‫ﻏﻴﺮﻗﺎﻧﻮﻧﻰ ﺍﻋﻼﻡ ﮐﺮﺩﻥ ﺩﻳﺎﻧﺖ ﺑﻬﺎﺋﻰ‬ ‫ﺩﮐﺘﺮ ﮐﺮﻳﺴﺘﻮﻓﺮ ﺑﺎﮎ‬ ‫ﻧﻘﻄﮥ ﻣﻘﺎﺑﻞ ﺁﺯﺍﺩﻯ ﺩﻳﻨﻰ ﻣﻤﻨﻮﻉ ﺍﻋﻼﻡ ﮐﺮﺩﻥ ﺩﻳﻦ ﻭ ﺟﺎﻣﻌﮥ ﺩﻳﻨﻰ ﺑﻬﺎﺋﻰ ﺩﺭ ﺍﻳﺮﺍﻥ ﻣﺼﺪﺍﻕ ﺁﻥ ﺍﺳﺖ‬ ‫ﺍﻳﺮﺍﻥ ﺑﻪ ﻧﺤﻮﻯ ﻣﺆﺛّﺮ ﻭ ﻗﻄﻌﻰ ﺑﺎ ﻏﻴﺮﻗﺎﻧﻮﻧﻰ ﺍﻋﻼﻡ ﮐﺮﺩﻥ ﺩﻳﺎﻧﺖ ﺑﻬﺎﺋﻰ ﺑﻪ ﻋﻨﻮﺍﻥ ﻳﮏ ﺳﺎﺯﻣﺎﻥ ﺩﻳﻨﻰ‪ ،‬ﺁﻥ ﺭﺍ‬ ‫ﻣﻤﻨﻮﻉ ﺍﻋﻼﻡ ﮐﺮﺩﻩ ﺍﺳﺖ‪.‬‬ ‫ﺩﺭ ﭘﻰ ﺍﻧﻘﻼﺏ ﺍﺳﻼﻣﻰ ﺳﺎﻝ ‪ ،۱۹۷۹‬ﺭﮊﻳﻢ ﺣﺎﮐﻢ ﺑﺮ ﺍﻳﺮﺍﻥ ﺳﻌﻰ ﮐﺮﺩ ﺑﺎ ﺍﻋﺪﺍﻡ ﮐﺮﺩﻥ ﻣﺪﻳﺮﺍﻥ ﺟﺎﻣﻌﮥ‬ ‫ﺑﻬﺎﺋﻰ‪ ،‬ﺁﻥ ﺭﺍ ﺑﻪ ﻋﻨﻮﺍﻥ ﻳﮏ ﺳﺎﺯﻣﺎﻥ ﺩﻳﻨﻰ ﺧﻮﺩﮐﻔﺎ ﺭﻳﺸﻪﮐﻦ ﺳﺎﺯﺩ‪ .‬ﺩﺭ ﺳﺎﻝ ‪ ،۱۹۸۱‬ﺩﻭﻟﺖ ﺗﻤﺎﻣﻰ ﻧـُﻪ ﻧﻔﺮ ﻋﻀﻮ‬ ‫ﻣﺤﻔﻞ ﺭﻭﺣﺎﻧﻰ ﻣﻠّﻰ ﺑﻬﺎﺋﻴﺎﻥ ﺍﻳﺮﺍﻥ ﺭﺍ ﺑﺪﻭﻥ ﺗﺸﺮﻳﻔﺎﺕ ﺭﺳﻤﻰ ﻭ ﻋﺠﻮﻻﻧﻪ ﺍﻋﺪﺍﻡ ﮐﺮﺩ‪ .‬ﺩﺭ ﺳﺎﻟﻬﺎﻯ ‪ ۱۹۸۴‬ﻭ ‪۱۹۸۶‬‬ ‫ﺍﻭﻟﻴﺎء ﺣﮑﻮﻣﺖ ﺍﻳﺮﺍﻥ ﺍﮐﺜﺮﻳﺖ ﺍﻋﻀﺎء ﻣﺤﻔﻞ ﺭﻭﺣﺎﻧﻰ ﻣﻠّﻰ ﺟﺪﻳﺪ ﺑﻬﺎﺋﻴﺎﻥ ﺍﻳﺮﺍﻥ ﺭﺍ‪ ،‬ﮐﻪ ﺑﺮﺍﻯ ﺟﺎﻳﮕﺰﻳﻨﻰ ﺍﻋﻀﺎء‬ ‫ﺷﻬﻴﺪ ﻫﻤﺎﻥ ﻫﻴﺄﺕ ﺷﻮﺭﺍﻳﻰ ﺍﻧﺘﺨﺎﺏ ﺷﺪﻩ ﺑﻮﺩﻧﺪ‪ ،‬ﺍﻋﺪﺍﻡ ﮐﺮﺩ‪.‬‬ ‫ﺑﻌﺪ ﺍﺯ ﺩﻭ ﺗﻼﺵ ﻧﺎﻣﻮ ّﻓﻖ‪ ،‬ﮐﻪ ﺳﺒﺐ ﻣﺤﮑﻮﻣﻴﺖ ﺑﻴﻦﺍﻟﻤﻠﻠﻰ ﺍﻳﺮﺍﻥ ﮔﺮﺩﻳﺪ‪ ،‬ﺭﻫﺒﺮﺍﻥ ﺍﻳﻦ ﮐﺸﻮﺭ ﺑﻪ ﻓﻮﺭﻳﺖ‬ ‫ﺩﺭﻳﺎﻓﺘﻨﺪ ﮐﻪ‪ ،‬ﻫﺮ ﺯﻣﺎﻥ ﺳﻌﻰ ﮐﺮﺩﻧﺪ ﺳﺮ ﺟﺎﻣﻌﻪ ﺑﻬﺎﺋﻰ ﺭﺍ ﻗﻄﻊ ﮐﻨﻨﺪ‪ ،‬ﺳﺮ‪ ،‬ﺻﺮﻓﴼ ﺑﻪ ﺍﻳﻦ ﺩﻟﻴﻞ ﮐﻪ ﺟﺎﻣﻌﮥ ﺑﻬﺎﺋﻰ ﻫﻴﺄﺕ‬ ‫ﻣﻠّﻰ ﺍﺩﺍﺭﻯ ﺩﻳﮕﺮﻯ ﺭﺍ ﺑﻪ ﻃﻮﺭ ﺩﻣﻮﮐﺮﺍﺗﻴﮏ ﺍﻧﺘﺨﺎﺏ ﻣﻰﮐﺮﺩ‪ ،‬ﺩﻳﮕﺮﺑﺎﺭ ﺭﺷﺪ ﮐﺮﺩ‪.