LETTER OF UNDERSTANDING BETWEEN UNITED NATIONS CHILDREN’S FUND (UNICEF)

AND PRESS FOR PEACE (PFP) BACKGROUND: 

Saturday morning, 8 October an earthquake measuring 7.6 on the Richter scale struck Pakistan, India and Afghanistan. The worst affected areas in Northwest Frontier Province (NWFP), Northern Areas and PAK (Pakistan Administered Kashmir) of Pakistan are some of the most mountainous, inaccessible, and impoverished in the region. Sparse roads have been cut off, and entire villages wiped out by landslides. Terrible weather is further hindering access. Government buildings have been destroyed, and schools have collapsed killing hundreds of children and staff. As of November, the Government reported that 73,000 have died, 65,000 people are injured and 3.3 million people are homeless of which 50 percent are children. An estimated 10,000 schools in NWFP and PAK are believed to be destroyed according to the Government. Official estimates indicate that over 1000 hospitals and basic health units destroyed.



75-90 per cent of homes in Mansehra (NWFP) have been damaged or destroyed. In Saran, 35km east of Muzaffarabad, most buildings have collapsed. Muzaffarabad district population is around one million. 90,000 people were directly affected in the city of Muzaffarabad. In surrounding rural areas 700,000 people (70%) were severely affected. (UNDAC). UNHCR is monitoring the location and number of spontaneous and planned settlements. Greatest needs are: water, food, shelter, blankets and sanitation. Greatest threats are outbreaks of disease, measles, tetanus, ARI, and cholera, with winter already commenced.



DEFINITION AND REPRESENTATION: 

United Nations Children’s Fund (herein after referred to as UNICEF) is represented in Islamabad by the Education Officer; Mr. Zulfikar Ali and press for peace.



Press for Peace (PFP) is represented by Mr. Zafar Iqbal coordinator PFP.

DETAILS OF THE CORPORATION: 



UNICEF’s two main commitments in the field of education in emergencies are a) Setting up temporary learning spaces with minimal infrastructure, and b) Supporting resumption of schooling by re-opening schools and starting the reintegration of teachers and children by providing teaching and learning materials and organizing semi-structured recreational activities. In line with the above mentioned commitments, UNICEF will enter in cooperation with PFP to support the following activities:

1. Perform an assessment of the situation of the PFP Schools in Pakistan Administered Kashmir in the affected areas to form the baseline data, identify needs and make monitoring of the project possible. 2. Work closely with the partner NGOs and schools management committees to undertake all project related activities. 3. Provide supplies necessary for creating a classroom environment conducive to learning, including School-in-a-Box, textbooks and other minimum materials necessary for reactivating PFP 06 NGO managed regular school in District Muzaffarabad, with an enrolment of approximately 700 children. School-in-a-Box will be provided through the PFP cooperating NGOs and (who will play a major role in distribution and management) Press For Peace Education committee (PFPEC) 4. Provide recreational materials to the schools depending on availability, as follows (to cooperating NGOs and PFP) 5. Provide recreational materials to the schools depending on availability. 6. Coordinate project activities with the Department of Education, NGOs managing the PFP and other organizations working in the field of education through the Education Cluster. The Role of UNICEF: UNICEF agrees to provide:  

Supplies according to the needs of the activities within UNICEF funding limits. Transportation of the supplies up to PFP.

THE ROLE OF THE Press For Peace THE PFP WILL ENSURE.

      

Implementation of the agreed activities. Proper warehousing and distribution of supplies. Monitoring of the use of supplies provided by UNICEF. Proper and timely disbursement of funds advanced by UNICEF. A statement of expenditure, substantiated with original vouchers, as soon as possible after completion of activities, but not later than three months after date of payment. The possibility of UNICEF staff and donor representatives to observed the activities and A final report on the implementation of this intervention.
