Preamble to Bill of Quantities

PREAMBLE TO THE BILL OF QUANTITIES 1.

The rates quoted shall be deemed for the works for all heights and leads and at all levels involving any staging heights, unless otherwise mentioned in the Bill of Quantities.

2.

The rates quoted shall be for finished, completed and commissioned work. All costs, inputs of materials, labour, taxes, duties, freight, octroi, plant and machinery, , , sales tax, financial and administrative charges, statutory levies, all other overheads, profit and all other items as required shall be deemed to have been taken into account and included in the rates, unless otherwise noted.

The technical specifications in the Bill of Quantities are brief. For detailed specification, the contractor shall refer to the technical specifications enclosed for various items of work. All civil works including basic plumbing/electrical works, shall be in accordance with conventional specifications. In case enclosed specifications do not contain a particular item, CPWD specifications shall be followed. If CPWD specifications also do not contain the item, the work will be executed as per directions of Engineerin-charge.

Unless otherwise mentioned, the mode of measurements shall be as per IS codes 1200. In case the relevant code is silent on a particular item, decision of Engineer-in-Charge regarding measurement will be final.

All quantities shall be the net measurement as fixed in position and quoted rates must include for all wastage, as per trade practices or traditional allowances.

The quantities indicated in the Bill of Quantities against each item are indicative and are likely to vary to any extent. The items can also be omitted at the discretion of the Employer. The contractor shall not have any claim on this account and the contractor's quoted rates shall not alter on account of any of these variations nor will it vitiate the contract in any way. Payment shall be made for quantities actually executed at site, as specified in contract.

7.

The drawings enclosed with the bid document are meant for “Tender Purpose- only” to give an idea to the bidder about the type of work involved in the building.

All materials used in the work shall meet requisite specifications. Materials of only approved manufacturers shall be allowed to be used on the works. List of approved makes are enclosed with the bid document. Wherever the approved makes are not mentioned, the contractor shall seek the information

from the Employer / Consultant as also approval of the make of the material to be used in work. 9.

Contractor will make his own arrangement for water and power supply required for execution of work at site at his own cost.

10. The contractor shall be responsible for co-coordinating all the works at site including that of various utilities, so as to avoid the delays and achieve the scheduled progress. The contractor shall also co-ordinate the requirements for holes / openings fixing and any civil work for all internal & external service installations in accordance with the requirement of relevant drawings. No cutting of RCC work / brick work shall be permitted for any hole / cut-out until & unless specifically ordered by the Engineer. 11. The contractor shall maintain an up to date register of drawings issued for works. The same shall be indexed for ready reference. In case of issue of any revised drawing, the drawing previously issued to the contractor shall be marked "Superseded", 12. The contractor shall bring to the notice of the Engineer any discrepancy within or between the drawings and / or other contract documents and shall not proceed with the work until the Engineer gives clarifications and instructions to proceed. Normally in cases of variance / discrepancy between the drawings and other documents, the stringent of the two shall be applicable. 13. Contractor shall make his own arrangements for safe and proper storage of materials of his own as well as that issued by the Employer and shall be fully responsible for safe custody of the same. 14. The contractor shall maintain complete record of all materials at site and shall submit daily material receipt reports to the Engineer. Necessary consumption statements shall also be made available to the Engineer as and where required. The Contractor shall allow the Engineer to inspect his stores as and when required. 15. Location of any temporary works / structures to be constructed by the contractor for execution of the work shall be marked on the site plan and got approved by the Engineer before constructing the same. Contractor shall be solely responsible for safety and quality of such works / structures. These temporary works / structures shall be removed by the contractor immediately after execution of the work. 16. The contractor will make his own access road to site of work, if required. after seeking permission from the Engineer. This access road shall be constructed and maintained by the Contractor at his own cost till the