‬‬ ‫ﺭﺍﻩ ﺟﺎﻳﮕﺰﻳﻦ ﺍﻋﺪﺍﻡ‪ ،‬ﻏﻴﺮﻗﺎﻧﻮﻧﻰ ﺍﻋﻼﻡ ﮐﺮﺩﻥ ﺑﻮﺩ‪ .‬ﺩﺭ ﺳﺎﻝ ‪ ،۱۹۸۳‬ﻭﻗﺘﻰ ﺍﻋﺪﺍﻡﻫﺎﻯ ﻋﺠﻮﻻﻧﮥ ﻣﺪﻳﺮﺍﻥ‬ ‫ﺍﻧﺘﺨﺎﺑﻰ ﺑﻬﺎﺋﻰ ﻣﺆﺛّﺮ ﻭﺍﻗﻊ ﻧﺸﺪ )ﭼﻮﻥ ﻣﺪﻳﺮﺍﻥ ﺑﻬﺎﺋﻰ ﺟﺪﻳﺪ ﺑﻪ ﺳﺮﻋﺖ ﺍﻧﺘﺨﺎﺏ ﺷﺪﻩ ﺟﺎﻳﮕﺰﻳﻦ ﺁﻧﻬﺎ ﻣﻰﺷﺪﻧﺪ(‪،‬‬ ‫ﺣﮑﻮﻣﺖ ﺍﻳﺮﺍﻥ ﺑﻪ ﺳﺎﺩﮔﻰ ﻧﻈﺎﻡ ﺍﺩﺍﺭﻯ ﺍﻳﺮﺍﻥ ﺭﺍ ﺑﻪ ﻃﻮﺭ ﮐﻠّﻰ ﻏﻴﺮﻗﺎﻧﻮﻧﻰ ﺍﻋﻼﻡ ﮐﺮﺩ‪ .‬ﺍﻳﻦ ﻓﮑﺮ ﺑﮑﺮ ﻧﺎﺑﻐﮥ ﺷﺮﻳﺮ ﺑﻮﺩ‪.‬‬ ‫ﺯﻳﺮﺍ ﺭﮊﻳﻢ ﺍﻳﺮﺍﻥ ﻣﻰﺩﺍﻧﺴﺖ ﮐﻪ ﺷﻮﺭﺍﻫﺎﻯ ﺍﺩﺍﺭﻯ ﺑﻬﺎﺋﻰ ﻫﻴﭻ ﻣﻔ ّﺮﻯ ﺟﺰ ﮔﺮﺩﻥ ﻧﻬﺎﺩﻥ ﻧﺪﺍﺭﻧﺪ‪ .‬ﻣﺤﻔﻞ ﺭﻭﺣﺎﻧﻰ ﻣﻠّﻰ‬ ‫ﺑﻬﺎﺋﻴﺎﻥ ﺍﻳﺮﺍﻥ‪ ،‬ﺩﺭ ﺍﻧﻄﺒﺎﻕ ﮐﺎﻣﻞ ﺑﺎ ﺍﺻﻞ ﺑﻬﺎﺋﻰ ﺍﻃﺎﻋﺖ ﺍﺯ ﺣﮑﻮﻣﺖ‪ ،‬ﺩﺭ ﮐﻤﺎﻝ ﻣﺘﺎﻧﺖ ﻭ ﺳﮑﻮﻥ‪ ،‬ﺍﺯ ﻣﻤﻨﻮﻋﻴﺖ‬ ‫ﺗﻮﺳﻂ ﺣﮑﻮﻣﺖ ﺍﻳﺮﺍﻥ ﺗﺒﻌﻴﺖ ﮐﺮﺩ ﻭ ﺩﺍﻭﻃﻠﺒﺎﻧﻪ ﺷﺒﮑﮥ ﺍﺩﺍﺭﻯ ﺧﻮﺩ ﺭﺍ ﺑﻪ ﺣﺎﻟﺖ ﺗﻌﻠﻴﻖ ﺩﺭ‬ ‫ﻓﻌﺎﻟﻴﺖ ﺳﺎﺯﻣﺎﻥ ﻳﺎﻓﺘﮥ ﺑﻬﺎﺋﻰ ّ‬ ‫ﺁﻭﺭﺩ )ﺍﻭﺕ ‪.(۱۹۸۳‬‬ ‫ﺩﺭ ﺳﺎﻝ ‪ ،۱۹۹۶‬ﻳﻌﻨﻰ ﺳﻴﺰﺩﻩ ﺳﺎﻝ ﺑﻌﺪ‪ ،‬ﮔﺰﺍﺭﺷﮕﺮ ﻭﻳﮋﮤ ﺳﺎﺯﻣﺎﻥ ﻣﻠﻞ ﻣﺘّﺤﺪ ﺩﺭ ﻣﺴﺄﻟﮥ ﻧﺎﺑﺮﺩﺑﺎﺭﻯ ﻣﺬﻫﺒﻰ )ﺩﺭ‬ ‫ﮔﺰﺍﺭﺷﺶ ﺑﻪ ﮐﻤﻴﺴﻴﻮﻥ ﺣﻘﻮﻕ ﺑﺸﺮ ﺳﺎﺯﻣﺎﻥ ﻣﻠﻞ ﻣﺘّﺤﺪ( ﺗﻮﺻﻴﻪ ﮐﺮﺩ ﮐﻪ "ﻣﻤﻨﻮﻋﻴﺖ ﺳﺎﺯﻣﺎﻥ ﺑﻬﺎﺋﻰ ﺑﺎﻳﺪ ﺑﺮﺩﺍﺷﺘﻪ ﺷﻮﺩ‬ ‫ﻣﺆﺳﺴﺎﺕ ﺍﺩﺍﺭﻯ‪ ،‬ﮐﻪ ﺑﻪ ﻋﻠّﺖ ﻓﻘﺪﺍﻥ ﻃﺒﻘﮥ ﺭﻭﺣﺎﻧﻴﺖ ﻭﺟﻮﺩﺵ ﺑﺮﺍﻯ‬ ‫ﺗﺎ ﺟﺎﻣﻌﮥ ﺑﻬﺎﺋﻰ ﺑﺘﻮﺍﻧﺪ ﺁﺯﺍﺩﺍﻧﻪ ﺍﺯ ﻃﺮﻳﻖ‬ ‫ّ‬ ‫ﺍﺷﺘﻐﺎﻝ ﮐﺎﻣﻞ ﺑﻪ ﻓﻌﺎﻟﻴﺖﻫﺎﻯ ﻣﺬﻫﺒﻰ ﺿﺮﻭﺭﻯ ﺍﺳﺖ‪ ،‬ﺧﻮﺩ ﺭﺍ ﺳﺎﺯﻣﺎﻧﺪﻫﻰ ﮐﻨﺪ‪ ".‬ﻧﮕﺎﻩ ﮐﻨﻴﺪ ﺑﻪ ﺩﺍﻳﺮﮤ ﺩﻣﻮﮐﺮﺍﺳﻰ‪،‬‬

