Introduction The Integrated Drug Test Operations Management Information System (IDTOMIS) is an Information and Communications Technology (ICT) solution that provides the following services: * efficient and effective accreditation of Drug Testing Laboratories (DTL) and Drug Abuse Treatment and Rehabilitation Centers (DATRC); * monitoring and quality assurance of drug test and rehab operations; * integration with other government systems (e.g., DDB, LTO, and eNGAS); and * retrieval of relevant information for decision-making and policy formulation. Drug Test Operations (DTO) is one of the modules of IDTOMIS. DTO covers the activities from the point where an applicant files a request in a DTL for drug testing until the release of the drug test result. It further includes the process of remote collection, confirmatory testing, registration and validation of new and used Drug Test Kit (DTK). ##Below is the process overview of the DTO. ############# 1. The Drug Test Operations System is operated in two environments. The front-end processes from client verification to the printing of drug test results operate in a Windows environment. At the back end, web-enabled processes like the client verification and the DTK Registration operate in an Internet environment. The Internet-based processes are necessary to ensure that up-to-date data/information is made available to the DTL. As such, the DTO System requires the following setup: (1) internet connection and (2) installation of program module in the Screening DTL�s (SDTL�s) computer to enable a Windows-based access. 2. Getting Started with Web-Based Processes 2.1 Making IDTOMIS as default website To facilitate fast access to IDTOMIS website, you may consider making it as your default website. # Figure # STYLEREF 1 \s #2### SEQ Figure \* ARABIC \s 1 #1# Desktop (Internet Option Settings)
To do this, click on the Start button, go to Settings, then the Control Panel, and click on Internet Options. In the Internet Properties window (Figure 2-2) , type the IDTOMIS website address # HYPERLINK "http://idtomis.doh.gov.ph/idtomis" ##http://idtomis.doh.gov.ph/idtomis# on the Home page window. Click on the Apply button, then click on the Ok button and close the window. DTK Registration) * Edit DTK Registration (See 3. DTK Registration) * Application for Permit for Remote Collection (See 13. Remote Collection) * Incident Report (IR) - Request (Data Change) (See 11. Incident Report) * Log Memorandum for Record (MFR) (See 12. Memorandum FR) Click on any of these menus to execute a function To go back to the main IDTOMIS page, click on the Back to Main button. 3. Drug Testing Kit (DTK) Registration (Web-Based) The use of Drug Test Kits (DTKs) is one of the methods in conducting drug test. But only DTKs approved by the Bureau of Food and Drugs (BFAD) are allowed to be
used in drug testing. To ensure this, the Centers for Health Development (CHDs) inspects or validates the DTKs of the DTLs. To facilitate DTK validation using IDTOMIS, DTLs shall register online their newly procured drug test kits and request for a schedule of DTK validation from their respective CHD. To do this, log on to IDTOMIS website using your user ID and password. (Authorized DTL personnel shall be requested to provide a login ID and password via email through IDTOMIS). 3.1 DTK Registration Once you are logged at IDTOMIS, click on the Drug Test Operation menu located at the upper left corner. To register newly procured DTKs, click on the New DTK Registration menu. On this page, enter your Preferred Date of Inspection by clicking on the calendar icon. Having entered a preferred date, click on the Save Next button. A message stating that the Registration has been added appears as shown below. To register one or more DTKs, click on the Add button. This will bring you to the following page. To input the CPR #, click on the search icon (magnifying glass) beside the CPR No. field. Click on the CPR No. (at the leftmost column). This will automatically be displayed on the CPR No. field back on the DTK Registration Details, as shown below. #### 6. Next, input the expiration date using the calendar facility (also know as the date picker) or directly enter the date in mm/dd/yyyy format. Then, encode the quantity you want to register. Click on Save button to commit registered DTK in the system. 7. After saving, the following page will appear. Notice that the details you saved are captured on the table of Registration details. If all details are correct, click the Submit button. You may also opt to add more DTKs of different brand or CPR No. by clicking on the Add button and repeating the process previously described. 8. To modify previously entered data, click on the edit icon on the leftmost column of this table, to change the quantity of DTK that you want to register. # # EMBED PBrush ###

