A Quick/Short Overview  of the new Rule Changes in   RRS 2009‐2012  Tom Downing tmdatanet @ msn.com

  The goal of these Rule changes will have been achieved if current racers hardly notice a change and if new racers find the rules more consistent and easier to follow.

The major changes in Section C are intended to make the new rules simpler and less ambiguous. They do not ‘switch off’ the basic ROW rules. They eliminate exceptions. They clarify which rules apply at marks /obstructions and they continue to discourage contact. The Major Rule Changes: • Rule 17 – On the Same Tack; Proper Course • Rule 18 – Mark Room • Rule 19 – Room to Pass an Obstruction • Rule 20 – Room to Tack at an Obstruction There are also major Definition changes: There are added new definitions: Fetching, Mark Room, ‘Zone’ There are modified Definitions: Obstructions, Clear Astern and Clear ahead; Overlap, Finish “Old” Rule 18 has been modified into 3 new Rules for the new RRS. Rounding Marks - Rule 18, Passing an Obstruction Rule 19, Tacking at an Obstruction – Rule 20. Incorporates the definitions: Fetching, Mark Room, Obstructions, Clear Astern and Clear ahead; Overlap, The ‘Zone’ RRS 18 still does not apply: When boats are not required to leave the mark on the same side When boats are on opposite tacks to windward Boats on opposite tacks but the Proper Course for one but not both is to tack At a starting mark surrounded by navigable water When one boat hails for “room” to tack ‘Old’ RRS 18 applied but ‘new’ RRS 18 does not Coming and going from the mark. At an obstruction At a continuing Obstruction Outside the Zone Two new Concepts The Zone: The 2 Boat Length Circle is now adjustable by the SI’s. Rule 18 applies when one overlapped boat has its hull in the zone (initially 3 BL’s) Mark Room: “Sailing to the mark”. Burdened boat must sail to the mark & is entitled to a seamanlike rounding “at the mark”. She can sail her “proper course” after the mark. Boat has rights to tack only if she is windward and inside of a boat required to give mark room Rule 17.2

Deleted! You can now sail ‘down’ to ‘protect your inside overlap.

Rule 18.4

Gybing When an inside right-of-way boat must Gybe at a mark to sail her PC she may not sail below her PC before gybing.

When rule 19 applies, the hailed boat shall give the hailing boat room to tack and avoid her Outside Help – You won’t be allowed to continue racing Penalties at the Time of an Incident – substantial revision Movable Ballast – unset sails included as movable ballast
