reviewing our records to determine if we have any records responsive to your request and will contacat you on or about April 17,2009.

3. The most recent EIS, draft or final, for each site. 4. Documents relating to drafting an ordinance to acquire any proposed site for the jail. 5.
