I am concerned about the quality of technical education in the country. Lest I be misunderstood, I am not referring to the IITs but to the ITIs. ITIs are the training ground for skilled manpower. The skills imparted by ITIs must keep pace with the technological demands of industry and the expanding universe of knowledge. Contd.

There is only one benchmark for our technicians – and that is the world standard. In order to produce technicians of world standard, Government proposes to launch a programme in the Central sector to upgrade 500 ITIs over the next 5 years at the rate of 100 ITIs a year. Appropriate infrastructure and equipment will be provided, the syllabi will be upgraded and new trades will be introduced. This is an area where I welcome Chambers of Commerce and Industry to join hands with the Government and create a Public-Private Partnership model for designing and implementing the scheme. The selection of the ITIs will be done in consultation with the State Governments”.

Definition “Centre of Excellence is special Institute for Vocational Training characterized by close links between Institutes, other training providers, other employment interests and communities”

The Scheme • It aims to produce appropriately qualified and skilled workers with excellent employment and career prospectus which meet the needs of the economy • Modernisation & Upgradation of ITIs into Centres of Excellence • Development of 100 Government ITIs as Center of Excellence in 10th Plan Period • 75:25 - CENTRAL: STATE SHARE BASIS • This scheme has been launched to bridge the gap of skill requirement of Industry & Service Sector and that is presently being provided in the ITI's

Criteria of selection of ITI  The identification of ITIs within a State/UT is to be done by the State/UT Government, keeping in view the following guidelines  A cluster of specific category of industry like Automobile, Electronics, Chemical, Information Technology etc should preferably be available in the surrounding areas of the selected ITIs  Academic, administrative, financial and management autonomy will have to be provided to the selected ITIs for upgradation as Centres of Excellence. Criteria of selection of ITI  The selected ITI should have constituted/ constitute Institute Management Committees in order to create a public-private partnership model for implementing the scheme.  The selected ITI should have proper surroundings, sufficient area for landscaping, well constructed buildings with adequate space for additions/alterations and other infrastructural facilities. The institute should be well connected by road / railway station.

Objective  Main objective is to produce multi skilled workforce of world standard by Introducing new multi-skill modular courses as per needs of Industry  Improving physical infrastructure facilities like building, equipment etc,  Adopting new training technology with close involvement of industry.  Empowering these Centres by providing sufficient autonomy.  Building up partnership with nearby industry setting up Institute Management Committee (IMC).

Benefits  Multi entry & multi exit system for trainees.  The highlights of the scheme are introduction of multiskilling courses (BBBT- Broad Based Basic Training ) of one year duration, followed by advanced and specialized modular courses subsequently by adopting industry wise cluster approach, multi entry and multi exit provisions, and PPP in the form of Institute Managing Committees (IMCs) to ensure greater & active involvement of industry in all aspects of training

What is expected from Industry  If we consider skilled manpower as one of the raw material for the industry, then ITIs are producing the said raw material. In case the raw material is not of the required standard, then the industry will face difficulty in producing quality goods and this will affect their market.  Industry should therefore, come forward in big way and actively participate in the skill development activities.  Industry to participate actively right from the identification of training areas to evaluation of trainees.

Funds  Funds are available for the following components:  Civil works (Rs 40 lakh /CoE)  Procurement of equipment (Rs 75 lakh /CoE)  Other expenditure (Rs 45 lakh/CoE)  Honorarium for contract/guest faculty, as well as payment of Honorarium to existing staff wherever required  Technical assistance for training of trainers and management personnel  Misc. expenditure towards curriculum development, development/ procurement of training material, Office expenses.

Release of Funds 

(a) For construction works: 

Ist Instalment: 25% of central share of sanctioned amount on submission of estimates and drawings after clearance by the IMC;



IInd Instalment: Upto 50% of central share of sanctioned amount based on the documentary evidence/photographs indicating progress of work/sample survey by DGE&T); and,



IIIrd Instalment: 25% of central share of sanctioned amount based on actual expenditure. Contd.

Release of Funds 

(b) For procurement of Equipment 

Ist Instalment:10% on submission of the equipment list after clearance by the IMC;



IInd Instalment: 40% on documentary evidence of placement of supply order; and,



IIIrd Instalment: 50% on proof of supply & installation / commissioning of the equipment.

Fee Structure 

The existing infrastructure (Building, Staff & Machinery) will be used for giving training to the students in basic modules hence the existing fee shall be realized from the students.



Since the DGE&T has left resource generation with the State, it is proposed to charge the fee of Rs. 6500/- per year for the advanced modules to make it self sustaining.

Certification 

Certifications for BBBT and Advanced Module is as per the curricula approved by National Council for Vocational Training (NCVT).



Specialized modular courses as per need of the local industry for which the testing and certification will be done jointly by 'THE SECOND PARTY' and Industry. These certificates shall be recognized by ‘the NCVT'.

Institute Managing Committee (IMC) To have effective decentralization, autonomy and to make training accountable to users, it’s proposed to constitute a separate Institute Managing Committee (IMC) for each ITI having representation of Government, Industry and others.

Members of IMC The IMC comprises of up to 11 members  one member will be nominated by Central Government  five members by States/UTs  five members including the Chairman from the Industry Associations namely CII/ FICCI/ ASSOCHAM

Role & Responsibility of IMC  Generation & Utilization of Finance  Thru various projects from Industry  The IMC would encourage donors to donate funds to the institutes  Utilization of funds will be as decided by them

Role & Responsibility of IMC  Industrial Training  prepare guidelines for the industrial training with details of periods of training including projects for students and faculty.  decide about the stipend to be paid to each student and faculty.

 Curriculum Revamping  revamp the curriculum of any trade above the NCVTs norms on the basis of industry needs.  include new trades and discontinue the obsolete trades Contd.

Role & Responsibility of IMC  Equipment Maintenance  maintenance and replacement of the equipment at the institute will be supervised by IMC

 Teaching Aids  Teaching aids like working models, slides, video projections, instruction material in vernacular languages, work books, detailed job assignments of the institute will be upgraded under the supervision of IMC

Role & Responsibility of IMC  MIS System  Under guidance of the Steering Committee, the Managing Committee will introduce an MIS System for each ITI  Industry associations will provide the necessary inputs for creating such MIS System

 Capital Expenditure  The proposals for procurement of equipment will be cleared by IMC before orders are placed  The proposals of Civil works (including additions/ alterations in the existing building) will be cleared by IMC

 Faculty Evaluation, Transfer & Deputation    

 Consultancy Rules  The rules for providing consultancy by the ITI will be laid down in consultation with the IMC.