Click the Submit button. Upon submission, click the Finish button to complete and wind up the registration process. This will bring you back to the IDTOMIS main page. # EMBED PBrush

Figure # STYLEREF 1 \s #3##6c DTK Registration Details Page (finish) 3.2 DTK Validation Upon submission of request for DTK Registration, the DTL will have to wait for an email notification from the CHD about confirmation of DTK validation schedule. The DTL is expected to bring the DTK for validation to the CHD on the confirmed schedule. Once validated by CHD, registered DTKs will be reflected in the DTK inventory and may be used in the drug test operation. 4. Getting Started with Windows-Based Processes 4.1 Logging In To access the windows-based Drug Test Operation (DTO) facility of IDTOMIS, click Start, go to Programs then click IDTOMIS or double-click the IDTOMIS icon in the desktop. Enter User Name; 2. Enter Password; and 3. Click the Log In button Once the username and password are authenticated by the system, the system will authorize access to the DTO module of IDTOMIS. # 4.2 Database Initialization Database initialization is a security feature that validates the DTL�s rights to use the IDTOMIS system. Once the database is initialized or access to it by a particular DTL has been authorized, access to the central database will automatically be locked to that DTL. This security feature was put in place to protect that DTL from unauthorized use of their account. 1. To login to IDTOMIS-Drug Test Operation (also referred to as DTO Client), enter username and password and click the Log In button. 2. #If you are accessing IDTOMIS-DTO facility for the first time (after installation), the system will request for your accreditation number for further verification. If you encoded the right accreditation number, another pop up message will appear informing you that database initialization was successful. 4. After database initialization, logging on to the system will only require encoding of user name and password.
4.3 Logging Out To log out, click Application in the main window of IDTOMIS. Click Log out to go back to the login window. As shown in the screenshot below, it uses menus to enable navigation from one module to another. Client Verification/Registration Prior to specimen collection, client information should be encoded in the system. Thus, Client Verification shall be performed to ensure that details of the person who wants to go through drug testing are in the system. Client Verification starts upon presentation of a valid ID by the client. The client will then accomplish a consent form. Upon accomplishing the consent form, the DTL Clerk will verify if the client�s record exists in the system. 2. While at the Client Verification window, encode the following mandatory information: * Last Name; * First Name; * Middle Name; * Birth Date; and * #Gender 3. Click the Get Biometrics button. When the Fingerprint Scanner window appears, press lightly the right index finger on the scanner. # #Depending on the quality of the fingerprint image that was captured, the system will pop up either the �Please scan the finger again.� or �Finger image successfully captured!� message. When the rescan fingerprint message appeared, click the OK button then repeat finger scanning until the �successfully captured� message appears. 4. #When the �Finger image successfully captured� message appeared, click the OK button. This action will bring back the user to the Fingerprint Scanner window. 5. The Fingerprint Scanner window will show the image of the fingerprint captured. 6. At the Client Verification window, click the Search button. The outcome of the client search may lead to any of these cases: Case 1: Returning Client -The client already exists or recorded in IDTOMIS. There is at least one record that matches the search criteria (Go to 5.1.1. Returning Client) Case 2: New Client - No existing record in IDTOMIS. There are no records that match the search criteria (Go to 5.1.2. New Client) 5.1.1 Returning Client (Already recorded in IDTOMIS) When an existing record is found upon clicking the Search button, the screen below will display. #### Figure # STYLEREF 1 \s #5### SEQ Figure \* ARABIC \s 1 #7# Client Search Window with Existing Record The matching record will display in the lower portion of the screen as shown above. If the record retrieved matches the identification given by the client, click the View Button and follow these steps: a. If the Client has no pending transactions (no other drug testing being
