Chapter 1 The Problem and Its Setting Introduction Nowadays, an increase in crime incidence came in many forms all over the world. Its a general knowledge that Some people have criminal intentions and these are threats to property, people and the likes. It is necessary for us to keep safe and live without fear from life threats. Crime prevention and detection program are widespread and used all over the world particularly in some places and institutions here in the Philippines. This is to prevent and deter crimes and other related activities and protect the citizens and their properties against criminals. Crime prevention and detection program is useful in the life of people and somehow advantageous. One of the medium use is CCTV. CCTV have become highly significant security measure in crime prevention (Gill & Spriggs, 2005). As personally encountered by one of the researchers of this study while he and his boardmates were in school attending classes the criminal entered the boarding house and picked-up everything that can be useful to them but by means of one of the installed CCTV of the Barangay the said criminal was apprehended and also the things taken were retrieved. In this days and age, it is critical to take security seriously. Some people think that crime prevention and detection is hard in this days because of the different modus operandi of different criminals but with the help of crime prevention and detection programs, preventing crime and detecting criminal is much easier. Different institutions use programs to lessen crime and secure people’s lives and properties. With the rapid rise of crime rates and breaking-in and entering, it is very important to mull over the available security options and choose one that is the best fit for us, especially in use towards crime prevention detection. 1

Significantly, the government and other institutions such as Police, NBI, PDEA, and even the small institutions such as, Barangays and Puroks. Should provide programs for security measures for public and personal reasons. The present study determined the effectiveness of crime prevention and detection programs of the aforementioned barangay. The researchers would like to convey knowledge on the different techniques and methods made by the local barangay.

Background of the Study Barangay IV (Mantagbac) is one of the 25 barangays of Daet, Camarines Norte. It is an urban area and is composed of nine (9) Puroks with total land area of 13.0758 hectares. Its boundaries are Barangay V in the North, Barangay III in its South, Barangay VI in the East and Barangay Lag-On in the West. The reference point of the barangay is its barangay hall wherein the location of the main control and monitoring of the CCTV surveillance cameras are situated. There are 10 positioned cameras within the barangay, one in every purok, located along the streets and main road of each purok. The person designated in the access and monitoring of the CCTVs is Venus Macaro Franco, an employee of the local barangay. Barangay IV has a total household of 1725 with a total population of 8,545. The Chung Hua High School and Mantagbac Elementary School are the elementary and secondary schools located in the barangay of Mantagbac. There are various establishments located within the vicinity of Barangay Mantagbac, Beauty parlors, Sari-sari stores, Computer shops and other commercial buildings. The streets of barangay serve tricycles and other kinds of public utility vehicles to transport residents

Based on Barabgay records the barangay have nine (9) on-going programs along Crime Prevention and Detection. These are (1) Republic Act 9262 (VAWC ) Program, (2) Women and children Literacy Program, (3) Barangay Anti-Drug Abuse Program, (4) Curfew 9pm – 4am, (5) Barangay Council for the Protection of Children, (6) Children is not allowed to Buy Liquor and Cigarette Program, (7) Not Allowed to drink along the street program, (8) Anti-Gambling Program, (9) Using CCTV in Crime Prevention and Detection Program.

Statement of the Problem The present study determined the effectiveness of crime prevention and detection programs of Barangay Mantagbac, Daet, CamarinesNorte. Specifically, it sought answers to the following questions: 1. What are the crime prevention and detection programs in Barangay IV? 2. What is the level of effectiveness of the crime prevention and detection program in Barangay 4 Mantagbac Daet, CamarinesNorte? 3. Is there a significant difference between the levels of effectiveness of the crime detection and prevention programs in the different Purok of Barangay IV Mantagbac?

Assumptions

1. There are various program in crime prevention and detection in Barangay 4 Mantagbac. 2. Barangay Officials of Barangay 4 Mantagbac Daet, Camarines Norte have their own distinctive perception in the

effectiveness of the crime prevention and

detection program in their Barangay.

Hypothesis There is no significant difference between level of effectiveness of the crime detection and prevention program in the different Puroks of Barangay IV Mantagbac Daet, CamarinesNorte.