‫ﺩﺭ ﺳﺎﻝ ‪ ،۲۰۰۹‬ﺗﻘﺮﻳﺒﴼ ﺳﻪ ﺩﻫﻪ ﺑﻌﺪ ﺍﺯ ﺍﻧﺤﻼﻝ ﺭﺳﻤﻰ ﻧﻈﺎﻡ ﺍﺩﺍﺭﻯ ﺑﻬﺎﺋﻰ‪ ،‬ﺁﻳﺖﺍ‪ ‬ﻗﺮﺑﺎﻧﻌﻠﻰ ﺩ ّﺭﻯ‬ ‫ﺍﻃﻼﻋﺎﺕ‪،‬‬ ‫ﮐﻞ ﺟﻤﻬﻮﺭﻯ ﺍﺳﻼﻣﻰ ﺍﻳﺮﺍﻥ‪ ،‬ﺩﺭ ﻧﺎﻣﻪﺍﻯ ﺭﺳﻤﻰ ﺑﻪ ﻏﻼﻣﺤﺴﻴﻦ ﺍﮊﻩﺍﻯ‪ ،‬ﻭﺯﻳﺮ ّ‬ ‫ﻧﺠﻒﺁﺑﺎﺩﻯ‪ ،‬ﺩﺍﺩﺳﺘﺎﻥ ّ‬ ‫ﺍﻋﻼﻡ ﮐﺮﺩ ﮐﻪ ﻫﺮﮔﻮﻧﻪ ﺍﺑﺮﺍﺯ ﻭﺍﺑﺴﺘﮕﻰ ﺑﻪ ﺍﻣﺮ ﺑﻬﺎﺋﻰ ﻏﻴﺮﻗﺎﻧﻮﻧﻰ ﺍﺳﺖ ﻭ ﺑﻪ ﺍﻳﻦ ﺗﺮﺗﻴﺐ ﻫﻴﺄﺕﻫﺎﻯ ﻳﺎﺭﺍﻥ ﻭ ﺧﺎﺩﻣﻴﻦ ﺭﺍ‬ ‫ﺗﺤﻤﻞ ﮐﺮﺩ‪ ،‬ﭼﻨﻴﻦ‬ ‫ﺗﻮﺟﻪ ﺑﻪ ﺍﻳﻦ ﮐﻪ ﺭﮊﻳﻢ ﺍﻳﺮﺍﻥ ﭼﻨﺪﻳﻦ ﺳﺎﻝ ﻭﺟﻮﺩ ﻳﺎﺭﺍﻥ ﻭ ﺧﺎﺩﻣﻴﻦ ﺭﺍ‬ ‫ﻣﻤﻨﻮﻉ ﺍﻋﻼﻡ ﮐﺮﺩ‪ .‬ﺑﺎ‬ ‫ّ‬ ‫ّ‬ ‫ﺑﻴﺎﻧﻴﻪﺍﻯ ﺑﺴﻴﺎﺭ ﻃﻨﺰﺁﻣﻴﺰ ﺍﺳﺖ‪.‬‬ ‫ﺍﻳﺮﺍﻥ ﭘﺮﺱ ﻭﺍﭺ ﺍﺧﻴﺮﴽ ﮔﺰﺍﺭﺵ ﺩﺍﺩ‪:‬‬ ‫ﻼ ﺷ ّﻔﺎﻑ ﻭ ﻋﺎﺭﻯ ﺍﺯ ﻫﺮ ﮔﻮﻧﻪ ﺩﺳﺘﻮﺭ ﮐﺎﺭ ﺳ ّﺮﻯ ﻭ ﺧﻔﻰ ﺑﻮﺩ‪ .‬ﺍﺯ ﻗﻀﺎ‪ ،‬ﺩﺭ ﻃﻰ ﺍﻳﻦ‬ ‫ﻓﻌﺎﻟﻴﺖﻫﺎﻯ "ﻳﺎﺭﺍﻥ" ﮐﺎﻣ ً‬ ‫ّ‬ ‫ﺍﻃﻼﻋﺎﺕ ﺑﺮﺍﻯ ﭘﻴﮕﻴﺮﻯ ﻓﻌﺎﻟﻴﺖﻫﺎﻯ ﺑﻬﺎﺋﻴﺎﻥ ﺩﺍﻳﺮ ﺷﺪ‪ .‬ﺍﻳﻦ ﺩﻓﺘﺮ ﺩﺭ‬ ‫ﺩﻭﺭﻩ‪ ،‬ﺩﻓﺘﺮ‬ ‫ﺧﺎﺻﻰ ﺩﺭ ﻭﺯﺍﺭﺕ ّ‬ ‫ّ‬ ‫ﺍﺭﺗﺒﺎﻁ ﺑﺎ ﺳﺆﺍﻻﺗﻰ ﺩﺭﺑﺎﺭﮤ ﻫﺮ ﻓﻌﺎﻟﻴﺘﻰ‪ ،‬ﻣﺴﺘﻘﻴﻤﴼ ﺑﺎ "ﻳﺎﺭﺍﻥ" ﺗﻤﺎﺱ ﻣﻰﮔﺮﻓﺖ‪ .‬ﺣ ّﺘﻰ ﺁﻳﺖﺍ‪ ،‬ﺩﺍﺩﺳﺘﺎﻥ‬ ‫ﮐﻞ ﺍﻳﺮﺍﻥ‪ ،‬ﺑﻪ ﺍﻳﻦ ﻧﻈﺎﺭﺕ ﺩﻗﻴﻖ ﺍﺷﺎﺭﻩ ﮐﺮﺩﻩ ﺍﺳﺖ‪.‬‬ ‫ّ‬ ‫ﻗﺎﻧﻮﻥ ﺍﺳﺎﺳﻰ ﺟﻤﻬﻮﺭﻯ ﺍﺳﻼﻣﻰ ﺍﻳﺮﺍﻥ ﻣﻤﻠﻮ ﺍﺯ ﺷﻌﺎﺭﻫﺎﻯ ﺣﻘﻮﻕ ﺑﺸﺮ ﺍﺳﺖ‪ .