A. Disaster/Calamity Natural or man-made events wherein communities experience severe danger and incur loss of lives and properties causing disruption in its social structure and prevention of the fulfillment of all or some of the affected community’s essential functions.

1. Natural Disasters • Common natural causes of disasters include earthquakes, floods, hurricanes and typhoons, and tornadoes. Tsunamis (popularly, but incorrectly, known as tidal waves), volcanic eruptions, wildfires, and landslides and avalanches.

2. Man-made Disasters • Not all disasters are produced by the

forces of nature. • Many modern-day disasters involve accidents aboard passenger-carrying airplanes, ships, or railroads. • Other “man-made” disasters can be traced to the collapse of buildings, bridges, tunnels, and mines, as well as to explosions and fires unintentionally triggered by humans.

B. Acts of War & Terrorism • Although acts of war and terrorism also inflict death and destruction, these events are intentional rather than accidental, and therefore are not considered disasters.

D. Humanitarian Assistance HA operations relieve or reduce the results of natural or manmade disasters or other endemic conditions such as human pain, disease, hunger, or privation. as Military Operations Other Classified Than War (MOOTWA).

It is intended to supplement or complement efforts of civil authorities or agencies with the primary responsibility for providing assistance. The DND/AFP provides assistance when the relief need is gravely urgent and when the humanitarian emergency dwarfs the ability of normal relief agencies to effectively respond.

E. Roles of Reservists During DRO • Assist AFP & PNP units, Civilian Government and other concerned agencies (Red Cross) involved in the conduct of Disaster Relief Operations.

• Assist all concerned agencies for continuous flow of communications.

• Coordinates LGUs and authorities and render

feedbacks to the Regional Disaster Council / AFP & PNP units in the area and other civilian Government agencies in the conduct the Humanitarian Assistance.

E. Roles of Reservists During DRO • AFP/PNP units and Reservists can

respond rapidly to emergencies or disasters and achieve order in the worse scenario.

• AFP/PNP units and Reservists can

provide logistics; command, control, communications and the planning required to initiate and sustain HA

Trainings and Capabilities

Our Commitment/Capabilities • The creation of a Rapid Deployment force of 100

man group, ready to be dispatched within 24 – 48 hours for deployment to any place in Region 7 and 8, in case of disasters for calamities.

• 54 Officers and EP’s are Advance NROTC Graduates.

• 178 Officers and EP’s are graduates of Ready Reserve Organizational Training (RROT).

• 111 Officers and EP’s are graduates of Disaster Response and Rescue Unit Training (DRRUT).

• 36 EP’s are graduates of Basic Citizens Military

• 36 EP’s are graduates of Basic

Citizens Military Training (BCMT). • 738 Enlisted Personnel are graduates of Basic NROTC Training. • 63 Officers and EP’s are trained and knowledgeable in Basic First Aid and CPR (As certified by Emergency Rescue Unit Foundation – ERUF) • Conducted Markmanship, Gun Safety, Gun Handling Training and Actual Firing at Cebu Pistol and Rifle Assn Firing Range in Lapulapu City on 23 May and 24 June 2006.

100 Officers and EP’s are graduates of the Re Integration Training Program of the 51st Marine Reserve Battalion to MARINE READY UNITMACTAN ASEAN SUMMIT DEPLOYMENT that was conducted during weekends to the Unit personnel and administered by the Officers and Enlisted Personnel of the Philippine Marine Corps Marine Battalion Landing Team 7 (MBLT7) and Combat Service Support Brigade (CSSB) that started on October 2006 and ended in January 2007.

• 63 Officers and EP’s are



trained and knowledgeable in Basic First Aid and CPR (As certified by Emergency Rescue Unit Foundation – ERUF) Conducted Markmanship, Gun Safety, Gun Handling Training and Actual Firing at Cebu Pistol and Rifle Assn Firing Range in Lapulapu City on 23 May and 24 June 2006.

• The subjects are SMALL

Future Plans The Philippine Navy and Marine Corps Reserve Central Emergency Rescue Group is an Emergency Rescue Group based in Cebu City, Philippines under the umbrella of Regional Disaster Coordinating Center 7, Cebu City Disaster Coordinating Center, Emergency Rescue Unit Foundation, Inc and Others.

An all volunteer, non-profit organization, comprised of men and women who are on call 24 hours a day, 365 days a year, trained to respond to any type of emergency. Members are dedicated volunteers specializing in many areas of rescue including first aid, extrication, dive rescue, swift water rescue, low and steep angle rope rescue.