Scope and Limitation This study focused on the effectiveness of crime prevention and detection program in Barangay IV ( Mantagbac ), Daet, Camarines Norte during the 2nd Semester of Academic year 2017 to 2018. The respondents of this study are the (100%) Purok officials of Barangay of Mantagbac Daet, Camarines Norte. They were selected because they are the ones enforcing and implementing the different programs, activities and ordinances in the barangay. Data gathering tools used were a self-assessed survey questionnaire and an unstructured interview of the respondents. Purok officials of other Barangay In Daet Camarines Norte are excluded in this study.

Significance of the Study This study could be helpful in acquiring new knowledge and information for the common good, growth and development. Specifically, this research could benefit the following: The Barangay of Mantagbac. This could help increase community awareness, address needs public safety and development, enhance community involvement and promote camaraderie. The Barangay Tanod/Police of Mantagbac. This could help them in identifying and protecting the citizens on the violations from committing violation for o commit the welfare of every citizen of the Barangay, specifically on crime awareness and prevention.

The Faculty and Educators of OLLCF. This could a new knowledge for them to adopt new techniques on the awareness on their students on the effectiveness in crime prevention and detection and deter them from criminal acts. This could help educators to formulate a systematic approach to the student to empower students. The OLLCF Administration. This result could provide information and awareness and learning on community policing against crime prevention and detection The Students of OLLCF. They could gain knowledge and awareness about the topic and be able to use/apply it for personal safety, they could be able to impart knowledge to other people The Researchers. This could help them to gain a knowledge and perspective on community safety for the good of the family, The new knowledge could be useful in their future studies or experiences. The Future Researchers. The research findings could give future researchers data and essential information in the conduct of their on research making it more research reliable, efficient and effective.

Definition of Terms For clarity and better understanding of this study, the following terms were defined operationally and conceptually. Barangay. Pertains to the smallest administrative division in the Philippines.(Wikipedia) CCTV. An acronym for Closed Circuit Television, It is a surveillance camera that records digital features and/or images and stores information which can be retrieved.(Wikipedia) Crime. It is defined as an action or omission that constitutes an offense that may be prosecuted by the state and is punishable by the law.

Crime Prevention. Pertains to the attempt to reduce and deter crime and criminals and is applied specifically to efforts made by the governments to reduce crime, enforce law, and maintain criminal justice. (Wikipedia) Detection. Pertains to the action or process of identifying the presence of something concealed.(Merriam Dictionary) Effectiveness. Pertains to the degree to which something is useful in producing a desired result.(Wikipedia) Program. Refers to a planned series of future events, items, or performances. (Merriam Webster) Prevention. This refers to the action of stopping something from happening or arising.(Merriam Dictionary) Video Surveillance. Refers to the technology system of surveillance by cameras which can be set up and used by public authorities on public places for crime prevention and/or crime prosecution.(Wikipedia)

Chapter 2 Review of Related Literature and Studies This section presents provides an overview of the related literature and studies of the present study. It includes the different findings, methodologies, and conclusions related to the present research. This section also provides the theoretical framework and conceptual framework, the synthesis and gap bridged by the study. The foreign and local literature and studies served as a guide and support in the interpretation and analysis of the data gathered.

Related Literature Cagayan de Oro City Police Office (COCPO, 2015) has identified 16 anti-crime councils and organization in the city and in the 80 barangay covered; all mandated by existing government laws and DILG memoranda. These anti-crime groups are identified as follows: City and Barangay Peace and Order Council, City Crime Watch, Kilos Laban sa Droga, Barangay Police Forces, Barangay Police Development Community, Clean 10 Phils, City Barangay Disaster Coordination Council, Barangay Assistance Center, Regional/City KILL DROGA Movement, Road and Traffic Administration, Communication Center, KAPATID and the Illegal Drug Prevention Coordinating Council. DG Bartolome (2015) emphasized the vitality of random mobile checkpoints, and foot and mobile visibility patrols in accordance with the Police Integrated Patrol System to prevent criminals in executing their lawless activities. “Security patrols in residential areas will be also enhanced with the support of volunteers or force multipliers to prevent break-ins and akyatbahay,” the PNP Chief added.In an intensified drive against criminality, police visibility certainly plays a big role in maintaining peace and order. The mere presence of a policeman in a busy area