‬ﺑﺎ ﺍﻳﻦ ﺣﺎﻝ ﺍﻳﻦ ﺷﻌﺎﺭﻫﺎ‬ ‫ﻣﺸﺮﻭﻁ ﺑﻪ "ﺍﻧﻄﺒﺎﻕ ﺑﺎ ﻣﻌﻴﺎﺭﻫﺎﻯ ﺍﺳﻼﻣﻰ" ﺍﺳﺖ – ﮐﻪ ﺑﻪ ﻧﺤﻮﻯ ﻗﺎﻃﻊ ﻭ ﻣﺆﺛّﺮ ﻣﻰﺗﻮﺍﻧﺪ ﻫﺮ ﺗﻀﻤﻴﻦ ﻗﺎﻧﻮﻥ ﺍﺳﺎﺳﻰ‬ ‫ﺭﺍ ﮐﻪ ﺩﺭ ﺍﻳﻦ ﺳﻨﺪ ﺩﻭﭘﻬﻠﻮ ﻣﻄﺮﺡ ﺷﺪﻩ ﺧﻨﺜﻰ ﺳﺎﺯﺩ؛ ﺑﻪ ﻋﺒﺎﺭﺕ ﺩﻳﮕﺮ‪:‬‬ ‫ﻣﺎ ّﺩﻩ ‪ ۱۹‬ﻣﻰﮔﻮﻳﺪ‪ " ،‬ﻣﺮﺩﻡ ﺍﻳﺮﺍﻥ ﺍﺯ ﻫﺮ ﻗﻮﻡ ﻭ ﻗﺒﻴﻠﻪ ﮐﻪ ﺑﺎﺷﻨﺪ ﺍﺯ ﺣﻘﻮﻕ ﻣﺴﺎﻭﻯ ﺑﺮﺧﻮﺭ ﺩﺍﺭﻧﺪ ﻭ ﺭﻧﮓ‪ ،‬ﻧﮋﺍﺩ‪ ،‬ﺯﺑﺎﻥ ﻭ‬ ‫ﻣﺎﻧﻨﺪ ﺍﻳﻨﻬﺎ ﺳﺒﺐ ﺍﻣﺘﻴﺎﺯ ﻧﺨﻮﺍﻫﺪ ﺑﻮﺩ"؛ ﺑﻪ ﺍﺳﺘﺜﻨﺎﻯ ﺑﻬﺎﺋﻴﺎﻥ‪.‬‬ ‫ﻣﺎ ّﺩﮤ ‪ ۲۰‬ﻣﻰﮔﻮﻳﺪ‪" ،‬ﻫﻤﻪ ﺍﻓﺮﺍﺩ ﻣﻠﺖ ﺍﻋﻢ ﺍﺯ ﺯﻥ ﻭ ﻣﺮﺩ ﻳﮑﺴﺎﻥ ﺩﺭ ﺣﻤﺎﻳﺖ ﻗﺎﻧﻮﻥ ﻗﺮﺍﺭ ﺩﺍﺭﻧﺪ ﻭ ﺍﺯ ﻫﻤﻪ ﺣﻘﻮﻕ‬ ‫ﺍﻧﺴﺎﻧﻰ‪ ،‬ﺣﻘﻮﻕ ﺳﻴﺎﺳﻰ‪ ،‬ﺣﻘﻮﻕ ﺍﻗﺘﺼﺎﺩﻯ ‪ ،‬ﺍﺟﺘﻤﺎﻋﻰ ﻭ ﻓﺮﻫﻨﮕﻰ ﺑﺎ ﺭﻋﺎﻳﺖ ﻣﻮﺍﺯﻳﻦ ﺍﺳﻼﻡ ﺑﺮﺧﻮﺭﺩﺍﺭﻧﺪ "؛ ﺑﻪ‬ ‫ﺍﺳﺘﺜﻨﺎﻯ ﺑﻬﺎﺋﻴﺎﻥ‪.‬‬ ‫ﻣﺎ ّﺩﮤ ‪ ۲۳‬ﺗﺼﺮﻳﺢ ﻣﻰﮐﻨﺪ‪" ،‬ﺗﻔﺘﻴﺶ ﻋﻘﺎﻳﺪ ﻣﻤﻨﻮﻉ ﺍﺳﺖ ﻭ ﻫﻴﭻ ﮐﺲ ﺭﺍ ﻧﻤﻰ ﺗﻮﺍﻥ ﺑﻪ ﺻﺮﻑ ﺩﺍﺷﺘﻦ ﻋﻘﻴﺪﻩ ﺍﻯ‬ ‫ﻣﻮﺭﺩ ﺗﻌﺮﺽ ﻭ ﻣﻮﺍﺧﺬﻩ ﻗﺮﺍﺭ ﺩﺍﺩ "؛ ﺑﻪ ﺍﺳﺘﺜﻨﺎﻯ ﺑﻬﺎﺋﻴﺎﻥ‪.‬‬ ‫ﻣﺎ ّﺩﻩ ‪ ۲۶‬ﺍﻋﻼﻡ ﻣﻰﮐﻨﺪ‪" ،‬ﺍﺣﺰﺍﺏ‪ ،‬ﺟﻤﻌﻴﺖ ﻫﺎ‪ ،‬ﺍﻧﺠﻤﻦ ﻫﺎﻯ ﺳﻴﺎﺳﻰ ﻭ ﺻﻨﻔﻰ ﻭ ﺍﻧﺠﻤﻦ ﻫﺎﻯ ﺍﺳﻼﻣﻰ ﻳﺎ ﺍﻗﻠﻴﺖ‬ ‫ﻫﺎﻯ ﺩﻳﻨﻰ ﺷﻨﺎﺧﺘﻪ ﺷﺪﻩ ﺁﺯﺍﺩﻧﺪ‪ ،‬ﻣﺸﺮﻭﻁ ﺑﻪ ﺍﻳﻨﮑﻪ ﺍﺻﻮﻝ ﺍﺳﺘﻘﻼﻝ ‪ ،‬ﺁﺯﺍﺩﻯ ‪ ،‬ﻭﺣﺪﺕ ﻣﻠﻰ ‪ ،‬ﻣﻮﺍﺯﻳﻦ ﺍﺳﻼﻣﻰ ﻭ‬ ‫ﺍﺳﺎﺱ ﺟﻤﻬﻮﺭﻯ ﺍﺳﻼﻣﻰ ﺭﺍ ﻧﻘﺾ ﻧﮑﻨﻨﺪ‪ .‬ﻫﻴﭻ ﮐﺲ ﺭﺍ ﻧﻤﻰ ﺗﻮﺍﻥ ﺍﺯ ﺷﺮﮐﺖ ﺩﺭ ﺁﻧﻬﺎ ﻣﻨﻊ ﮐﺮﺩ ﻳﺎﺑﻪ ﺷﺮﮐﺖ ﺩﺭ ﻳﮑﻰ‬ ‫ﺍﺯ ﺁﻧﻬﺎ ﻣﺠﺒﻮﺭ ﺳﺎﺧﺖ"؛ ﺑﻪ ﺍﺳﺘﺜﻨﺎﻯ ﺑﻬﺎﺋﻴﺎﻥ ﮐﻪ ﺍﻋﻀﺎء ﻫﻴﭽﻴﮏ ﺍﺯ ﺍﻗﻠﻴﺖﻫﺎﻯ ﺩﻳﻨﻰ ﺷﻨﺎﺧﺘﻪ ﺷﺪﻩ ﻧﻴﺴﺘﻨﺪ ﻭ‬ ‫ﺑﻨﺎﺑﺮﺍﻳﻦ ﺍﺯ ﺍﻳﻦ ﻣﻮﺿﻮﻉ ﻣﺴﺘﺜﻨﻰ ﻣﻰﺷﻮﻧﺪ‪.‬‬ ‫‪٣‬‬

