SOME ITU NOTABLE PROJECTS IN ASIA PACIFIC
FEASIBILITY STUDY OF RESTORING CONNECTIVITY THROUGH THE USE OF THE MOVEABLE AND DEPLOYABLE ICT RESOURCE UNIT (MDRU) (PHILIPPINES)
This project therefore is about addressing a need and responding to the Philippine Government’s request for assistance to restore connectivity in one of the worst affected islands by typhoon Haiyan, by using the specific technology employed by MDRU, which is acknowledged by DOST as the preferable technology for responding to the need.
ITU NBTC TRAINING PROGRAMME 2016 (THAILAND)
In relation to the ITU Asia-Pacific Regional Initiative on “Policy and Regulation” and “Harnessing the benefits of new technologies” inter alliance among other development programs, initiatives and activities, the ITU and the Office of NBTC would like to carry out this Project through organizing workshops/ training programs between April and December 2016 in Thailand. Philippines was one of the beneficiary countries of the project.
ROADMAP FOR TRANSITION FROM ANALOGUE TO DIGITAL TERRESTRIAL TELEVISION BROADCASTING AND MOBILE TELEVISION IN ASIA AND THE PACIFIC
A project jointly funded by the Korean government and the ITU ICT Development Fund has assisted member countries in the transition from Analogue to Digital Broadcasting. The project was successfully implemented in the Asia-Pacific Region providing roadmaps for policy and regulatory framework of the transition from analogue to digital terrestrial broadcasting (DTB) including mobile TV (MTV) through adaptation of comprehensive guidelines developed by BDT.

COPYRIGHT (OR AUTHOR’S RIGHT)
A legal term used to describe the rights that creators have over their literary and artistic works. Works covered by copyright throughout the world include:
• literary works such as novels, poems, plays, reference works, newspaper articles; • computer programs, databases; • films, musical compositions, and choreography; • artistic works such as paintings, drawings, photographs, and sculpture; • architecture; and • advertisements, maps, and technical drawings.
Copyright protection extends only to expressions, and not to ideas, procedures, methods of operation or mathematical concepts as such. Copyright may or may not be available for a number of objects such as titles, slogans, or logos, depending on whether they contain sufficient authorship.
There are two types of rights under copyright:
Economic rights - allows the rights owner to derive financial reward from the use of their works by others; and
Moral rights - protects the non-economic interests of the author.
PATENT
An exclusive right granted for an invention, which is a product or a process that provides, in general, a new way of doing something, or offers a new technical solution to a problem. To get a patent, technical information about the invention must be disclosed to the public in a patent application.
In principle, the patent owner has the exclusive right to prevent or stop others from commercially exploiting the patented invention. In other words, patent protection means that the invention cannot be commercially made, used, distributed, imported or sold by others without the patent owner's consent.
PATENTSCOPE
The PATENTSCOPE database provides access to international Patent Cooperation Treaty (PCT) applications in full text format on the day of publication, as well as to patent documents of participating national and regional patent offices. The information may be searched by entering keywords, names of applicants, international patent classification and many other search criteria in multiple languages.

INDUSTRIAL DESIGN
Constitutes the ornamental or aesthetic aspect of an article. An industrial design may consist of three dimensional features, such as the shape of an article, or twodimensional features, such as patterns, lines or color.
GEOGRAPHICAL INDICATION (GI) A sign used on products that have a specific geographical origin and possess qualities or a reputation that are due to that origin. In order to function as a GI, a sign must identify a product as originating in a given place. In addition, the qualities, characteristics or reputation of the product should be essentially due to the place of origin. Since the qualities depend on the geographical place of production, there is a clear link between the product and its original place of production.