could always deter a criminal from pulling off his trade. That is why patrolling, even in remotest areas, has become an essentially part of police routine to prevent lawlessness. It cannot be denied that criminality thrives in the absence of security. However, crimes of different types will never succeed if safety measures are put in place. Former DILG Secretary Ronaldo V. Puno (2015) stated in his message on the PNP Manual on Barangay Peacekeeping Operations and Barangay Peacekeeping Action Team: “The Barangay Peace Keeping Operation (BPO) and The Barangay Peacekeeping Action Team (BPAT) were provided to address concerns on peace, order and safety in the grassroots level, the barangay. That, it will create an impact on the lives of our citizens on a real time basis to be enjoyed by the smallest but the most important group of our community, the Filipino Family. Thus, the success of BPO systems is determined by the groundswell of support as well as acceptance and approval from the public. Once stability and security is attained, progress and development will bear the fruits of bliss and prosperity readily felt and enjoyed by our countrymen”. Former PNP Chief Raul M.Bacalzo (2016) stated that the Philippine National Police is committed to ensuring public safety and reducing the fear and the incidence of crime in the community. But there are many things each and every community member can do to reduce his or her chances of becoming a victim or prevent the incidence of crime from happening. PSSUPT Roland Vicente, Chief, Plans and Programs Division (2016) stated that Strong Community relation between Barangay Officials and Philippine National Police could improve the crime prevention strategy of the Philippine National Police. He further stressed that experts define public perception as the difference between an absolute truth based on facts and a virtual truth shaped by popular opinion, media coverage and/or reputation. Celebrities, politicians and even

police organizations faced the same scrutiny by the public they serve, and it can be very difficult to overcome a negative public perception. To reverse this negative public perception, the Philippine National Police continues to reinvent its policing system and implementing programs to regain public support and trust. Republic Act No. 7160 also known as THE LOCAL GOVERNMENT CODE OF 1991, BOOK 3, and CHAPTER 1 SEC. 38, entitled Role of the Barangay. Provides “As the basic political unit, the barangay serves as the primary planning and implementing unit of government policies, plans, programs, projects, and activities in the community, and as a forum wherein the collective views of the people may be expressed, crystallized and considered, and where disputes may be amicably settled’’ According to Herman of the University ofWisconsin Law School (2016),‘’maintaining good relationship with all the elements of the population of a community should be regarded by police officials as a goal of the greatest importance on its own merits. ‘’ According to Police Senior Inspector Gonda (2015), Crime and Criminality is present everywhere, crime is a social concern; it is a concern of every individual in the society. Everyone should be involved in preventing the occurrence of crime, since crime cannot be controlled. The study of Lieutenant Karen K. Patterson (2015) In December, 2015, the University of Cincinnati Police Division helped to coordinate a crime prevention project aimed at raising student awareness of crime problems around campus. The primary objective of this project was to reduce crime occurring over the academic winter break in residential areas surrounding the west campus of the University of Cincinnati.1 In years Former Police Director Leopoldo N. Bataoil, CEOVI Chief of Directorial Staff (2015) states in his message on the PNP Manual on Barangay Peacekeeping Operations and Barangay

Peacekeeping Action Team: The Philippine national Police Barangay Peacekeeping Operations (BPO) and The Barangay Peacekeeping Action Team (BPAT) were conceptualized to provide better services to the citizens. Thus, the proper conduct of barangay peacekeeping is paramount in the success of this system in order to guarantee an improved security and safety situation in the whole country. The BPO / BPAT manual is written to guide the next generation guardians of peace and order and safety of the communities to ensure their effectiveness and efficiency of not only PNP but also the leader in the local government empowering effectively of the security and safety needs of their respective constituents. According to Purpura (2016) for police to successfully interact with the citizens solve problems, and reach the goals of community policing, he must understand themselves this is an ingredients often missing from human relations training programs. Understanding yourself is so important that it is the foundation of effective policy. By understanding yourself (e.g. your attitudes, likes and dislikes) you are able to improve your interactions relationship with others. According to Emmanuel Barthe in his Crime Prevention Publicity Campaigns Response Guide No. 5 (2015) stated that developing innovative efforts to reduce crime and social disorder is an integral part of modern police work. Police agencies that undertake such interventions should consider advertising their work and ideas, and disseminating it to baranggay officials to aid in the awareness of the public. Departments can help remove crime opportunities by teaching and encouraging the public to adopt better self-protection measures, or they can warn offenders of increased police vigilance or improved police practices. When designed properly, publicity campaigns can offer police departments another problem-solving tool in the fight against crime. Publicity serves to pass relevant information to potential offenders and victims. Informing a

community about a crime problem, introducing target-hardening measures, or warning of increased police patrols can lead to an increase in self-protection and/or a decrease in offenses.

