Short Bios of the Panelists Prof. Hilary Charlesworth holds appointments as Professor and Director of the Centre for International Governance and Justice in the Regulatory Institutions Network at the Australian National University and as Professor of International Law and Human Rights in the College of Law, ANU. In 2009 she was appointed as one of the four Australian members of the Permanent Court of Arbitration. In 2005 she was awarded a Federation Fellowship by the Australian Research Council for a project on building democracy and justice after conflict. She was joint winner of the American Society of International Law’s 2006 Goler T Butcher Medal in recognition of ‘outstanding contributions to the development or effective realization of international human rights law.’ She has been the inaugural President of the Australian and New Zealand Society of International Law (1997-2001), She has held visiting appointments at United States and European universities. editorial board of several national and international Co-Editor of the Australian Yearbook of International Law (1996-2006) and a member of the Board of Editors of the American Journal of International Law (1999-2009). Prof. Bhupinder Singh Chimni is a Professor of International Law at the Jawaharlal Nehru University. He is an internationally renowned legal scholar. His areas of expertise include international law, international trade law and international refugee law. Currently, he is Chairperson of the Centre for International Legal Studies (CILS) at Jawaharlal Nehru University, New Delhi. He is the former Vice Chancellor of the West Bengal National University of Juridical Sciences, and has held Visiting appointments at Tokyo University, the Watson Institute at Brown University, Harvard Law School, Max Planck Institute for Comparative and Public International Law, Heidelberg, among others. He is associated with the scholarly movement called Third World Approaches to International Law (TWAIL). He served as a member of the Academic Advisory Committee of the Office of the United Nations High Commissioner for Refugees for the period from 1996-2000, and currently serves on the International Advisory Board of the Centre on Public Law and Jurisprudence (CPLJ). Prof. Anne Orford is the Michael D Kirby Professor of International Law, Australian Research Council Professorial Fellow and Director of the Institute for International Law and the Humanities at the University of Melbourne. She researches in the broad areas of international law and legal theory, with a current focus on histories of international law, statecraft and empire. She is working on a fiveyear project entitled Cosmopolitanism and the Future of International Law, funded by the Australian Research Council from 2007-2011. Her publications include Reading Humanitarian Intervention: Human Rights and the Use of Force in International Law (CUP, 2003), the edited collection International Law and its Others (CUP, 2006) and International Authority and the Responsibility to Protect (CUP, forthcoming 2010). She has held visiting positions at New York University and Lund University, and previous appointments at La Trobe University and the Australian National University. She has presented lectures and seminars. Prof. Orford currently serves on the International Advisory Board of the Centre on Public Law and Jurisprudence (CPLJ). Mr. Prasanna Kumar Pincha holds the distinction of being the first visually challenged law graduate in the North Eastern India; among top rank holders at the Dibrugarh University in both LL.B. and M.A. English examinations, Mr. Pincha is a Senior Consultant on Development, Human Rights and Disability. He has worked for over eight years in Action Aid India as its lead campaigner on disability issues. He has held several responsible positions in the Social Welfare Department of the Government of Assam and has had extensive experience of working in North Eastern India. In addition, he was a member of several professional organizations and held offices in various capacities. He was the Vice President of the Disabled Peoples International (DPI) India Chapter, Member Secretary, Zonal Advisory Committee established under Rehabilitation Council of India Act 1992. He has been associated with the National Human Rights Commission (NHRC) as a member of its core advisory group on Disability. His special assignments included working towards mainstreaming disability in South Asia and policy analysis of UN laws on disability. He is a member of the National Federation of the Blind (NFB) and a member of the core group constituted by Handicap International for its Dipecho project on disaster and disability. He is a recipient of many awards.
