Introduction This part of the bidding document covers the technical requirements and scope under this contract for engineering to be carried out by the CONTRACTOR. The term “engineering” as used herein shall be deemed to mean all and any necessary basic engineering including design optimizations, detail engineering, construction engineering, and any other engineering work that CONTRACTOR needs to carry out in order to achieve the necessary design, detailed definition, procurement, supply, and construction of the cavern. CONTRACTOR shall be fully responsible for developing the detailed design in accordance with the BASIC ENGINEERING DESIGN (BED), Drawings and Technical Specifications for Design and Construction. CONTRACTOR shall be responsible for carrying out any and all engineering necessary for the CONSTRUCTION EQUIPMENT and temporary works. The BED/ DESIGN BASIS shall serve as the basis for CONTRACTOR’s engineering work. CONTRACTOR shall take account of the fact that the BED/ Technical Specifications is not a complete engineering document. Critical items related to the storage principle will be specified by the OWNER to a detailed level sufficient to ensure the functionality of the system. These will include: a) b) c) d) e) f)

Water curtain system above the caverns including testing procedures Barriers in tunnels (Plugs) Shaft layout design including concrete barriers Pump pits in caverns Cavern floor and arrangements to minimise bacterial activities in the cavern and sludge handling. Test procedures to ensure tightness of concrete barriers and the complete tightness of the caverns.

However, preparation of working procedures for the above critical items shall be within the CONTRACTOR's scope of work. The Technical Specifications are given in section C-2 of the bid document. The BED is given in Part-B of the bid document. 2.

Engineering Requirements

2.1

Engineering Documents a) CONTRACTOR shall, in accordance with the Technical Specifications and the BED, prepare all ENGINEERING DOCUMENTS and obtain necessary approvals from the OWNER. The documentation procedure is given in section A-4. b) Contractor shall develop 3-D model of all the underground WORKS in CAD.

Detail Engineering Activities CONTRACTOR's detail engineering activities shall include, but not limited to the following : a. Prepare procedures of detail engineering activities of the WORK. b. Carry out detail engineering for the main underground storage caverns, water curtain tunnels, access tunnel, portals, shafts and associated underground works. c. Prepare AFC (Approved for Construction) drawings, drawing lists, and document index. d. Provide a complete set of engineering calculations for the work including computer print outs and electronic copies of such calculations, as applicable. e. Response to technical enquiries by OWNER. f.

Review SUBCONTRACTOR/VENDOR’s documentation.

g. Implement a document control system in connection with documents & drawings and CONTRACTOR/VENDOR’s data by means of a computerized database. h. Check and co-ordinate all SUBCONTRACTORS detail engineering and documentation. i.

Incorporate the requirements of the OWNER's engineering in CONTRACTOR'S detailed engineering.

Make design changes as necessitated by geological conditions and requirements of the OWNER and obtain necessary approvals on revised documents and drawings from OWNER.

k. Develop and update engineering documents, drawings and schedule l.

Prepare interface documents, and review documents prepared by other parties with whom the WORK interfaces.

m. Issue any and all documents and provide assistance to OWNER, as required by OWNER, to enable and facilitate OWNER obtaining necessary approval from the relevant Authorities at all stages of design and construction of the PROJECT. n. Inform OWNER in all case of CONTRACTOR’s inability to comply with the SPECIFICATIONS by means of non-conformance reports setting forth the specific difficulty, the proposed resolution and seeking APPROVAL thereof. o. Carrying out additional SITE surveys, as deemed necessary by CONTRACTOR. p. Prepare FINAL DOCUMENTATION and as builts.

DESIGN CENTER CONTRACTOR shall set up a design center at CONTRACTORS office/ Engineering sub-contractor's office for detailed engineering activities. CONTRACTOR shall also set up a SITE engineering office for engineering activities to be carried out at SITE.