Related Studies PCSUPT Benjamin Magalonget. al. (2012) emphasized that Police-Community Relations is a slowly evolving policing system that is being adopted by police organizations worldwide. This policing system can be equated with diplomacy such that even the subjects of policing actions view the system as the most acceptable form of police-community interaction to ferret out crimes, ensure public safety, or maintain peace and order. According to the research conducted by Elmaco et. Al. (2016) Titled “Citizens’ consciousness On Crime Preclusion Strategies in Baguio”, The Findings of which Are Summarized As Follows; (1) 16 “Complete Awareness” Ratings Were Obtained for the Protection against Snatchers, Pickpockets And Other Robbers and 6 Against Protection And Kidnapping Molestation and 9 In Sex Criminals. (2) 7 “High Personal Security” Ratings Were Obtained For The Personal Security And It Implies Thirteen (13) “Very High Personal Security”. (3) On The Other Hand, There Is A Significant Relation Between The Level Of Awareness And Crime Prevention Techniques And The Level Of Personal Security Among The Residents. Antonio (2016) concluded that the perceptions on the effectiveness of the organization in Pili, Camarines Sur of the members of the PNP and Barangay Tanods specifically their competence in fighting crimes and criminality revealed that both the PNP and Barangay Tanods of Piili, Camaines Sur were indecisive of the cause of crimes and criminalities in their area of responsibilities because consequently, there was significant relationship between perceptions of

the PNP and Barangay Tanods on the effectiveness and level of efficiency of the PNP in Pili, Camarines Sur. The study of George Cruz in his study Community Policing neighbourhood strategy and philosophy (2015) based on the notion that community interaction and support can help control crime with the community members helping to identify the suspects, and bring problems to the attention of police. The police and the police department are involved as members of the community and the idea is to create bonds of trust and reliance between police and the public. The study of Alexander James (2013) The United States International University (USIU of Kenya) along with the Kenya Institute of Administration (KIA) with the support of the Open Society Initiative of Eastern Africa (OSIEA) plans to conduct a seminar series in crime and violence prevention in Kenya. The seminars aimed at redressing challenges and sophistication of the crime prevention discourse in Kenya. The program hoped to take advantage of the opportunity provided by the promulgation of the new constitution to sensitize policy makers and policy implementers in Kenya to the effective use that can be made of community actors and local assemblies to prevent crime. Crime prevention has been part of the Kenya government’s policy agenda for many years now. As far back as 2003, the government initiated a sector-wide reform program, Governance, Justice and Law and Order Sector (GJLOS) coordinated by the Ministry of Justice and Constitutional Affairs that among others, prioritized reforms to enhance crime prevention approaches. Further, Vision 2030, the main policy document underpinning all government planning in Kenya, recognizes that crime prevention is key in achieving the objective of “a society free from danger and fear.”

Prior to the intervention, police observed that a substantial number of property victimizations occurred when residents left the area for the holidays. Police claim they experienced a notable increase in the number of reported property crime once the residents returned. Most of the residential areas adjacent to the west campus of the University of Cincinnati are primarily inhabited by students. Therefore, law enforcement officials looking to reduce crime in this area during winter break in 2004 were faced with at least two issues unique to student populations. First, the academic calendar dictates that at certain times of the year, a large proportion of residents will vacate the area, leaving their homes and property unguarded. In addition, the police reforms agenda set out in the report of the National Task Force on Police Reforms (Ransley Report) underscored the importance of crime prevention in policing in Kenya. The subsequent legal and policy proposals in the security sector in general, and in the police forces in particular, have also recognized the expanded nature of safety and security. The ongoing reforms and the prevailing national optimism, provide important opportunities for a national conversation around safety and security. It is an opportunity to complement the tested strategies of crime control with innovative prevention approaches. Crime prevention provides the arena and space where state security experts, experts from a diverse fields and communities can complement each other’s efforts in safety and security. Unfortunately, studies have shown that crime prevention remained poorly understood and underappreciated in Kenya. This seminar series therefore aimed at contributing to the better understanding of crime prevention by policy makers and policy implementers. It is designed to complement and build on the ongoing 3 state, private and community initiatives on crime prevention.\

