August 28, 2006 Dear Editor in chief, A scholar asked: “Could unskilled people be searched and be trained to have better job or better business?” The A.I. answered: “Let us also accept another fact: Poor self esteem and unemployment or under employment…! What is the cause? Lack of education and over supply of people; or population explosion! Therefore, going over sea jobs enters in. However, what other solution could the government think of? In some countries, just to let people have work, they give other people chance to work too by having rotations and batch by batch. In the morning, another batch would work, in the afternoon another batch also but with good pay. In some rich countries, the 50 pupils per one teacher are being decreased to one teacher per 25 students. What is money? It is just something to buy or something to motivate people to work and survive and enjoy life; or to have the ability to consume something so that there should be cycle or flow. What if machine, computer program diminishes man’s chances to work? Could consuming good be stopped or diminished? Now, a robot cannot entertain, cannot compete in sports, so entertainments, sports, visits-tourists, health care, small business are booming; or must be booming. Now the government should encourage more professionals in every sport like baseball, football, boxing, etc. They should ban cock fighting or rooster fighting! Cock fighting diverts the interest of people. Because people are not encouraged to participate on the arena, rather the cocks or the roosters are. People give so much effort and time to their cock instead to their talent. If there would be plenty of professional sports say football, it could generate employments and lots of the domino effects to the economy. For one football complex, many will be employed such as Janitors, gardeners, maintenance personnel, to name few. If the private sector has not succeeded in opening sports as means for generating employment then why the government? Make study why people with poor self-image or self- esteem are not interested to be in the arena. Do something thru education, books or in education, and in habit forming, etc. from early childhood so that sports could be boosted in the mind of ordinary people rather than be too self-righteous and be too conceited and be too problematic to solve the problem of the world by being suicide bombers or terrorists. Let us vision that almost all the works of human especially those hard and difficult works are being done by robots, and computer programs; so it is good. People would be in entertainments, as sportsmen, in tourist businesses. But on the other hand, law will be passed to limit or ban robots and computer in some areas especially if many people are affected. Some free soft ware programs should be well disseminated to government offices that are good for data bases integration. The system is like one has a secretary, book keeper, auditor, accountant, etc. If ordinary people could have free soft wares for programs for drawing why would the government be ashamed to install them- it is old version or not better as the latest but it is working good. If ordinary families are satisfied to have second hand computer set, why could the government buy second hands drawing plan plotters, so that anywhere in the country a plan could just be plotted thru diskette or Internet. If all the public works offices or agencies have plotter, it is easy to connect to the Central government, the President could see any plan he wants to see example in a wide screen or in a paper plan.” A scholar asked: “Could cooked bidding be checked?” The A.I. answered: “Perhaps yes; bidding could be cooked or manipulated…! Some of the ideas how it might be manipulated are taken from books. I have no proof but I think this is happening. Perhaps some friends or foes of the leaders of countries- most vulnerable are countries with mind set based from tradition of men- might be having juicy deals in some government projects by using the names of the leaders. First some misguided contractors will help the leader in all their needs in the campaign then some misguided contractors- will be friendly to the campaign managers of the leaders. The moment some misguided contractors have a picture that they are closer to the leader, they-the misguided- will now bluff government chiefs, and others that they have helped the leader and they-the misguided- would just want to get what they have invested. They-the misguided will talk on standard operation procedures or SOP. It runs to 40% to 10% commissions. They- the misguided- will cook the biddings, and computes all what they invested and insert them either in prices and some on the quantities. The auditors will not recognize them, because it is hard to compute again the bill of quantities and materials. Then even the estimates are jacked up. They-the misguided- still could have savings on the actual installations of materials. They could hide the savings on the items that could not be seen when the project is finished.

The reality is that the actual cost of the project is really 50% to 60% only. The 40% goes to other pockets. Whether the national government is sincere in their campaign on corruption, the local will really do something. If the SOP is up there, the local could still do but just little. However, sometimes, some misguided contractors are bluffing, they say ‘there is really SOP up there; but the truth is, there is none so the 40% goes to the misguided contractor. Then on the bidding, what they-the misguided- do is to contact already their fellow weak contractors and they arranged… perhaps 3% of the cost will be divided among the group just to pay for using their licenses. The innocent bidding committee would really know the bidding is genuine because there would be cam recorder, etc. but the reality, it is already cooked. The participants already know the winner. Now, how could the government minimize these situations? How could this be prevented? I think the advertisement of biddings should also be done on the Internet whether local or national. Any one could see what is being bid in a town. I think associations exclusively for say a local area should be discouraged because they organized and they connived. However, if there is no exclusive association, or the bidding is open to all whether you are from region 1, one can bid in region 3; connivance could be minimized. It is hard to destroy connivance. Even high tech or computer programs would not know if there is connivance. I think SOP will still be with the government. It is very hard to destroy connivance. In some rich countries, in an office, the religions are many, one is a Baptist, the other is an Adventist, a Catholic, a Jew, etc. They seldom connive because at the start they tell to each other that our religion is good than yours, so they compete to be good. They criticize, report, rebuke someone who does something wrong because they don’t want to be accomplished directly or indirectly because it is against their conscience-they don’t want to be silent; because they too are accomplished or part of the wrong doing. However, in some poor countries that the mind set of most people are monopolized by one superior group, they create group or clique, as exclusively lining to a certain politician; if there is no politician, to the boss or chief, and if you go against, you are out of the system. How could it be prevented? It is hard to destroy systems of connivance. If the politician does not know how to get the SOP, the government agency would do something that would benefit them from the SOP. If the politician knows how to get, they still have some. I know in private they could avoid connivance, and some cheating thru checks and balances. In addition, the presence of the owner could really check the cheating. However, in the government, what is in their mind is different. I think there should be a system that should minimize corruption. Rotation of chiefs is very effective, it like driving a truck for hire. If the corrupt driver would make a deal with someone, say he would tell himself that on his next trip he will let you in, the owner will not know, that this trip is for his pocket. However, if the owner would assign him to another truck, the driver will have new route so his deal would be lost. Second, spy or eyes reporting to the owner are effective. Say the corrupt driver has no knowledge of his new companion, he would think twice before opening to him that he has plan for himself. Therefore, familiarity should always be broken. I think rotations of employees to other places should be encouraged so that clique, groupings, exclusively teaming could be avoided. Say Public Work Department, offices I, II, III: If they could be close to each other say, 20-50km distance, employees and designations should be rotated on a six-month basis to avoid familiarity among them. Secret suggestion boxes should be encouraged. Inspections from the national governments should always be conducted. Auditors should also be rotated on an irregular basis. Say 3, 6, 9 months or any time so that the some contractors could not predict whom… he would approach and befriend. Citizens really could not do anything, even media… about over price, jacked up of materials. So it is very difficult to deter or put a stop on connivance except thru rotations of chief and rotations of designations, and spies. Politicians idealistic or not…he really would be tempted to do something against his conscience or even kill his conscience… if offered by a Mercedes Van, Brand New Car, etc. In the future, estimates and bill of materials might be double checked by machines or programs. Scanners could scan the plans and there could be a program that could understand the plans. Then the result will be compared to the estimates made by man, and then if there is great difference, a double check will be requested by the program. All plans shall be standardized and free soft ware would help a lot. Programs could be researched to determine really how many materials are needed. Tables about volumes of

concrete per part say foundations, columns, beams, & cutting list of reinforcing bars should always be a part of the plans, so that estimates in biddings are the same except on prices. From someone,