completion of works. The same shall be dismantled after completion of the work. 17. The contractor shall make his own arrangements for accommodation of his staff and labour to be deployed for execution of work and also provide necessary water & toilet facility in labour camp as well as at ' site. Labour shall not be allowed to stay inside the site premises. The contractor will also ensure that labour is not provided accommodation at any unauthorized location. 18. The contractor shall provide identity badges to his staff / workers. All his staff / workers will wear safety shoes and helmets and take all necessary safety precautions while executing the work at site. The contractor shall be responsible for all the requisite safety measures at site like helmets, safety belts, jackets, barricades, protective headgears, safety shoes, proper lighting connections etc. The contractor will also maintain necessary first aid facility at site. This first aid facility shall have a Male nurse also. 19. The Contractor may have to work late at night, if so required, to achieve the desired progress of work. However, such work shall not be carried out in the absence of his project manager / site engineer. The contractor shall inform the Engineer about the work to be done at night. He shall make proper lighting arrangements and take adequate safety measures to carry out the work at night. The Engineer may order for discontinuing the work at night in case the lighting and safety arrangements are found to be inadequate: 20. The contractor shall provide at his own cost, two sign boards at directed locations indicating the name of the project, Client, Consultant and the contractor for the works. The contractor shall clear the site of all shrubs, rank vegetation, grass, debris, rubbish etc. and dispose them at a legally authorized place off the site, without any extra cost to the employer. However, no trees shall be removed without prior permission of the Engineer.

23. The surplus excavated earth and "Malba" etc. shall be disposed outside the premises, at legally authorized place designated for disposal. Obtaining permission from authorities for such disposal, if required, shall be the responsibility of the contractor. 24. Necessary test certificates for materials brought to site for construction shall be provided by the contractor. To ensure the quality of the materials, the Engineer-in-charge may ask the contractor to get materials tested in accordance with relevant standards, at his (contractor's) cost. 25.

Bailing out or pumping out of rain water or water from other sources during the entire period of execution of the work shall be responsibility of the contractor. The Contractor shall also keep the site reasonably neat and clean and shall make' all arrangements to protect all materials and works from being damaged by water from any source.

Rates quoted by the contractor shall be valid for works in small quantity as well as for working in narrow areas.

The contractor will get approval from Employer/ Engineer , of the samples of various materials to be incorporated in work. The cost of such samples shall be borne by the contractor. He shall provide alternative samples till the approval has been obtained. The contractor, shall at his own cost, provide one set of approved standards & codes, to which, the proposed materials, item and works to be executed shall conform to.

28. Contractor shall maintain strict quality control at site and mobilize necessary equipment (in a laboratory) for carrying out field tests. The equipment will be calibrated/ certified / tested by appropriate agency wherever required. 29. Test certificates for all equipment / test gauges etc. shall be available at site for scrutiny .

The contractor shall NOT operate any QRO item without written permission of the employer / Consultant. . The contractor shall provide the rate with analysis of rates for such items for Engineer’s approval .. But he shall proceed with the work as directed by the Engineer pending approval of the rate.

32. Since most of the area in the plot will be excavated for the basement, the contractor is required to indicate as to how & what arrangement will be made for storage of materials, plants & equipments etc. 33.

No extra payment shall be payable for cutouts in walls and slabs upto 0.3 sqm.

34. On removal of shuttering, if any concrete is found to be protruding from the joints of formwork, the same shall be rubbed smooth, using carborundum stones at the contractor’s cost to produce fair &smooth finished concrete surfaces. 35. Chicken wire mesh shall be fixed at the junction of masonry and concrete walls/columns as per the advice of Engineer, by the contractor- at his cost, before executing the item of plaster on such surfaces. 36. Concrete surfaces, which are to be plastered or which are coming in contact with masonry, shall be hacked by the contractor at his own cost, as per the advice of Engineer-in-charge. 37. Aggregates: The percentage of silt content in sand shall not be more than 5% by weight. The source of fine and coarse aggregates shall be as approved by the Engineer. The coarse sand shall be either badarpur or double wash ghaggar sand. The aggregates shall not be round in shape. The same shall be angular in shape and obtained from sohna (Haryana) or jaipur or panchkula or from quarry approved by engineer. 38.

Measurements for earth excavation shall be as per the footprint of the structural drawings i.e. P.C.C. dimensions in plan. Working space shall not be payable. Dismantling of paved area, any remnants of old structures, manholes, pipelines, etc. forms part of excavation work. No extra payment will be made to the contractor on account of above. The contractor shall also ensure removal of excavated earth/malba simultaneously.

Water proofing: The quoted rates shall include proper treatment for the expansion joints also so as to ensure no leakage of water. Proper surface preparation/rendering etc. as per requirements of water proofing specialized agency will form part of the job and nothing extra shall be paid on this account. Guarantee for 10 years shall have to be provided on stamp paper for water proofing works.

40.

Curing: The rates of all concrete, masonry, plastering, waterproofing items and other items whereever cement is used shall be inclusive of curing, as directed and as required.