The study of Mary Fernandez (2015), Over the last few decades, citizens have continued to express support for public police, and, in response, politicians have increased their resources. However, based on evidence, it is unclear if a growth in police resources reduces crime and victimization among the public. In Ontario, the police are expected to be not only enforcers of the law but also to contribute to crime prevention. “Adequate and effective police services must include … Crime prevention…” (Police Services Act, 1990, Part I, 4(2)). The public police are considered so fundamental to peace and good order in society that they are mandated as an essential service. They get high approval ratings from the public (OPS, 2010c). Furthermore, the public largely supports the hiring of more police officers. Police budgets across Canada have doubled from 6.8 billion dollars in 2000 to12.8 billion dollars in 2010 (StatsCan, 2011). During this time, the number of police officers in Canada has increased by about ten percent; so much of this increase is associated with improved salaries and overtime (StatsCan, 2011). Canadian police personnel salaries increased 34 percent between 2000 and 2010 (RCMP, 2010). The average Canadian family income increased only 16 percent over the same period (StatsCan, 2012a). Salaries, wages, and benefits represent over 80 percent of police operating budgets (OPS, 2011). The increased income of police officers has been linked by some to the policing labeling themselves as ‘professionals’.2 The majority of the costs, 60 percent, of the police are incurred by municipalities, who are forced to increase taxes or take funding from other necessary services provided to local taxpayers (FCM, 2012). The study of Adam P. Orton (2015) “The Workshop on Crime Prevention”, which took place in Bangkok in April 2005 in the context of the 11th UN Congress on Crime Prevention and Criminal Justice, represented a major opportunity to assess progress in the application of good crime prevention policy and practice around the world. The workshop was organized by the

International Centre for the Prevention of Crime (ICPC) in collaboration with UN-HABITAT and the United Nations Office on Drugs and Crime (UNODC), three international bodies with a long track record in promoting and supporting crime prevention.1 it was also guided by an international group of experts who met in Paris in 2004. Since the 1980's the notion of crime prevention has expanded and evolved substantially, from being seen as a relatively narrow policing function, to one which involves a much broader transversal approach, and multiple state and community actors. This has mirrored a more general shift among governments away from assuming exclusive responsibility for safety and security for all their citizens, acknowledging the limitations of their ability to provide such security. It can also linked to the evolution of policing approaches away from centralized and hierarchical models, to more community-based and problem solving approaches which engage with the concrete concerns of local citizens. Finally, it is in recognition that relying only on the criminal justice sector, in terms of policing, court systems or correctional facilities, is not a sufficient response to crime and its control, much can be done to prevent crime and victimization before the intervention of the justice system. It is now recognized that prevention takes many forms, that it involves many sectors and levels of government and civil society, and that local authorities and communities have a major role to play, supported by strong sub-regional and national strategies and policy. There is accumulating evidence that many prevention programmers are not only effective in reducing offending and victimization, but cost beneficial, resulting in considerable long-term savings for the investment entailed, and bringing social and economic benefits well beyond reductions in crime.

Synthesis of the State-of-the-Art The related studies and literature gathered by the researchers played an important and considerable role to the development of the present study. The studies and literature stated general viewpoint similar to and distinct from the present one. DG Bartolome (2015) accentuated the vitality of random mobile checkpoints, and foot and mobile visibility patrols in accordance with the Police Integrated Patrol System to prevent criminals in executing their lawless activities. It is related to the present studies because it discussed the different ways in crime prevention to remove crime opportunity it differ however because the present study focused more on the programs of Barangay IV Mantagbac in terms of crime prevention and detection. Former PNP Chief Raul M. Bacalzo (2015) stated that the Philippine National Police is devoted to guarantee public safety and crime prevention in the community. It is related to the present study because it cantered on crime prevention. Purpura (20015), Bermas(2015), David Carter (2016),Police Senior Inspector Gonda (2016), Herman Of The University Of Wiscousin Law School(2010), Pssupt Roland Vicente Chief, Plans And Programs Division (2012) highlighted the involvement of the community or the strength of community relation in crime prevention. It is related to the present study because the present study discusses about crime prevention but it differ however because the previous studies more on community involvement in crime prevention. Emmanuel Barthe in his Crime Prevention Publicity Campaigns Response Guide No. 5 (2016) heightened information dissemination to reduce crimes and social disorders. It is related to the present studies because of crime prevention program it differ however on the types of crime prevention program of the previous study.

