Applications in the prescribed format given below are invited trom intending and eligible candidates for engagement as Full Time Resource Persons (FTRPs) tor imparting teaching In vocational subjects in Government Vocational junior College (GVJCs) of the state on contract basis. The scheme of Vocationalisation of Secondary education under which such FTRPs are proposed to be engaged is a temporary scheme which may be discontinued by the state government either wholly or in part at any time without prior notice. Engagement of such resource Persons (FTRPs) shall only be engaged in approved vocational subjects and such engagement shall be made on contract basis initially for a period of one year which may be extended for a period not exceeding one year at a time, as Government may determine, subject to satisfactory performance of the incumbent and continuance of the vocational subjects in the institution as well as need for the post which would be decided by Government. Eligibility: (a) He/She shall be a citizen of India (b) He/She must be able to speak, read and write Oriya and must have passed the H.S.C. Examination or equivalent examination with Oriya as a language subject or passed Oriya test examination equivalent to M.E. School standard conducted for the purpose, (c) He/She must possess the qualification and experience relevant to the trades as stated above (d) The candidate shall have attained the age of 21 years and shall not have attained the age of 40 years as on 3st July 2009. Provided that if suitable candidates are not availabls within the age group specified above, a candidate who has crossed the age of 40 years or a retired person of any age possessing requisite qualification and experience may be considered.The FTRP shall be paid a consolidated remuneration of Rs. 5.000/- per month. No other allowances shall be admissible. Remuneration shall be proportionately reduced in case a FTRP remains absent otherwise than on Casual Leave or on official duty with approval of the competent authority. The candidates belonging to P.H/Ex-Servicemen./Sports person shall be adjusted against the categories to which they belong. (b) In case of non-availability of eligible/suitable women candidates belonging to the respective category, the unfilled vacancies shall be filled up by suitable male candidates of the same category. (c) Exchange of reservation between SC & ST will not be considered. (d) The number of vacancies to be filled up on the basis of this recruitment is subject to change by Government without notice depending upon administrative exigencies at thediscretion of the State Government. 3. AGE A candidate should be under 33 (thirty three) years and over 21 (twenty one) years of age on the 1st January, 2009 i.e. he/she must not have been born earlier than 2nd January, 1976 and not later than 1st January, 1988. The upper age limit is relaxable by 5 (five) years for candidates belonging to the categories of Scheduled Castes, Scheduled Tribes, Women and Ex-servicemen, 3 (three) years for candidates belonging to Socially & Educationally Backward Classes (S.E.B.C.) and by 10 (ten) years for Physically Handicapped candidates. Provided that in case a candidate who comes under more than one category mentioned above, he/she will be eligible for only one age relaxation benefit, which shall be considered most beneficial to him/her. SAVE AS PROVIDED ABOVE, THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED. Date of birth entered in the High School Certificate or equivalent Certificate issued by the concerned Board/Council will only be accepted by the Commission. 4. QUALIFICATION A candidate should possess a Master’s Degree in the concerned subject from a recognized University with at least 55 % of marks or its equivalent grade with a 2nd Class in the Bachelor’s Degree and a consistently good academic record. Provided that candidates belonging to the Scheduled Caste and Scheduled Tribe should posses a Master’s Degree in the concerned subject from a recognized University with at least 50 % of marks or its equivalent grade with a 2nd Class in the Bachelor’s Degree and a consistently good academic record. 5. PLAN OF EXAMINATION (a) The examination will be conducted in the following successive stages – (i) Written Examination; (ii) Viva Voce

(Personality Test) The written examination will consist of two papers. General English and General Knowledge will be covered in Paper-I consisting of 100 marks. The examination in the concerned subject will cover 100 marks in Paper-II. Each paper will be of 3 hours duration. Candidates are required to answer the papers in English except the Language Papers. (c) No candidate securing less than 33 % marks in written examination shall be called for Viva Voce. From among those candidates who have secured the minimum percentage of 33 percent, the Commission shall call for interview, candidates in order of merit equal to three times the number of vacancies in any subject if the vacancies are up to 50 and not less than twice and not more than thrice the numbers of vacancies as the Commission may determine, when the vacancies exceed 50 provided that ten candidates for the vacancies up to 2 and fifteen candidates for 3/4/5 vacancies shall be called for viva voce. (d) The Commission shall conduct the Viva Voce for 25 marks. Any candidate securing less than 30 % marks in the Viva Voce will be held unsuitable. 6. BROAD OUTLINE OF SYLLABUS Paper-I (A) General English: The question paper in General English will be designed to test the candidate’s understanding of English and workmanlike use of words. The pattern of questions would be as follows : 1. Precis writing of a passage of around 300 words - 10 marks 2. Translation from Oriya to English 10 marks 3. Grammar, uses and Vocabulary 15 marks 4. Short Essay within 400 words 15 marks Total50 marks The standard of questions of General English may be equal to Higher Secondary Level (+2 Level). (B) General Knowledge: The paper in General Knowledge will include knowledge of current events and matters as of everyday observation and experience in the scientific aspects of life as may be expected of an educated person. The paper will also include questions on History of India and Geography of such standard which the candidates should be able to answer without special study. Total 50 marks. Paper-II Subject Paper: The questions on the concerned subject will be of Master’s Degree standard. Total 100 marks. 7. PLACE OF EXAMINATION : The examination will be held at Cuttack. It may also be held at Bhubaneswar/ Balasore/Berhampur/Sambalpur depending on the number of applicants from the respective zone. (b)