41.

P.C.C.: The rate of P.C.C. item shall include preparation of sub grade, leveling of excavated sides and bottoms not exceeding 15cm(average) in depth and finishing of top surface of P.C.C. In case of mass concreting or as directed by the engineer, the concrete shall be machine vibrated and nothing extra shall be payable.

42. Form work: The formwork item rates shall be inclusive of-sealing of joints with medium duty brown self adhesive tape and P.V.C. spacers/cover blocks etc. 43. Steel requirements: The rates of steel reinforcement items are inclusive of cost of 16 gauge black annealed binding wire to be provided by the contractor and providing laps, spacers, chairs and welding wherever required. The measurements of laps, spacers and chairs shall be as per the approved bar bending schedule (prepared by the contractor). Steel shall be issued by weight. The measurement shall be standard unit weights as per BIS. Rolling margin shall not be considered for reconciliation purposes. 44. Scaffolding: Scaffolding, wherever required, shall be inclusive in the rate of respective item and nothing extra shall be payable on this account. 45.

The Water used for construction as well as drinking purposes for labour & supervision staff at site shall be arranged by the contractor and shall have to be got tested by the contractor at his own cost in approved laboratory at every three months interval.

46. Accommodation for labour / staff: Contractor will make his own arrangement for accommodation of their labour & staff. Also the labour will not be allowed to stay inside the project building/ site premises. 47. Shoring / shuttering : If necessary shoring / shuttering will have to be done by the contractor to the satisfaction of the Engineer in charge on the sides of the excavation to prevent them from falling or slipping If any slide or slipping occurs the same shall be made good by the contractor at his own cost / expense with selected fill / mass concrete as decided by Engineer. All necessary precaution shall be taken by the contractor. 48. Dewatering : Dewatering if required will be done by the contractor at his own cost. Dewatering with bore wells and adequate pumps and accessories shall be provided by the contractor at his own cost to ensure that the progress of work does not suffer at any stage due to lack of dewatering. All the item rates in BOQ are inclusive of dewatering if required.

49. Anti termite treatment /water proofing: work shall be executed by specialized agency as approved by the Engineer /Consultants and 10 year performance guarantee shall be furnished. 50. Shuttering /Staging work: Only waterproof/ Laminated ply shall be used for all formwork. Steel props / ledgers / standards / spans shall be used for staging work. Steel pipes / frames shall be used for scaffolding work. Steel plates, planks, bamboos, ballies shall not be allowed to be used in the works. Shuttering rates are inclusive of curved formwork or formwork in odd shapes or in slopes. Rates are also inclusive of formwork in smaller / thin section or for steps etc. if any. Shuttering rates are inclusive of staging up to any height and at all levels. Contractor is required to bring at least 70,000 Sft waterproof/ laminated ply formwork from the start of the work. 51. Barricading of site: Contractor shall be responsible for barricading the construction area to isolate the same from other areas for safety and security reasons. The contractor shall also make arrangements for cement godown , material storage area and steel fabrication yard for their use. The same shall be removed after the completion of construction at their own cost. 52.

Reconciliation of cement: The quantity of cement consumed in concreting item shall be reconciled on the basis of recommendations of design mix, approved by the Engineer. The reconciliation statement shall be submitted along with each running account bill.

53. Concrete batching plant: Contractor is required to install a semi automatic concrete batching plant of minimum 20 Cum / hr capacity and shall make provisions for pumping of concrete. The concrete shall have to be supplied from batching plant only. 54. Contractor shall provide various photographs showing the progress of work at site with each running bill. 55. The contractor has to ensure periodic cleaning of site to make the site look tidy. Waste construction material like brick bats and all debris has to be taken out of site by the contractor continually at their own cost.

56. Post tensioning process if required to be executed at site for various structure works will be done by the owner, through specialized agency at the sole direction of the owner / client. 57. In case the contractor fails to accomplish the targets, as required under clause 14.1 of general conditions and if it is observed that the target dates are slipping away, then the owner reserves the right to engage another agency to get the work expedited at the risk & cost of the defaulting contractor.

58. Time of Completion / Penalty in contract: Time is essence of the contract and the contractor has to ensure the completion of entire work in 10 months, as stipulated in the contract. Penalty @ of 2% per week will be levied for each delayed day beyond the agreed date of completion subject to the maximum of 10% of the contract value.