Likelwise, Pascual (2015) noted that the goal of CCTV was crime prevention and disorder wherein the detection of crimes and deployment of police personnel were appropriate. It is related to the present study because of the use of CCTV in crime prevention but it differ however because the previous studies is more on crime prevention with the use of CCTV. Theoretical Framework This study is anchored on the following theories:

Crime Opportunity theory suggests that offenders make rational choices and thus chose targets that offer a high reward with little effort and risk. The occurrence of a crime depends on two things: the presence of at least one motivated offender who is ready or willing to engage in a crime, and the conditions of the environment in which that offender is situated, to wit, opportunities for crime. All crimes require opportunity but not every opportunity is followed by crime. Similarly a motivated offender is necessary for the commission of a crime but not sufficient. A large part of this theory focuses on how variations in life-style or routine activities affect the opportunities for crime (Hindelang, Gottfredson, and Garofalo; Cohen and Felson ; Cohen, Felson, and Land). Opportunity thus becomes the limiting factor that determines the outcome in environments prone to crime because the offender generally has little or no control over the conditions of the environment, and the conditions that permit particular crimes are often rare, unlikely or preventable. The opportunity theory has direct application to crime prevention.

Conceptual Framework

The conceptual framework of this study, as seen in figure 2, is based on the input, process, and output.

The study focused on the effectiveness of the crime prevention and detection program in Barangay 4 Mantagbac Daet, Camarines Norte.

The input pertains to the crime prevention and detection Respondent and Questionnaire. The process includes the following: Distribution of Questionnaire, Collection of Data, Analysis of Data and Interpretation of Data.

The output of this research is the effectiveness of the crime prevention and detection program in Barangay IV Mantagbac Daet, Camarines Norte.

Chapter 3 Research Methodology This section contains the research methods and the procedures used in the present study including the research design, the target population or the respondents, data gathering tools and procedures, and the statistical tools of the study.

Research Design The researchers applied the Descriptive research method to assess, analyze, interpret and determine the perceived effectiveness by the Purok officials of Barangay IV Mantagbac, Daet, Camarines Norte on the crime prevention and detection program.

Respondents of the Study The respondents played a very important role in gathering the information that the researchers needed in the study. The respondents of this study are the purok officials of Barangay IV Mantagbac,

Daet, Camarines Norte it represented the whole population. The researchers got the 100% or 139 respondents in the 9 puroks in Barangay IV Mantagbac, Daet, Camarines Norte, Purok 1, purok 2, purok 4, purok 5, purok 6, purok 7, purok 9 has 15 Purok officials while purok 3 and purok 8 has 17 purok officials.

Data Gathering Tools In the conduct of this study, we look for the relevant information were from the internet and other previous researches. The research instruments used in this study are (1) questionnaire; (2) interview.

Questionnaire. The first (1) part of the questionnaire contains about the purok of Barangay Official while the second (2) part focused on the effectiveness of crime prevention and detection program in Barangay IV Mantagbac, Daet, Camarines Norte Interview. This was done to gather information which are not covered or included in the questionnaire. It was done to validate some important information from respondents. Data Gathering Procedures The researchers gave a letter of request to the Barangay Chairman of the Municipality of Daet, Camarines Norte to secure permission and collect the information needed. The researcher distributed the survey questionnaire to the respondents. Data were tavulated, analysed and interpreted the results after the statistical treatment.

Statistical Tools The statistical instruments used to answer the research problems were the following: Anova Formula. This was used to determine the a significant difference on effectiveness of crime prevention and detection program in the different puroks of Barangay IV Mantagbac, Daet, Camarines Norte.

