Members agreed that the January meeting would focus on preparing the Policy IOA Revision Overview for BOE Policy Committee. (Please note this means we must reschedule MS Reform overview.)

After welcoming all members and introducing Natalie Howard, MCPS teacher, to the AEI Committee, Kay Williams reviewed the agenda and inquired if there were any amendments to the agenda. Ground rules were reviewed. Action Items Review from 10/16/08

November Feedback At the November meeting, there was positive feedback regarding the MCPS processes for monitoring and accountability of schools and praise for the AEI monitoring data. There was also appreciation for the group's sharpening of the draft policy language. There was a suggestion to add a question to the feedback form to ask whether the meeting is serving the purpose of the committee charge. Policy Revision • A question was raised about next steps for the Draft policy, the general time frame for the approval of the policy and development of the regulation. • There was a request to submit a Minority Report with the staff draft of the policy. Policy Position - Reporting and Communication, Professional Development, Coordination • Edits and suggested wording were captured and will be reflected in the draft of the Policy to be reviewed at the January meeting. Feedback for this meeting should be submitted to Kay by January 8, 2008. • There was discussion about the composition of the "management structure [which] will be funded to clearly delineate the roles and responsibilities for accelerated and enriched programs and services at the system and school levels to ensure the development and maintenance of program excellence." • Language defining routine professional development was captured for the regulation. • Further description of coordination will be delineated in the regulation. Policy IOA Revision Overview • In anticipation of Board review, AEI staff developed the Policy IOA Revision Overview. The document will serve to capture the issues around which the AEI Advisory Committee has had the most discussion over the last year. It functions to share the thinking behind the policy revision and documents how these issues are addressed in the current policy, the subsequent draft committee recommendations for these issues, and the response to these recommendations in the staff draft policy. The document will also capture any differing perspectives on these issues. • Kay shared the function of the document by working through the issue of grouping. o Regulation IHB RA School Academic Grouping Practices indicates that grouping decisions are determined at the school level.



o While there seemed to be some consensus around the draft committee recommendations, differing perspectives on grouping were expressed. While some members believed the draft policy's term "varied grouping" referred to the option of using both homogeneous and heterogeneous grouping, others expressed wanting to mandate homogeneous grouping. All committee members are to review a draft of the Policy IOA Revision Overview in anticipation of a request to review Policy 10A from the Board Policy Committee. This document will provide reviewers a synopsis and show where the committee reached consensus and where there are differing perspectives.