‫ﻣﺎ ّﺩﮤ ‪ ۲۸‬ﻭﻋﺪﻩ ﻣﻰﺩﻫﺪ‪" ،‬ﻫﺮ ﮐﺲ ﺣﻖ ﺩﺍﺭﺩ ﺷﻐﻠﻰ ﺭﺍﮐﻪ ﺑﺪﺍﻥ ﻣﺎﻳﻞ ﺍﺳﺖ ﻭ ﻣﺨﺎﻟﻒ ﺍﺳﻼﻡ ﻭ ﻣﺼﺎﻟﺢ ﻋﻤﻮﻣﻰ ﻭ‬ ‫ﺣﻘﻮﻕ ﺩﻳﮕﺮﺍﻥ ﻧﻴﺴﺖ ﺑﺮﮔﺰﻳﻨﺪ‪ .‬ﺩﻭﻟﺖ ﻣﻮﻇﻒ ﺍﺳﺖ ﺑﺎ ﺭﻋﺎﻳﺖ ﻧﻴﺎﺯ ﺟﺎﻣﻌﻪ ﺑﻪ ﻣﺸﺎﻏﻞ ﮔﻮﻧﺎﮔﻮﻥ ﺑﺮﺍﻯ ﻫﻤﻪ ﺍﻓﺮﺍﺩ‬ ‫ﺍﻣﮑﺎﻥ ﺍﺷﺘﻐﺎﻝ ﺑﻪ ﮐﺎﺭ ﻭ ﺷﺮﺍﻳﻂ ﻣﺴﺎﻭﻯ ﺑﺮﺍﻯ ﺍﺣﺮﺍﺯ ﻣﺸﺎﻏﻞ ﺍﻳﺠﺎﺩ ﻧﻤﺎﻳﺪ"؛ ﺑﻪ ﺍﺳﺘﺜﻨﺎﻯ ﺑﻬﺎﺋﻴﺎﻥ‪.‬‬ ‫ﻣﺎﺩﮤ ‪ ۲۹‬ﺗﺼﺪﻳﻖ ﻣﻰﮐﻨﺪ‪" ،‬ﺑﺮﺧﻮﺭﺩﺍﺭﻯ ﺍﺯ ﺗﺎﻣﻴﻦ ﺍﺟﺘﻤﺎﻋﻰ ﺍﺯ ﻧﻈﺮ ﺑﺎﺯﻧﺸﺴﺘﮕﻰ‪ ،‬ﺑﻴﮑﺎﺭﻯ‪ ،‬ﭘﻴﺮﻯ‪ ،‬ﺍﺯ ﮐﺎﺭ ﺍﻓﺘﺎﺩﮔﻰ‪،‬‬ ‫ﺑﻰ ﺳﺮﭘﺮﺳﺘﻰ‪ ،‬ﺩﺭ ﺭﺍﻩ ﻣﺎﻧﺪﮔﻰ‪ ،‬ﺣﻮﺍﺩﺙ ﻭ ﺳﻮﺍﻧﺢ ﻭ ﻧﻴﺎﺯ ﺑﻪ ﺧﺪﻣﺎﺕ ﺑﻬﺪﺍﺷﺘﻰ ﻭ ﺩﺭﻣﺎﻧﻰ ﻭ ﻣﺮﺍﻗﺒﺖ ﻫﺎﻯ ﭘﺰﺷﮑﻰ ﺑﻪ‬ ‫ﺻﻮﺭﺕ ﺑﻴﻤﻪ ﻭ ﻏﻴﺮﻩ ﺣﻘﻰ ﺍﺳﺖ ﻫﻤﮕﺎﻧﻰ ‪.‬‬ ‫ﺩﻭﻟﺖ ﻣﮑﻠﻒ ﺍﺳﺖ ﻃﺒﻖ ﻗﻮﺍﻧﻴﻦ ﺍﺯ ﻣﺤﻞ ﺩﺭﺁﻣﺪﻫﺎﻯ ﻋﻤﻮﻣﻰ ﻭ ﺩﺭﺁﻣﺪﻫﺎﻯ ﺣﺎﺻﻞ ﺍﺯ ﻣﺸﺎﺭﮐﺖ ﻣﺮﺩﻡ ‪ ،‬ﺧﺪﻣﺎﺕ ﻭ‬ ‫ﺣﻤﺎﻳﺖ ﻫﺎﻯ ﻣﺎﻟﻰ ﻓﻮﻕ ﺭﺍ ﺑﺮﺍﻯ ﻳﮏ ﻳﮏ ﺍﻓﺮﺍﺩ ﮐﺸﻮﺭ ﺗﺎﻣﻴﻦ ﮐﻨﺪ"؛ ﺑﻪ ﺍﺳﺘﺜﻨﺎﻯ ﺑﻬﺎﺋﻴﺎﻥ‪.‬‬ ‫ﻣﺎ ّﺩﮤ ‪ ۳۰‬ﺗﺼﺮﻳﺢ ﺩﺍﺭﺩ‪" ،‬ﺩﻭﻟﺖ ﻣﻮﻇﻒ ﺍﺳﺖ ﻭﺳﺎﺋﻞ ﺁﻣﻮﺯﺵ ﻭ ﭘﺮﻭﺭﺵ ﺭﺍﻳﮕﺎﻥ ﺭﺍ ﺑﺮﺍﻯ ﻫﻤﻪ ﻣﻠﺖ ﺗﺎ ﭘﺎﻳﺎﻥ ﺩﻭﺭﻩ‬ ‫ﻣﺘﻮﺳﻄﻪ ﻓﺮﺍﻫﻢ ﺳﺎﺯﺩ ﻭ ﻭﺳﺎﺋﻞ ﺗﺤﺼﻴﻼﺕ ﻋﺎﻟﻰ ﺭﺍ ﺗﺎ ﺳﺮ ﺣﺪ ﺧﻮﺩﮐﻔﺎﺋﻰ ﮐﺸﻮﺭ ﺑﻪ ﻃﻮﺭ ﺭﺍﻳﮕﺎﻥ ﮔﺴﺘﺮﺵ ﺩﻫﺪ"؛ ﺑﻪ‬ ‫ﺍﺳﺘﺜﻨﺎﻯ ﺑﻬﺎﺋﻴﺎﻥ‪.