conducted), the New Transaction Button may clicked and a screening drug test may be conducted for the Client. Otherwise, the New Transaction Button is disabled. c. If New Transaction button is clicked, the current screen will stay but the Photo of Client is emptied as shown below. This means that Photo of Client shall be captured again. There are several fields that may be edited. These are the fields with check mark as shown below. ############# Figure # STYLEREF 1 \s #5##8b

d. Capture the Client Photo by clicking the Capture Photo Button. See #7 of 5.2 Client Registration for Capturing Photo. e. Type in changes in the Client Information (only those fields marked with check). f. Enter the IDs presented by the Client. See #2 of 5.2 Client Registration for entry of IDs presented. g. Click the Save button to update all entries and changes made. h. The �Record Saved. Enter Consent Form?� message will then pop up. Click the Yes button to proceed to Consent Form. Click No to abort. If No was clicked, Consent Form may still be opened by accessing the DTO Menu and selecting Consent Form. See 5.3 Client Consent Form for the next steps. The above steps apply to the case where the record retrieved or that matches the search is that of the Client currently being entered or applying for a drug testing. However, it is possible that the biometric record found or retrieved is not that of the Client currently being entered. In this case, a message will appear indicating that the current client�s information does not match the Biometrics Data Found. #Click the OK button when this message appears and verify Client�s Identity. This could be done by: a. Undergoing another Client Verification using a different finger. b. Performing the search without the Biometric and then manually verify the identity of the Client using the retrieved photo. If the Client and the retrieved photo is the same then use the retrieved record. If the retrieved photo shows otherwise you must not accept the Client. c. Presenting another proof of identity such as authenticated birth certificate and NBI clearance (if the Client insists that he/she is giving the correct information). If the said documents are correctly presented, then you must create a new record for the client. 5.1.2 New Client #When there are no records that match the profile and/or biometric search criteria, the screen below will display, a confirmation message will be generated informing that no record was found and asking if a new client will be registered.
Click the Yes button to go to Client Registration (See 5.2 Client Registration) and continue the Registration process. Otherwise, click the No button to terminate process. 5.2 Client Registration Client registration is necessary only when the client search did not find any
record that matches the profile and/or ID of the Client. The mandatory information which you have encoded in the client verification window will automatically be reflected in the Register Client window. This information cannot be edited anymore. Follow the succeeding steps to complete client registration: 1. At the Register Client window, encode the civil status, telephone number, address, birthplace, and mother�s maiden name. #### Figure # STYLEREF 1 \s #5### SEQ Figure \* ARABIC \s 1 #9# Register Client Window 2. To enter or Add IDs presented by the client, click the Add button #at the IDs Presented area. The window for IDs Presented will appear. a. Select the ID Type, encode the Issuer Name and ID No., then click the OK button. #The information encoded will be displayed in the IDs Presented table. The Generalization window will pop up. This leads to fingerprint scanning, starting with the right thumb. ##Press right thumb lightly on the biometrics device. Do this three times. After fingerprints were successfully captured, a generalization message will appear: �Please ready the Right Index for scanning.� Click the OK button to proceed with the succeeding steps. Follow the instructions on the generalization message until all fingers have been captured successfully. Click the OK button. 4. If the fingerprint was not captured well, the following generalization message will appear: # #While capturing fingerprints for one particular finger, the following message may also appear:
Just click the OK button, then the Repeat button, and recapture the fingerprints of the assigned finger for that particular session. Make sure that the finger is positioned well on the fingerprint scanner to successfully capture fingerprint. 5. #For fingers that cannot be captured, click the Skip to Next Finger button at the Generalization window. The �Reason for Skipping� window will pop up. #Choose the appropriate reason by ticking the radio button before it. Click the Done button after selecting the reason. # When the �Reason successfully captured� message appeared, click the OK button. 8. Confirmatory Testing The Confirmatory Testing process is triggered by a positive test result. The SDTL Analyst has to confirm that there is a positive result then select the CDTL where the specimen will be sent. Analyst will alert the SDTL Clerk that there is a result for confirmatory testing. SDTL Clerk will generate the Letter of Request, and forward this, including the Laboratory Reports, to the SDTL Analyst. The SDTL Analyst will have to sign the Letter of Request and affix initials to the Laboratory Reports. These documents are then forwarded to the SDTL Head for review and signature. Prior to the release of these documents to the CDTL, the SDTL Clerk will have to capture the name of the person/courier to transport document and specimen. The SDTL Clerk has to acknowledge release alert in DTO as well. Upon receipt of the DTR, the CDTL Analyst has to log the time and date of receipt. Click Submit button to complete Incident Reporting. # 6. Changes will take effect upon review and approval of corrections by DOH-BHFS or DOH-designate approving officers for the Incident Reports. (See 11.2 View Approved IR for viewing of approved IRs) 11.2 View Approved IR (Windows-Based) On your DTO Client, you can determine if the IR that you submitted has been approved. Click DTO menu and select View Approved IR. You will then be directed to the Approved Incident Report window. #
The Approved Incident Report window displays a list of the approved IRs that have been submitted by your DTL. #
12. Memorandum for Record (MFR)
(Web-Based)
For logging or recording of incidents in or with regards to the DTL, a Memorandum for Record (MFR) may be submitted by logging in the IDTOMIS website # HYPERLINK "http://idtomis.doh.gov.ph/idtomis" ##http://idtomis.doh.gov.ph/idtomis#. 1. On the main page, access the DRUG TEST OPERATION menu. # 2. Select Log Memorandum for Record (MFR) link. You will be directed to the Memorandum For Record (MFR) Search page. # 3. To view submitted MFRs, click the Search Button. To narrow down search result, you may input values in the search criteria fields then click the Search button. Records that match the search criteria will be retrieved in the search result list. # 4. To view the MFR entry details of records in the search result list, click the Edit or View icon beside the MFR entry. Click Back button to return to the Memorandum For Record (MFR) Search page. # 5. To add or submit a memorandum for record, click the Add button on the Memorandum for Record (MFR) Search page. # a. Be sure to fill the required fields in the MFR entry details (fields with red astrerisk) that you want to report. # b. Click Save/Submit button. You will return to the Memorandum for Record (MFR) Search page. # c. Your Memorandum for Record (MFR) entry has been saved and added when you see a success message saying that the Memorandum for Record has been added successfully. # 13. Remote Collection Operation (RCO) There are two (2) components for RCO, the Web-based Application for Permit for Remote Collection (PFRC), and the Windows-based RCO proper. 13.1 Application for Permit for Remote Collection (PFRC) (Web-based) An application for Permit for Remote Collection must be submitted before remote collection may be conducted. After clicking on the Submit button, you will go to the Remote Collection Receipt page with a success message saying that the Remote Collection Application was submitted. 10. Once application for PFRC is submitted, pay the amount due for the Remote Collection Fee (either at the DOH Cashier or at a DOH-Authorized Bank or Payment Facility). You will receive an acknowledgement e-mail from IDTOMIS for your payment. 11. Upon approval of Application for PFRC, IDTOMIS will send you a notification email when your permit has been approved. Remote Collection may be conducted but only starting from the Date specified in the Permit for PFRC up until the prescribed date. 13.2 RCO Proper (Windows-Based) Before collecting specimen in the field, you must first retrieve your Approved PFRC using DTO Client (windows-based DTO program). Use the RCO Client (windowsbased RCO program) for Client Verification and Client Registration in the field. After Remote Collection, you shall continue with Batch Client Verification, Client Consent Form, Specimen Collection and Initial Screening of the RCO Clients using the DTO Client. 13.2.1 Retrieve Approved PFRC using DTO Client 1. Log In to the DTO Client. (Refer to 4.1 Logging In for details) 2. #Once inside the DTO Client, DTO Menu and Select Retrieved Approved PFRC. This will lead to the Retrieved Approved PFRC window.
