Jay Gardoqui The Spanish disagree about two things, the Florida border, and what do do with the land in New Orleans. Don Diego de Gardoqui. Spain makes a proposal to forgo using New Orleans for 25 years for exchange for a trade agreement. Congress’s reaction to reject the matter left the issue resolved for more that 10 years. Stay Laws. Post war economy is in depression. Farmers are losing their farms because of debts they can’t pay. The public wants stay laws, basically bankruptcy protection. The MA government is controlled by the rich and ignores farms. The source of revenue is a pole tax. In 1786 there is a break in the government without helping the farmers. Shays Rebellion They revolt with Shays, courts are forced to close. They threatened to burn those mothers down. The armory in Springfield is marched on. Rumors make it out to be worse. The revolt is very easily put down. 1. The government doesn’t work. 2. The current system is to slow. Annapolis Convention The Mount Vernon Conference of 1775 is going to settle disagreements between Virginia and Maryland. There is a calling for another meeting the next year. Only five states attend. Hamilton and Madison call for a meeting in Philly in 1785. Constitutional Convention The government elects 73 people to go, 55 show up, 39 sign it. Rhode Island never sent anyone. Most elected people are rich. George Washington sat over the whole thing. James Madison tells us what we know, he takes tons of notes. Jefferson was in France, John Adams was in Britain, Alexander Hamilton walk out.John Handcock wasn’t even elected. It was compromise, and they were behind closed doors.