‬‬ ‫ﻣﺎ ّﺩﮤ ‪ ۳۲‬ﺣﮑﻢ ﻣﻰﮐﻨﺪ‪" ،‬ﻫﻴﭻ ﮐﺲ ﺭﺍ ﻧﻤﻰ ﺗﻮﺍﻥ ﺩﺳﺘﮕﻴﺮ ﮐﺮﺩ ﻣﮕﺮ ﺑﻪ ﺣﮑﻢ ﻭ ﺗﺮﺗﻴﺒﻰ ﮐﻪ ﻗﺎﻧﻮﻥ ﻣﻌﻴﻦ ﻣﻰ ﮐﻨﺪ‪ .‬ﺩﺭ‬ ‫ﺻﻮﺭﺕ ﺑﺎﺯﺩﺍﺷﺖ ‪ ،‬ﻣﻮﺿﻮﻉ ﺍﺗﻬﺎﻡ ﺑﺎﻳﺪ ﺑﺎ ﺫﮐﺮ ﺩﻻﻳﻞ ﺑﻼﻓﺎﺻﻠﻪ ﮐﺘﺒﴼ ﺑﻪ ﻣﺘﻬﻢ ﺍﺑﻼﻍ ﻭ ﺗﻔﻬﻴﻢ ﺷﻮﺩ ﻭ ﺣﺪﺍﮐﺜﺮ ﻇﺮﻑ‬ ‫ﻣﺪﺕ ﺑﻴﺴﺖ ﻭ ﭼﻬﺎﺭ ﺳﺎﻋﺖ ﭘﺮﻭﻧﺪﻩ ﻣﻘﺪﻣﺎﺗﻰ ﺑﻪ ﻣﺮﺍﺟﻊ ﺻﺎﻟﺤﻪ ﻗﻀﺎﺋﻰ ﺍﺭﺳﺎﻝ ﻭ ﻣﻘﺪﻣﺎﺕ ﻣﺤﺎﮐﻤﻪ‪ ،‬ﺩﺭ ﺍﺳﺮﻉ‬ ‫ﻭﻗﺖ ﻓﺮﺍﻫﻢ ﮔﺮﺩﺩ‪ .‬ﻣﺘﺨﻠّﻒ ﺍﺯ ﺍﻳﻦ ﺍﺻﻞ ﻃﺒﻖ ﻗﺎﻧﻮﻥ ﻣﺠﺎﺯﺍﺕ ﻣﻰ ﺷﻮﺩ"؛ ﺑﻪ ﺍﺳﺘﺜﻨﺎﻯ ﺑﻬﺎﺋﻴﺎﻥ‪.‬‬ ‫ﻣﺪﺗﻰ ﺑﻴﺶ ﺍﺯ ﻧـُﻪ ﻣﺎﻩ ﺍﺳﺖ ﮐﻪ ﺩﺭ ﺯﻧﺪﺍﻥ ﻣﺨﻮﻑ ﺍﻭﻳﻦ ﺩﺭ ﺭﻧﺞ ﻭ ﻋﺬﺍﺑﻨﺪ‪ ،‬ﺑﺪﻭﻥ ﺁﻥ‬ ‫ﻣﺘﺄﺳﻔﺎﻧﻪ ﻳﺎﺭﺍﻥ ﺍﮐﻨﻮﻥ ّ‬ ‫ّ‬ ‫ﮐﻪ ﺑﻪ ﻣﺸﺎﻭﺭ ﺣﻘﻮﻗﻰ ﻭ ﻭﮐﻴﻞ ﻣﺪﺍﻓﻊ ﻣﻌﺮﻭﻑ ﺧﻮﺩ‪ ،‬ﺷﻴﺮﻳﻦ ﻋﺒﺎﺩﻯ‪ ،‬ﺑﺮﻧﺪﮤ ﺟﺎﻳﺰﮤ ﻧﻮﺑﻞ ‪ ،۲۰۰۳‬ﺩﺳﺘﺮﺳﻰ ﺩﺍﺷﺘﻪ‬ ‫ﺑﺎﺷﻨﺪ؛ ﻭﮐﻴﻞ ﻣﺰﺑﻮﺭ ﻧﻪ ﺗﻨﻬﺎ ﺍﺯ ﻣﻼﻗﺎﺕ ﺑﺎ ﻣﻮ ّﮐﻼﻥ ﺧﻮﺩ ﺑﺎﺯ ﺩﺍﺷﺘﻪ ﺷﺪﻩ ﺑﻠﮑﻪ ﺑﻪ ﭘﺮﻭﻧﺪﻩﻫﺎﻯ ﺁﻧﻬﺎ ﻧﻴﺰ ﺩﺳﺘﺮﺳﻰ ﻧﺪﺍﺭﺩ‪.‬‬ ‫ﻣﻘﺼﺮ ﺗﻠ ّﻘﻰ ﻣﻰﺷﻮﻧﺪ ﻧﻪ ﺁﻥ ﮐﻪ ﺩﺭ ﻣﻘﺎﻡ‬ ‫ﺍ ّﻣﺎ ﺍﺯ ﺍﻇﻬﺎﺭﺍﺕ ﺁﻳﺖﺍ‪ ‬ﺩ ّﺭﻯ ﻧﺠﻒﺁﺑﺎﺩﻯ ﭼﻨﻴﻦ ﺑﺮﻣﻰﺁﻳﺪ ﮐﻪ ﻳﺎﺭﺍﻥ ﺍﻳﺮﺍﻥ‬ ‫ّ‬ ‫ﺍ ّﻭﻝ ﺑﻰﮔﻨﺎﻩ ﻣﺘﺼ ّﻮﺭ ﺑﺎﺷﻨﺪ‪ .