Definition: 1. Increase - to (make something) become larger in amount or size
(Cambridge Dictionary Online) Violation: The definition of increase only allows for something which currently exists to become larger. Because the affirmative creates a new tax incentive for rooftop solar panels they violate the resolution and are therefore not topical. Standards: 1.