The candidates are to mention their choice of Examination zone at the appropriate place in the prescribed application form. 8. EXAMINATION FEE : A candidate is required to pay a non-refundable and non-adjustable fee of Rs.100/- (Rupees hundred) only either in shape of deposit of the amount in the Government Treasury under the Head “0051P.S.C.-105-State P.S.C. Examination Fees”, or in the form of Crossed Indian Postal Order payable to the Secretary, Orissa Public Service Commission at General Post Office, Cuttack or Account Payee Bank Draft/Pay Order drawn in favour of Secretary, Orissa Public Service Commission payable at any Scheduled Bank at Cuttack. Treasury Chalan with wrong mention of Head of Account or wrong mention of designation of the authority in the I.P.O./Bank Draft/Pay Order shall not be accepted. The original Treasury Chalan/Postal Order/Bank Draft/Pay Order, as the case may be, must be sent to the Commission along with the application. Neither claim for refund of fee will be entertained nor the fee will be held in reserve for any other recruitment/purpose. Applications not accompanied by the prescribed fee shall be summarily rejected. Candidates belonging to Scheduled Castes and Scheduled Tribes of Orissa only are exempted from payment of this fee. 9. OTHER ELIGIBILITY CONDITIONS : (a) (i) The candidate should be a citizen of India; (ii) He/She should be able to speak ,read and write Oriya and have- Passed M.E. School Examination with Oriya , as language subject; Or Passed Matriculation or equivalent examination with Oriya as medium of examination in non language subject; Or Passed in Oriya as a language subject in the final examination of Class VII or above; Or Passed a test in Oriya in M.E. standard conducted by the Department of School and Mass Education. (iii) A person, who has more than one spouse living, will not be eligible for appointment unless the State Government has exempted his/her case from operation of this limitation for any good and sufficient reasons (iv) Government servants, whether temporary or permanent, are eligible to apply provided that they possess the requisite qualification and are within the prescribed age-limit as provided under Para-3 and 4 of the advertisement. They must inform their respective Heads of Offices in writing regarding submission of their applications for this recruitment and obtain “No Objection Certificate”. (v) A candidate will not be eligible for consideration if, at any time, he/she has been debarred by any State Public Service Commission or U.P.S.C. from appearing at any examination/interview. (viii) Selection Procedure : Candidates will be called For written examination on 25.10.2009 which would comprise the Following: Objective type tests of (i) Reasoning (ii) English Language (iii) General Awareness (iv) Numerical Ability/Data Interpretation Test (v) Professional Knowledge (for post in group A) Test papers (i), (iii), (iv) and (v) shall be in both English and Hindi. The first four tests i.e. Test of Reasoning, English Language, General Awareness and Test of Numerical Ability will be common for all candidates. Standards of fitness for PH Person :A) For Loco motor or Cerebral palsy (OH): Fitter : Lower limb partially damaged from one side can join. B) For Hearing Handicapped : Only deaf / dumb or deaf-mute. A physically handicapped person who wants to avail the benefit of reservation would have to submit a disability certificate issued by a competent authority (i.e issued by Medical Board / Govt. Ex-servicemen who have already joined the Govt. Service on Civil side after availing of other benefits given to them as ex-servicemen for further employment can not claim ex-servicemen status for the purpose of their engagement. Such a person will be deemed to be Civil employee and will accordingly be entitled to only such of the benefits like relaxation of age etc, as admissible to Civil employees in the normal course in accordance with existing instructions in this regard subject to his fulfillment of conditions governing the grant of such benefits. Candidates equal to 1.25 times of the number of slots for Act Apprentices shall be called for verification of original testimonials and their physical fitness, (b) A final merit list will be prepared equal to the number of slots in the descending order of percentage of marks obtained by the candidate in the Matriculation or 10th Class in 10+2 Examination system, (c) Candidates finally enlisted should be engaged subject to found fit in appropriate Medical Examination by Railways as applicable for the Workshop and for the Howrah Division, (d) No daily allowance/conveyance allowances or traveling allowance will be paid to the candidate who will be called for verification, (e) No hostel accommodation will be provided and selected candidates will have to make their own arrangement during their training as per Apprentice Act, 1961 and they will be released on completion of the training. After passing the course of Act Apprentice there will be “NO GUARANTEE FOR THEIR EMPLOYMENT ON THE RAILWAY” Agreement of Training : Before commencement of the Apprenticeship training in the designated trade, the selected candidate or, if he is a minor, his guardian has to enter into a contract of apprenticeship with the employer. Medical Fitness : - Selected candidates will be engaged in the Apprenticeship subject to the Medical Fitness to be certified by a Railway Doctor, The decision of the administration in regards to acceptance or otherwise of any application even without assigning any reason or in regard to selection of the candidates & their training will be final.