3. On the Retrieved Approved PFRC window, select (click on or highlight) the corresponding Approved PFRC that your DTL has applied for. ## Figure # STYLEREF 1 \s #13### SEQ Figure \* ARABIC \s 1 #12# Retrieve Approved PFRC 4. Click Generate File button. 5. A Save dialog box will appear asking for you to provide a file name for the file to be generated. Select a folder or directory where you want to save you file in the �Save in� dropdown list (upper portion). Click the Save Button. # 6. Take note of the directory where you save the generated file. This file will be used before the conduct of Remote Collection. 7. Log-out in DTO Client. 13.2.2 Remote Collection using RCO Client 1. The windows-based IDTOMIS-Remote Collection Operation (IDTOMIS-RCO) facility of IDTOMIS (also referred to as RCO Client), is installed in the Portable Computer or Laptop of the Remote Collecting DTL. To access RCO Client, click Start Button (lower left portion), select Programs then click RCO or double-click the RCO icon in the desktop. This will bring you to the IDTOMIS-RCO Login Window. 2. Once the username and password are authenticated by the system, the system will authorize access to the RCO module of IDTOMIS. 4. On entering the RCO Client, the Enter/Upload Approved PFRC window will open showing the approved PFRCs. The Permit For Remote Collection Information Page will ask confirmation if the selected PFRC is correct for the corresponding RCO. Click the Yes button if the selected PFRC is indeed correct. Otherwise, click the No button. # 6. You may then proceed with the Remote Collection. Click RCO menu then select Client Verification. Procedure for Client Verification and Registration in RCO Client is similar to that of DTO Client (Refer to 5.1 Client Verification and 5.2
Client Registration). Carry out Client Verification and Client Registration until all Remote Collection Clients are inputted. # 7. After all Clients in the remote collection are entered in the RCO Client, click RCO menu and select Extract RCO Data. This will lead you to the Extract RCO Data window. # 8. On the Extract RCO data window, select the corresponding Remote Collection record of the Agency where Remote Collection was done. # Figure # STYLEREF 1 \s #13### SEQ Figure \* ARABIC \s 1 #15# Extract RCO Data A message will appear, confirming if you are sure to proceed with extracting the RCO Data. If you are certain that the Remote Collection record that you selected is correct, click Yes. You will then proceed to the Save As dialog box. Otherwise, click No, which will bring you back to the Extract RCO Data window. # 9. Input a corresponding RCO Data filename in the File name field and Click the Save Button. # 10. #The message �Data extracted successfully. You can now upload the file.� will display upon successful saving. (Take note of the file name and the directory where the file is saved. The file saved will be used in DTO client after the conduct of remote collection._ 11. #You may now logout from the RCO Client. Click APPLICATION menu and select LOG-OUT.
13.2.3 Uploading RCO Data using DTO Client You may proceed with the Client Consent Form, Specimen Collection and Initial Screening using the DTO Client, back at the DTL. 1. Log In to the DTO Client. 2. #Once inside the DTO Client, click the DTO menu then select Upload RCO Data, which will lead you to the Upload RCO Data window.

a. Look for the corresponding RCO Data file (the file saved in RCO Client � Extract RCO data) in the Upload RCO Data dialog box. Select the RCO Data file and click the Open button. # b. The file directory and the selected file name will be reflected in the Enter File to Upload field. Click Verify button. However, if there are no Client Records listed in the Batch Client Verification window, proceed to #6 for Client Consent. b. The Client Records listed in the Batch Client Verification window will then be transferred to Client Consent; hence the Client Records listed in the Batch Client Verification window will look as if they have disappeared as shown below. Proceed to the #6 Client Consent. # 6. #Click DTO menu and select Client Consent. This will lead you to the Client Consent Search window.
a. Verified Client Records collected in RCO will be retrieved in the Client Consent Search window. Search criteria fields may be left empty but you may input the Last Name, First Name, Middle Name, Birth Date and/or Gender Search Options to narrow down the list or search for specific Client Records. ## b. Select/Click on a Client Record and click View button. You will then proceed to the Client Consent Form window. Refer to 5.3 Client Consent Form Section for the
succeeding steps/processes. 14. Synchronize Reference Data Updates in IDTOMIS Libraries or References may be reflected in the DTO Client using the Synchronize Reference Data. 1. Login to DTO Client. # 2. Synchronize your Reference Data by clicking APPLICATION menu, then selecting SYNCHRONIZE REF DATA.
a. A message will appear declaring that the SYNCHRONIZE REF DATA menu will synchronize your reference data. Click OK to continue. # b. Synchronization is successful when the message, �Reference data has been updated� appears. Click the OK Button. # # # # # #PAGE