The Kapisanan ng mga Brodkaster ng Pilipinas (KBP) is a non-government, nonprofit organization of the broadcast media in the Philippines. The KBP represents the interests of the broadcast media in advancing the cause of a free and responsible broadcast media and helping its members maintain a relevant role in Philippine society in the 21st century.
FUNCTION
Its aims include the promotion of an independent and free broadcast media, responsible broadcasting, enhanced public service by broadcasters, advancement of innovation in broadcasting, and the development of Philippine broadcasting.

BROADCAST CODE
The KBP Broadcast Code 2007 provides Filipino broadcasters with practical guidelines for professional and ethical broadcasting. The guidelines have been hammered out by owners, managers, producers, journalists, and other broadcast practitioners and are therefore adapted to realities in Philippine broadcasting. Read or download the Broadcast Code. If you’ve noticed a lapse in the observance of the Broadcast Code by a KBP member station, you may report it to the KBP Standards Authority, which is responsible for enforcing the Code among members.
ANNOUNCERS ACCREDITATION KBP accredits announcers and other regular on-air personnel of member stations to ensure that they possess sufficient knowledge of professional and ethical broadcast standards.
BROADCASTERS’ CONTINUING EDUCATION Starting 2016, the KBP is implementing a continuing education program for broadcasters featuring courses on news reporting, broadcasting and the law, and ethical broadcasting
BROADCASTING INNOVATION
DIGITAL BROADCASTING The KBP helped the government in choosing a digital TV standard for the Philippines in 2013 based on the perspective of the broadcast industry. It is now working with the National Telecommunications Commission (NTC) to help ensure the smooth transition from analogue to digital television broadcasting.
MOBILE RADIO RECEPTION One-third of radio listeners in Mega Manila now listen through mobile phones and devices. However, these can only provide access to FM programming, mainly music. KBP is taking the initiative to encourage its member FM stations to go digital. By doing so, they will gain additional channels which can be used to bring AM programming, which provides most of the talk, news, and emergency and disaster coverages, to mobile phones and devices. KBP is also exploring with a device manufacturer the possibility of providing mobile phones with AM reception for the Philippine market.

PUBLIC SERVICE AIRTIME Every year the KBP asks its member stations to set aside airtime for Public Service Announcements (PSA) for social advocacies supported by the KBP.

UNOFFICIAL ELECTION RESULTS The KBP has been entitled under R.A. 9369 law to receive the electronically transmitted election returns from voting precincts and has been authorized by the Commission on Elections (COMELEC) to conduct an unofficial advanced count of the election returns, which is then disseminated to the public by broadcast stations.
Some of known KBP members are: TV5 Network Inc., ABS-CBN Corporation, and Radio Veritas – Global Broadcasting System, Catholic Bishops Conference of the Philippines, Manila Broadcasting Company, Delta Broadcasting System, Department of National Defense, and Intercontinental Broadcasting Corporation.
MOVIE AND TELEVISION REVIEW AND CLASSIFICATION BOARD

A Philippine government agency that is responsible for classifying and reviewing movies, television programs and home videos. This organization has the authority to review and classify motion pictures, television programs and other similar shows because they are mandated under an existing law.
SCOPE OF AUTHORITY
All motion pictures, television programs and commercials that are intended to be released in public or used for public exhibition in movie theaters and television, as well as promotional materials and related publicity materials shall be subject to review and classification by the MTRCB BOARD before they get copied, distributed, sold, leased and generally released in public.
Whether the subject is from other countries or produced in the Philippines for local viewing or for export, it is still required to be reviewed and classified by the Board before the subject gets released into the public.
FUNCTION AND MANDATE OF MTRCB
Nationwide regulation of theaters, television stations (free and cable) and registration of business-related entities.
Screening, review, examination and classification according to audience suitability of all motion pictures (theatrical, television and optical media materials), including publicity materials, such as advertisements, trailers and stills for theatrical and non-theatrical distribution.
Supervision and regulation of the importation and exportation of films; and Prosecution and imposition of administrative sanctions to violators of PD 1986.
Under PD 1986, the Board is authorized to constitute and organize a National and Local Regulatory Council for Motion Pictures and Television to assist in ensuring compliance with all laws relative to importation, exportation, copying, distribution, sale, lease, exhibition and/or television broadcast of motion pictures, television programs, advertisements and publicity materials.
CLASSIFICATION RATINGS (MOVIE)