Chapter 4 Presentation, Interpretation and Analysis of Data

This chapter present the presentation, analysis and interpretation of the data gathered to answer the problems. The effectiveness of the crime prevention and detection programs in Barangay IV Mantagbac Daet, Camarines Norte.

Table 2 above reveals the level of effectiveness of crime prevention and detection programs in Purok 1 as perceived by respondents, the Barangay Anti-Drug Abuse Program as rank 1 among the 9 programs of Barangay 4 Mantagbac with a weighted mean of 3.73 interpreted as “Very Effective” while using CCTV in Crime Prevention and Detection ranked last with a weighted mean of 1.73 interpreted as “Effective”. The Average weighted mean of all the 9 programs is 3.34 interpreted as “Very Effective”. Based on the observation of Purok 1 respondent said that the main focus of their barangay out of the 9 programs is more on Anti-Drug Abuse Program. The numbers of arrested persons involved in drug abuse in the barangay this year reduced as compared to the last few years. While using CCTV in Crime Prevention and Detection ranked last. There were no installed CCTV in their Barangay.

The level of effectiveness of crime prevention and detection programs in terms of Republic Act 9262.( VAWC ) Program and Women and Children Literacy Program as perceived by the purok 2 officials ranked 1.5 among the 9 programs of Barangay 4 Mantagbac, with a weighted mean of 3.67 interpreted as “Very Effective” while using CCTV in Crime Prevention and Detection ranked last with a weighted mean of 3.07 interpreted as “Effective”. The level of effectiveness of crime prevention and detection programs in terms of Republic Act 9262.( VAWC ) Program as perceived by the purok 3 officials ranked first among the 9 programs of Barangay 4 Mantagbac with a weighted mean of 3.88 interpreted as “Very Effective” while using CCTV in Crime Prevention and Detection ranked last with a weighted mean of 3.00 interpreted as “Effective”. And the Average weighted mean of the 9 programs is 3.49 interpreted as “Very Effective”.Violations on R.A 9262 (VAWC) was not common in their Barangay compared to the other programs. While using CCTV in Crime Prevention and Detection ranked last the number of CCT is installed limited.

According to the respondents of purok 4 among the 9 programs Violation on R.A 9262 (VAWC) was the most effective based on the least number of cases reported in their Barangay compared to the other programs. While Children are not Allowed to Buy Liquor and Cigarette Program ranked. Even though there is an ongoing program in their Barangay some stores are not following this program. They allow minors to buy liquor and cigarettes because parents are the one sending their children to store to buy for them.

According to the respondents even in the streets there were some people playing “Anas” “Tong-hits” and other form of gambling. Some cases were reported and some of them were arrested.

The level of effectiveness of crime prevention and detection programs in terms of Barangay Council for the Protection of Children Program as perceived by the purok 7 officials is rank 1 among the 9 programs of Barangay 4 Mantagbac with a weighted mean of 3.67 interpreted as “Very Effective” while Curfew 9pm-4pm ranked last with a weighted mean of 3.07 interpreted as “Effective”. The Average weighted mean of the 9 programs is 3.39 interpreted as “Very Effective”. This program the highest response among the 9 programs. Several seminars were conducted in the barangay regarding the program on the Protection of Children. The Curfew Program the lowest number of responses. It was observed that even if there is a curfew program in the barangay but minors can be still be seen roaming along the streets during curfew hours.

Some stores still allowed minors to buy liquor and cigarette, that is the reason this program ranked last.

It is worthy to take note from the result that the aspect obtaining the topmost and the least average weighted mean ratings were varying. For the nine (9) Puroks “Republic Act 9262 (VAWC) Program” received the highest number of response with weighted mean of 3.58 and interpreted as “Very Effective’’ which ranked on top followed by “Barangay Anti-Drug Abuse Program” with weighted mean of 3.36

and interpreted as “Very Effective’’ while “Using CCTV in Crime Prevention and Detection” received the lowest number of response with a weighted mean of 2.42 ,interpreted as “Effective’’. Based on the overall summary result with a total average weighted mean of 3.11 and verbal interpretation of ‘Effective” It can be deduced that the assessment of the respondents on the nine (9) programs on crime prevention and detection cited “Republic Act 9262 (VAWC) Program” got highest number of responses. Barangay records shows that Republic Act 9262 (VAWC) Program was the most “Very Effective” while Using CCTV in Crime Prevention and Detection” ranked last. There are only few CCTVs installed in the Barangay. It did not cover all the areas or streets. This program rankd last among the 9 programs.