‬ﺍﮔﺮﭼﻪ ﻣﺎ ّﺩﮤ ‪ ۳۷‬ﻗﺎﻧﻮﻥ ﺍﺳﺎﺳﻰ ﺟﻤﻬﻮﺭﻯ ﺍﺳﻼﻣﻰ ﺍﻳﺮﺍﻥ ﺻﺮﻳﺤﴼ ﺍﻇﻬﺎﺭ ﻣﻰﺩﺍﺭﺩ‪:‬‬ ‫"ﺍﺻﻞ‪ ،‬ﺑﺮﺍﺋﺖ ﺍﺳﺖ ﻭ ﻫﻴﭻ ﮐﺲ ﺍﺯ ﻧﻈﺮ ﻗﺎﻧﻮﻥ ﻣﺠﺮﻡ ﺷﻨﺎﺧﺘﻪ ﻧﻤﻰﺷﻮﺩ‪ ،‬ﻣﮕﺮ ﺍﻳﻨﮑﻪ ﺟﺮﻡ ﺍﻭ ﺩﺭ ﺩﺍﺩﮔﺎﻩ ﺻﺎﻟﺢ‬ ‫ﺛﺎﺑﺖ ﮔﺮﺩﺩ"؛ ﺑﻪ ﺍﺳﺘﺜﻨﺎﻯ ﺑﻬﺎﺋﻴﺎﻥ؛ ﺑﻪ ﺍﺳﺘﺜﻨﺎﻯ ﻳﺎﺭﺍﻥ‪.‬‬ ‫ﻣﺎ ّﺩﮤ ‪ ۳۸‬ﺣﮑﻢ ﻣﻰﮐﻨﺪ ﮐﻪ‪ " ،‬ﻫﺮ ﮔﻮﻧﻪ ﺷﮑﻨﺠﻪ ﺑﺮﺍﻯ ﮔﺮﻓﺘﻦ ﺍﻗﺮﺍﺭ ﻭ ﻳﺎ ﮐﺴﺐ ﺍﻃﻼﻉ ﻣﻤﻨﻮﻉ ﺍﺳﺖ‪ ،‬ﺍﺟﺒﺎﺭ‬ ‫ﺷﺨﺺ ﺑﻪ ﺷﻬﺎﺩﺕ‪ ،‬ﺍﻗﺮﺍﺭ ﻳﺎ ﺳﻮﮔﻨﺪ ﻣﺠﺎﺯ ﻧﻴﺴﺖ ﻭ ﭼﻨﻴﻦ ﺷﻬﺎﺩﺕ ﻭ ﺍﻗﺮﺍﺭ ﻭ ﺳﻮﮔﻨﺪﻯ ﻓﺎﻗﺪ ﺍﺭﺯﺵ ﻭ ﺍﻋﺘﺒﺎﺭ ﺍﺳﺖ‪.‬‬ ‫ﻣﺘﺨﻠﻒ ﺍﺯ ﺍﻳﻦ ﺍﺻﻞ ﻃﺒﻖ ﻗﺎﻧﻮﻥ ﻣﺠﺎﺯﺍﺕ ﻣﻰ ﺷﻮﺩ"؛ ﺑﻪ ﺍﺳﺘﺜﻨﺎﻯ ﺑﻬﺎﺋﻴﺎﻥ؛ ﺑﻪ ﺍﺳﺘﺜﻨﺎﻯ ﻳﺎﺭﺍﻥ‪.‬‬ ‫‪۴‬‬

‫ﺩﺭ ﺍﻳﻦ ﺻﻮﺭﺕ ﭼﻪ ﺑﺎﻳﺪ ﮐﺮﺩ؟ ﻣﺒﺎﺩﺭﺕ ﺑﻪ ﭼﻪ ﻋﻤﻠﻰ ﺭﺍ ﺑﻪ ﺭﻫﺒﺮﺍﻥ ﺣﮑﻮﻣﺖﻫﺎﻯ ﻣﺘﺒﻮﻋﮥ ﺧﻮﺩ ﺑﺎﻳﺪ ﺗﻮﺻﻴﻪ‬ ‫ﮐﻨﻴﻢ؟ ﻭﻇﻴﻔﮥ ﺟﺎﻣﻌﮥ ﺑﻴﻦﺍﻟﻤﻠﻠﻰ ﺗﺤﺖ ﺍﻋﻼﻣﻴﻪ ﻣﺤﻮ ﮐﻠّﻴﻪ ﺷﮑﻞﻫﺎﻯ ﻧﺎﺑﺮﺩﺑﺎﺭﻯ ﻭ ﺗﺒﻌﻴﺾ ﻣﺒﺘﻨﻰ ﺑﺮ ﺩﻳﻦ ﻳﺎ ﻋﻘﻴﺪﻩ‬ ‫ﭼﻴﺴﺖ؟ ﺟﻮﺍﺏ ﺩﺭ ﻣﺎ ّﺩﮤ ‪ ۳‬ﻧﻬﻔﺘﻪ ﺍﺳﺖ ﮐﻪ ﺣﮑﻢ ﻣﻰﮐﻨﺪ‪:‬‬ ‫ﺗﺒﻌﻴﺾ ﺑﻴﻦ ﺍﻓﺮﺍﺩ ﺑﺸﺮ ﺑﻪ ﻋﻠﻞ ﺩﻳﻦ ﻳﺎ ﻋﻘﻴﺪﻩ ﺑﻪ ﻣﻨﺰﻟﮥ ﻫﺘﮏ ﺣﺮﻣﺖ ﻭ ﺍﻫﺎﻧﺖ ﺑﻪ ﺷﺄﻥ ﻭ ﻣﻨﺰﻟﺖ ﺍﻧﺴﺎﻧﻰ ﻭ‬ ‫ﺍﻧﮑﺎﺭ ﺍﺻﻮﻝ ﻣﻨﺸﻮﺭ ﺳﺎﺯﻣﺎﻥ ﻣﻠﻞ ﻣ ّﺘﺤﺪ ﺍﺳﺖ‪ ،‬ﻭ ﺑﺎﻳﺪ ﺑﻪ ﻋﻨﻮﺍﻥ ﻧﻘﺾ ﺣﻘﻮﻕ ﺑﺸﺮ ﻭ ﺁﺯﺍﺩﻯﻫﺎﻯ ﺍﺳﺎﺳﻰ‬ ‫ﺍﻋﻼﻡ ﺷﺪﻩ ﺩﺭ ﺍﻋﻼﻣﻴﮥ ﺟﻬﺎﻧﻰ ﺣﻘﻮﻕ ﺑﺸﺮ ﻭ ﺗﺸﺮﻳﺢ ﺷﺪﻩ ﺑﻪ ﺗﻔﺼﻴﻞ ﺩﺭ ﻣﻴﺜﺎﻕﻫﺎﻯ ﺑﻴﻦﺍﻟﻤﻠﻠﻰ ﺣﻘﻮﻕ ﺑﺸﺮ‪،‬‬ ‫ﻭ ﺑﻪ ﻋﻨﻮﺍﻥ ﻣﺎﻧﻌﻰ ﺑﺮ ﺳﺮ ﺭﺍﻩ ﺭﻭﺍﺑﻂ ﺩﻭﺳﺘﺎﻧﻪ ﻭ ﺻﻠﺢﺁﻣﻴﺰ ﺑﻴﻦ ﮐﺸﻮﺭﻫﺎ ﻣﺤﮑﻮﻡ ﮔﺮﺩﺩ‪.