Dated September 13,2009 The purpose of this petition is to establish a Base Roll that is permissible within our Tribal law. The Pechanga Constitution and Bylaws states membership is determined through proven lineal descent to an "Original Pechanga Temecula People." The ancestors of all current enrolled members have historically been recognized by our Enrollment Committee as "Original Pechanga Temecula People" as they process and approve applications for the membership. The intent of the undersigned Pechanga Tribal Members is to identify the "Original Pechanga Temecula People" from the ancestors of the 1800's listed on each family tree of all currently enrolled members. Showing lineage to the Original Pechanga Temecula People is a requirement of the enrollment application requiring every currently enrolled member to show unbroken lineage to an Original Pechanga Temecula People on their family tree. The Base Roll will serve for all intent as a listing of "Original Pechanga Temecula People" in compliance with the Pechanga Constitution and Bylaws. Identifying the Original Pechanga Temecula People would provide our Band with a Base Roll and protect the integrity of the Pechanga Band. The Base Roll will not be altered or amended, as this record shall be sealed as of the date of completion. It is the responsibility of the Pechanga Enrollment Committee to complete the Base Roll from the family trees of currently enrolled members as stated above. The Enrollment Committee shall have the Base Roll completed within 90 days upon approval of this petition and report its completion back to the General Membership in writing. If any part of this petition is deemed invalid, unjustified, or unlawful, that which remains is self-sustaining and capable of separate enforcement.