It can be inferred from the result above that there is a significant difference between level of effectiveness of the crime prevention and detection program in different purok of barangay 4 Mantagbac Daet, Camarines Norte. Having obtained the critical value (fcrit) of 2.069832 and the computed F-value of 3.277313, in which the critical value is lower than the computed F-value It rejects the null hypothesis. The alternative hypothesis is accepted: There is significant difference between the levels of effectiveness of the Crime Prevention and Detection Program in the different Puroks of Barangay IV Mantagbac, Daet, Camarines Norte. 33

Chapter 5 Summary, Conclusions and Recommendations

This chapter presents the summary of the findings and the conclusions drawn from them. To improve the effectiveness of the Crime Prevention and Detection Program in Barangay IV Mantagbac Daet, Camarines Norte. Following Recommendations are hereby submitted. Problem No. 1. What are the crime prevention and detection programs in Barangay 4? Findings Table 1 presents the Crime Prevention and Detection Programs of Barangay 4 Mantagbac, Finding shows that there are nine (9) programs about crime prevention and detection implemented in Barangay IV Mantagbac Daet, Camarines Norte these are (1) Republic Act 9262 (VAWC ) Program, (2) Women and children Literacy Program, (3) Barangay Anti-Drug Abuse Program, (4) Curfew 9pm – 4am, (5) Barangay Council for the Protection of Children, (6) Children not Allowed to Buy Liquor and Cigarette Program, (7) Not Allowed to drink along the street program, (8) Anti-Gambling Program, (9) Using CCTV in Crime Prevention and Detection Program.

Conclusion The researchers hereby conclude that there are nine (9) crime prevention and detection programs in barangay 4 Mantagbac Daet, Camarines Norte. Problem no. 2. What is the level of effectiveness of the crime prevention and detection programs Barangay 4 Mantagbac Daet, Camarines Norte? Findings The level of effectiveness of the crime prevention and detection programs in Barangay IV Mantagbac Daet, Camarines Norte which were the Crime Prevention and detection Programs along 1. Republic Act 9262 (VAWC) Program was rank 1 with an average weighted mean of 3.58 interpreted 34

as “Very Effective” 2. Women and children Literacy Program was rank 3 with an average weighted mean of 3.30 interpreted as “Very Effective” 3. Barangay Anti-Drug Abuse Program was rank 4 with an average weighted mean of 3.36 interpreted as “very effective” 4. Curfew 9pm – 4am was rank 3 with an average weighted mean of 3.22 interpreted as “Effective” 5. Barangay Council for the Protection of CHILDREN was rank 8 with an average weighted mean of 3.21 interpreted as “Effective” 6. Children not allowed to Buy Liquor and Cigarette Program was rank 6 with an average weighted mean of 2.96

interpreted as “Effective” 7. Not Allowed to drink along the street was rank 5 with an average weighted mean of 2.99 interpreted as “Effective” 8. Anti-Gambling Program was rank 7 with an average weighted mean of 2.93 interpreted as “Effective” 9. Using CCTV in Crime Prevention and Detection was rank 9 with an average weighted mean of 2.42 interpreted as “Effective”. The average weighted mean of the

9 Programs is 3.11 interpreted as “Effective” Conclusion The crime prevention and detection program in Barangay 4 Mantagbac Daet, Camarines Norte were “Effective”.

Conclusion

There is a significant difference between level of effectiveness of the crime prevention and detection program in the different puroks of Barangay 4 Mantagbac Daet, Camarines Norte. Recommendation Based on the conclusions gathered, the following recommendations are suggested: 1. Strengthen the implementation of different programs for these to become “Very Effective” in crime prevention and detection. 2. Conduct supplementary research on crime prevention and detection with the aim of discovering new perspective on how to reduce crime occurrences in the barangay. 3. Find and create additional Programs that can help to upgrade the level of effectiveness of the crime prevention and detection programs in the Barangay. 4. The crime prevention programs implementation be improved to obtain “Very Effective” in Barangay IV Mantagbac Daet, Camarines Norte.