Viewers of all ages are admitted; parents or supervising adults that the film, in the judgment of the BOARD, is suitable for all audiences.
PG
Viewers below 13 years old must be accompanied by a supervising adult; advises parents or supervising adults that the film may contain any of the following: themes, language, violence, nudity, sex, and horror, whose treatment is suitable for children below thirteen (13) years of age.
R-13
13 years old and above can be admitted; advises parents or supervising adults, as well as the would-be viewers themselves, that the film may contain any of the following: themes, language, violence, nudity, sex, horror, and drugs whose treatment may not be suitable for children below thirteen (13) years of age.
R-16
16 years old and above can be admitted; advises parents and supervising adults that the film may contain any of the following: themes, language, violence, nudity, sex, horror, and drugs that may not be suitable for children below sixteen (16) years of age.
R-18
18 years old and above can be admitted; advises viewers, parents, and supervising adults that the film may contain any of the following: themes, language, violence, nudity, sex, horror, and drugs that may not be suitable for children below eighteen (18) years of age. An “R-18” rating does not mean that the film is “obscene” or “pornographic,” as these terms are defined by law.

• The film clearly constitutes an attack against any race, creed, or religion. • The film condones or encourages the use of illegal drugs and substances. • The film tends to undermine the faith and confidence of the people in their government and/or duly-constituted authorities. • The film glorifies criminals or condones crimes.
• The film is libelous or defamatory to the good name and reputation of any person, whether living or dead. • The film may constitute contempt of court or of a quasi-judicial tribunal, or may pertain to matters which are sub judicial in nature.
CLASSIFICATION RATINGS (TELEVISION)
G
Suitable for all ages; material for television, which in the judgment of the BOARD does not contain anything unsuitable for children.
PG
Parental guidance is suggested; material for television, which, in the judgment of the BOARD, may contain some adult material that may be permissible for children to watch but only under the guidance and supervision of a parent or adult. The “PG” classification advises parents to exercise parental responsibility in their children’s viewing of the program.
SPG
Strong parental guidance; Stronger and more vigilant parental guidance is suggested. Programs classified as “SPG” may contain more serious topic and theme, which may not be advisable for children to watch except under the very vigilant guidance and presence of a parent or an adult.
The “SPG” classification warns parents to exercise greater parental responsibility in their children’s viewing of the program. The television program classified as “SPG” must still fall within the parameters of existing Parental Guidance classification rating. However, to merit the issuance of an “SPG” rating, the gravity of the material must, in the judgment of the BOARD, be leaning towards the maximum allowable for Parental Guidance rating.
In determining the proper classification rating, the Board shall consider the purpose, genre, and time slot of the program as well as the treatment and depiction of attendant factors such as, but not limited to: Theme (Tema), Violence (Karahasan), Drugs (Droga), Language (Lenggwahe), Sex (Sekswal) and Horror (Katatakutan).
THEME – More serious issues may be tackled but the treatment must be suitable to children below thirteen (13) years old. LANGUAGE – Very mild swear words only shall be allowed. Use of a strong expletive in a sexual context or sexually-based expletives shall not be allowed. Neither shall prolonged and/or successive use of expletives be allowed. NUDITY – Occasional natural nudity, with no sexual activity, is permissible. SEX – Graphic depiction of sexual activity shall not be permitted. Sexual activity may be implied but with no details shown.
VIOLENCE – There should be no glamorization of weapons and crimes. No detail of fighting or other dangerous techniques. No detail or prolonged showing of violence or suffering. There should be a redeeming social value at the end.
HORROR – Scary sequences must be mild and brief. DRUGS – There may only be implied depiction of prohibited drugs and/or substances or their use provided it does not condone, encourage or glamorize drug and/or substance use and it should be necessary to the theme and characterization.