‬‬ ‫ﻣﺤﺎﮐﻤﮥ ﻗﺮﻳﺐﺍﻟﻮﻗﻮﻉ ﻳﺎﺭﺍﻥ ﺍﮐﻨﻮﻥ ﺧﻮﺩ ﺍﻳﺮﺍﻥ ﺭﺍ ﻣﺤﺎﮐﻤﻪ ﻣﻰﮐﻨﺪ‪ .‬ﺑﻪﻋﻼﻭﻩ‪ ،‬ﻣﺤﺎﮐﻤﮥ ﻏﻴﺮﻋﻠﻨﻰ ﻳﺎﺭﺍﻥ‪،‬‬ ‫"ﺍﺳﻼﻡ" ﺍﻳﺮﺍﻧﻰ ﺭﺍ ﺩﺭ ﻣﻌﺮﺽ ﻣﺤﺎﮐﻤﮥ ﻋﻠﻨﻰ ﻗﺮﺍﺭ ﻣﻰﺩﻫﺪ‪ .‬ﺍﻳﻦ ﺳﻴﺎﻩﺑﺎﺯﻯ ﺷﻴﻌﻪ ﺩﺭ ﻣﻮﺭﺩ ﻋﺪﺍﻟﺖ‪ ،‬ﻓﺮﻭﭘﺎﺷﻰ ﻭ‬ ‫ﻫﺰﻳﻤﺘﻰ ﺗﻤﺎﺷﺎﻳﻰ‪ ،‬ﺗﻘﻠﻴﺪﻯ ﻣﻀﺤﮏ ﺍﺯ ﻓﺮﺍﻳﻨﺪﻯ ﻣﻨﺎﺳﺐ‪ ،‬ﺍﻧﺤﺮﺍﻑ ﻭ ﻧﺎﺑﻬﻨﺠﺎﺭﻯ ﻋﺪﺍﻟﺖ "ﺍﺳﻼﻣﻰ" ﺍﻳﺮﺍﻧﻰ‪،‬‬ ‫ﺍﺳﺘﻨﮑﺎﻑ ﻓﺎﺣﺶ ﺍﺯ ﻣﻮﺍﺯﻳﻦ ﺟﻬﺎﻧﻰ ﺣﻘﻮﻕ ﺑﺸﺮ‪ ،‬ﻟﻄﻤﻪﺍﻯ ﺑﺮ ﻭﺟﺪﺍﻥ ﻗﻀﺎﻳﻰ‪ ،‬ﺍﻫﺎﻧﺘﻰ ﺑﻪ ﻣﻨﺰﻟﺖ ﺍﻧﺴﺎﻧﻰ‪ ،‬ﺭﺳﻮﺍﻳﻰ‬ ‫ﺑﻴﻦﺍﻟﻤﻠﻠﻰ ﻭ ﺧ ّﻔﺖ ﻭ ﺑﺪﻧﺎﻣﻰ ﻣﻠّﻰ ﺭﺍ ﻭﻋﺪﻩ ﻣﻰﺩﻫﺪ‪.‬‬ ‫ﺟﺎﻣﻌﮥ ﺑﻴﻦﺍﻟﻤﻠﻠﻰ‪ ،‬ﻃﺒﻖ ﻣﺎ ّﺩﻩ ‪ ۳‬ﺍﻋﻼﻣﻴﻪ ﻣﺤﻮ ﮐﻠّﻴﻪ ﺷﮑﻞﻫﺎﻯ ﻧﺎﺑﺮﺩﺑﺎﺭﻯ ﻭ ﺗﺒﻌﻴﺾ ﻣﺒﺘﻨﻰ ﺑﺮ ﺩﻳﻦ ﻳﺎ‬ ‫ﻣﻮﻇ ﻒ ﺍﺳﺖ ﺁﺷﮑﺎﺭﺍ ﭼﻨﻴﻦ ﺍﻗﺪﺍﻣﺎﺗﻰ ﺭﺍ ﻣﺤﮑﻮﻡ ﮐﻨﺪ‪ ،‬ﻭ ﺍﻳﻦ ﺷﺮﺍﻳﻂ ﻗﺎﻧﻮﻥ ﺑﻴﻦﺍﻟﻤﻠﻞ ﺭﺍ ﭘﻴﺶﺷﺮﻃﻰ ﺑﺮﺍﻯ‬ ‫ﻋﻘﻴﺪﻩ‪ّ ،‬‬ ‫ﺭﻭﺍﺑﻂ ﻋﺎ ّﺩﻯ ﺩﻳﭙﻠﻤﺎﺗﻴﮏ ﻗﺮﺍﺭ ﺩﻫﺪ‪.‬‬ ‫ﺍﻳﺮﺍﻥ ﺑﻪ ﺯﻭﺩﻯ ﻳﺎﺭﺍﻥ ﺭﺍ ﻣﺤﺎﮐﻤﻪ ﺧﻮﺍﻫﺪ ﮐﺮﺩ ﻭ ﺑﺎ ﺍﻧﺠﺎﻡ ﺩﺍﺩﻥ ﺍﻳﻦ ﮐﺎﺭ‪ ،‬ﺍﻳﺮﺍﻥ ﺑﻪ ﻃﻮﺭ ﻏﻴﺮﺍﺭﺍﺩﻯ ﻭ ﺑﻪ ﻧﺤﻮﻯ‬ ‫ﺗﻮﺳﻂ ﻳﺎﺭﺍﻥ ﻣﺤﺎﮐﻤﻪ ﺧﻮﺍﻫﺪ ﺷﺪ‪.‬‬ ‫ﺍﻧﻌﮑﺎﺳﻰ ّ‬ ‫ﺩﺭ ﺍﻳﻦ ﺻﻮﺭﺕ‪ ،‬ﺍﮔﺮ ﺍﻳﺮﺍﻥ "ﻳﺎﺭﺍﻥ" ﺑﻬﺎﺋﻰ ﺭﺍ ﻣﺤﮑﻮﻡ ﻧﻤﺎﻳﺪ‪ ،‬ﺧﻮﺩ ﺍﻳﺮﺍﻥ‪ ،‬ﻃﺒﻖ ﻣﻔﺎ ّﺩ ﺭﻭﺷﻦ ﻭ ﺻﺮﻳﺢ ﻣﺎ ّﺩﮤ‬ ‫‪ ،۳‬ﺩﺭ ﺩﺍﺩﮔﺎﻩ ﻋﻠﻨﻰ ﺍﻓﮑﺎﺭ ﻋﻤﻮﻣﻰ ﺑﻴﻦﺍﻟﻤﻠﻠﻰ "ﻣﺤﮑﻮﻡ ﺧﻮﺍﻫﺪ ﺷﺪ‪".‬‬