Not for public exhibition; any television program that does not conform to the “G”, “PG” or “SPG” classification shall be disapproved for television broadcast. The material shall be disapproved for television broadcast if, in the judgment of the Board applying contemporary Filipino cultural values as standard, it is objectionable for being immoral, indecent, contrary to law and/or good customs, injurious to the prestige of the Republic of the Philippines or its people, or with a dangerous tendency to encourage the commission of violence, or of a wrong, or crime, such as but not limited to:

MOVIE AND TELEVISION TRAILERS Trailers and publicity/promotional materials for movies and television must strictly be made suitable for a General Audience (“G”) classification.
Trailers and publicity/promotional materials that do not fall within the “G” classification shall not be approved for exhibition in a movie house, television broadcast, publication in print media and exposure in other related media.
TITLES AND PUBLICITY AND/OR PROMOTIONAL MATERIALS Promotional and/or publicity materials such as print advertisements, still photos, photo frames, leaflets, posters, and billboards shall be submitted for review during the run of the movie as long as the first batch of material has been approved.

It is the official public information arm of the Government of the Republic of the Philippines. It is the attached unit of the Presidential Communications Operations Office (PCCO). It is the only government information network spanning 16 regional and 78 provincial information centers.
It also serves as public relations firm for specific communication campaigns as requested by agencies under the Office of the President, national government agencies, local government units, government owned and controlled corporations, government financial institutions, special inter- agency committees/ councils and government task forces, among others.

The Philippine Broadcasting ServicesBureau of Broadcast Services is the official broadcasting arm of the government of the Republic of the Philippines. The network’s content is focused on news, public affairs and community development programs including activities of the Presidency. As a policy, materials aired are geared towards official government activities, projects, priorities and includes Presidential pronouncements, statements, decisions.

Provide nationwide broadcasting services primarily for the Government’s and Presidency’s information and communications requirements.

PTV-4 or People’s Television Network Incorporated is the Philippine government’s flagship television network. The channel is under the supervision of the President Communications Operations Office. It airs news and current affairs on free TV channel 4 on very high frequency.

The network serves as the main television broadcast arm of the government of the Republic of the Philippines and it is part of the Presidential Communications Operations Office.
DZRB (Owned by Philippine Broadcasting Service, Alan Allanigue as Station Manager)
DZRB is the flagship AM Station of the Philippine Broadcasting Service under the Presidential Communications Group in the Philippines. It serves as the flagship station of Radyo Pilipinas Network.
FUNCTION
As the government’s flagship radio station, it serves as a medium of development communication, a conduit between the government and the people, aiming to mobilize all sectors of society towards development and nationalism. Live government news is aired here.
RTVM (Headed by Dennis Wilfred Pabalan, Executive Director)
RVTM is involved in television coverage and documentation, and news and public affairs syndication of all the activities of the President, either live or delayed telecast, by national or local, government or private collaborating networks.

IBC 13 (Headed by President and CEO Katherine de Castro)
Intercontinental Broadcasting Corporation is a Philippine- based media company and VHF television network of the Government Communications Group under the Presidential Communications Operations Office. It airs on free TV channel 13 in very high frequency. It is government-owned-andcontrolled corporation currently undergoing privatization.
FUNCTION
It airs an interesting mix of programs such as home shopping, cockfighting show, and religious programs.
National Printing Office (Directed by Francisco V. Vales Jr.)
The NPO is one of the three recognized government printers tasked to safeguard the sanctity of government standard accountable and non- accountable forms used in the collection of taxes, fees, and otheer charges due to the state in the course of government transactions.
FUNCTIONS
To provide printing services to government agencies and instrumentalitie s as mandated by law.
It shall also continue to provide printing of Official Ballots and Election Paraphernalia which could be shared with Bangko Sentral ng Pilipinas.
